SUBJECT: UTILITIES DEPARTMENT REFURBISHMENT AT 879 MORRO STREET
RECOMMENDATION
Approve a new Capital Improvement project for “Utilities Department Refurbishment”
Specification No. 91362.
DISCUSSION
On April 6, 2015, the City Manager approved use of $12,000 in 2013-14 carryover funding for
design services to reconfigure and refurbish the interior of the Utilities Department 879 Morro
Street building including accessibility upgrades. The building was bought in 1998 and, after
extensive remodel, was occupied in 2000. After 15 years, the building is showing wear and tear
and ADA accessibility needs addressing. Additional workspaces to accommodate employees
require a reconfiguration that will improve the workflow and accessibility of individual
workstations and common areas. The overall scope considers to:
1. Improve workflow, workplace ergonomics (including lighting), ADA compliance and
accessibility.
2. Replace the current office furniture to address aged work stations. These stations were
already in used condition when installed 15 years ago and constructed with materials that
absorb dust and odors. In addition to lack of functionality, there have been demonstrated
health and allergen reactions and the units are unable to be adequately cleaned.
3. Reconfiguration of the work areas to create additional workspaces for employees, support
increased collaboration and modern work styles.
4. Replace worn out flooring. In 2005, the building was flooded by a sewer backup and
while appropriate clean-up was done, the refurbishment would address any issue
potentially lingering.
5. Create informal meeting space upstairs to increase availability of the 879 Morro
conference room (a space used by all City departments) and to support private
conversations or a quiet zone in an open-office configuration.
6. Reconfigure the counter space and entrance area to comply with ADA requirements and
improve accessibility to the conference room and customer service areas.
The proposed project involves removal of one wall and partition, workstation (cubicle)
reconfigurations, furniture purchases, fixture installations, re-flooring and painting.

Project Plan and Timing
The project is proposed to begin in October 2015. The work will be phased to minimize
disruption. Some staff may be temporarily relocated during construction. Staff will evaluate the
possibility for work phases to be accomplished on weekends to further avoid disruption.
FISCAL IMPACT
The estimated project cost is $175,000. Both the Sewer and Water Fund have 2013-14 carryover
funding available. The 879 Morro Street building houses field operations, administrative and
engineering programs that provide services related to both water and sewer functions. Therefore,
costs will be shared between Sewer and Water. Currently, the Water Fund has $75,330 in
carryover funding available; the Sewer Fund has $101,222 available in support of this project.

ALTERNATIVE
Deny the project. The Council could choose to deny or defer the project. This is not recommended
since efficiencies from the project – public accessibility to staff, workspace flow, additional
workspace needed, and health related upgrades – are necessary to continue effective and efficient
customer service and work program execution.
