COUNCIL- MEETING:

Surely the recent Grand Ave. appeal and all the letters and presentations
made a difference that brought this subject to the front burner where it belongs.
(I had an inkling that not catching the dastardly plan at the initial lot split might turn
for the good... I didn't know exactly how .... but here it is!)
Because the overlay was not mentioned, I started making a list I intended to send to
consider. I'm sure everybody has good ideas. Now with short notice, I think it is important
for us to input any and every idea pertinent to healthier neighborhoods although the ideas
will not be complete at this point.
While it is an overwhelmingly well -known fact that our deteriorating neighborhoods are
caused by Cal Poly's negligence in building housing on campus ..... I ALWAYS mention it.
I believe you should also mention it often. I believe we (as a city) should press for 3rd Party
Builders -- Private /Public Partnerships because we do not have time to move at Cal
Poly's pace. When they make up for not building for 33 years, we can relax a little more. .
IF THEY DO NOT CONTINUE TO INCREASE ENROLLMENT.
I do hope this issue goes Statewide and Nationwide as it is ruining a very special town's
neighborhoods.... and has been for a very long time. Our size city can not tolerate this any
longer.
Some ideas for codes in impacted areas are:

Someone warned that if the overlay is applied only to AV and M H, then won't investors go
to other areas of town to impose these projects?
Safeguard for that would be
CORRECTION IN BLDG CODE which could apply to all R -1 zones in town (better
include R -2 also or we will have these mini apartments outside of R -3 and 4.)
1. No exemptions on any block currently faced with 50% or greater student rentals.
Someone can do better with following description
Definition to include? Any street with 50% or greater student rentals
• Within a city block square of applicant block.
• Any block contiguous to applicant block.
• Any block within a block radius of applicant property.
Exemption to minimum lot size in R -1 /R -2 zone:
FOR ONLY:
* Owner- occupied on a single lot.
* One single - family house plan permitted for said lot.
* Lot is not contiguous to any other substandard lot.
No Exemption for:
Any lot which currently abuts a substandard lot.
Any plan that includes more than one substandard lot.

In is clearly your time to stand for neighborhoods while Cal Poly gets its act together.
