ORDINANCE NO. 38 (New An Ordinance Amending Ordinance No. 10.8 Relating to the Regulation and Licensing the Business of Sell- ing and Furnishing of Splritous, Tin- ous and Malt Liquors in the City of San Luis Obispo. Be it Ordained by the Council Of r, the City of San Luis Obispo as fol- 4 Iowa: Section 1. Every person, firm or corporation engaged in, carrying on or pursuing, within the corporate limits of the City of San Luis Obispo, any business or occupation for which 1 a license is required by the provisions of"this ordinance must procure from the City Collector a license and pay the fee therefor as in this ordinance i provided. Each license shall author- ize the party obtaining the same to transact the business described in such license at the locality designated therein. A separate license must be obtained for each branch establish- went or separate house or place of business within the City limits. Section 2. It shall be unlawful for any person or persons to engage in, carry on or pursue within the cor- porate limits of the City of San Luis Obispo, any kind of business or occu- pation mentioned in this ordinance, either in their own names or for their own benefit or profit, or as agents or ; employes f-Or any other person or ; persons, unless such person or per- sons, their principals or employers shall first procure from the City COI- lector a license so to do and pay the s fee therefor as in this ordinance pro- s -Tided. Party of she second part agrees , during the life of this contract , to keep said pipe line -and troughs in good order and re- pair so that so .long as sufficient crater flows down said water courses on the 'surface of the ground at the intake of said pipe line, sufficient eater shall 'be furnished in said troughs to eater such stock belonging to the o-i-ner of said 1jremises as' can properly be carried and are . actually carried on said premises by the owner there- of or his tenants in the ordinary course of the stock raising or dairying business carried on thereon. Party of the second part snail also ,' during the life of this contract , maintain a culvert across the said creek' at the point indicated on said nap therefor, sufficient tolpermit the stock carried on said .premis,es to .pass. -over ar_d across the same creek. . The 'Contractor- shall furnish to the City of- San Luis Obispo , California 4000 linear feet .of bell and spigot cast iron water pipe of 4 inch inside diameter "Class 3"..45/100 inches thick . and weighing 21,7 pounds per linear foot , 260 pounds to lay 12 feet. Section II. The cast iron pipe shall be of first class pipe metal free.. . from scabs and flaws. ,All cast iron pipe . shall be coated with a heave coating of asphaltum preparation and should this coating be injured in handling, the- contractor shall put. it .in good order without extra charge to the City of San Luis Obispo , Calif. All bells and spigots shall fit and all pipe shall be of. uniform thickness circular in section and of- inside diameter above mentioned. Ivo pipe will be accepted the weight of which shall be less than 5. per cent of theweight given above for that size of pipe. . Tie total weight to be paid for shall not exceed for each size of pipe received the sum of the. standard.%weights of ,the same number of pieces of the. given size by more than 2 per cent. . The law describes the color, shape and size of the signs. This is undoubtedly done in the interest of uniformity and will, we believe , be beneficial to both the travling public and to the officers in charge of the enforcement of the law, Both kinds of signs must be triangular in shape with sides of equal length and not less than 24 inches in length. Business district signs are to be colored dark green and signs for the closely built up districts to be colored red, The .lettering on both, . to be white: The Automobile Club of Southern California. will be glad to prepare and- erect these signs free of charge„'at the locations designated on the attached contract and upon receipt of signed contracts from you, in which, you will, in behalf of your city, agree to pay for the maintenance of same. ,r- The cost of the 24-in, signs at present are §1.50; posts, �p1,15. ,In San Luis Obispo, we will erect two 15-mile signs on the north and south approaches to the business district of San Luis Obispo and four 20-mile limit signs on the north ilncd south and approaches from Morro and . dna. CRANK CASE The Crank Case is made of two parts,parted horizontally through plane of crank shaft center. Through bolts are used in clamping cylinders and crank shaft bearings in place. All working mechanism of the engine, except oil pump, is securely fastened in or on the upper section. The lower section contains the reservoir for oil. Itis removable for access to mechanism without disturbing any bearings or other parts. ; i CYLINDERS t The Cylinders, cast separately, are of best grade Northern grey cast-iron andl are provided with I ample water jackets which are tested by hydraulic pressure before and after finishing. Intake and Exhaust Valves are I interchangeable and are 31/16" diameter and have 7/16" lift. j I LUBRICATION j j A self-contained Oiling System is provided by means of a gear pump in lower section of crank j case, which is drivers from cam shaft through spiral gears. The pump forces an abundance of oil I under pressure to all crank shaft bearings. Separate oil leads also supply constant level troughs j which are cast integral with lower half of crank case and into which the connecting rods dip,there- j by lubricating the connecting rod bearings. The shafts are mounted on annular ball bearings. The housing is made of malleable iron and is suspended in the main frame by three point suspension. REAR AXLE The rear axle is the full floating worm drive type, specially designed to meet the severe require- ments of Fire Department service. It has been developed thru cooperation of Seagrave and Timken i engineers and its dependability has been'proven by a series of severe tests covering a period of sev- eral years. The axle housing is of one piece pressed steel construction. The worm, worm wheel and differential are carried as a completely assembled, self-contained i unit, in a carrier attached to the housing, easily removable for examination of gears, eliminating tor- sional strains or possibility of distortion in the gearing. The worm is of nickel chrome steel, heat treated hardened and accurately ground and together with the bronze gear wheel is of extra heavy construction. The axle shafts are of nickel chrome steel, splined on both ends and carefully heat treated. A special and exceedingly simple system of lubrication of this axle insures proper lubrication at all times and requires a minimum of attention. i i BRAKES The foot brakes and the emergency brakes are duplex internal expanding, acting on pressed steel brake drums attached to the rear wheels and are 21" diameter and 33/4" face. i FRONT AXLE The front Axle is a solid forging of I-beam section. The front spindles and steering arms are made of alloy steel forgings of liberal dimensions.Cross steering rod yokes are fitted with hardened steel pins and bushings. Frame and cross members are made of 6",' 81b channel. Truss rods having turn-buckles are placed underneath. A standard Seagrave spring bum- per is provided. SPRINGS The Springs are semi-elliptic. Front springs are .40" long' 3" wide; rear 501, long ,and wide. They are made of vanadium spring steel and are bronzebushed. All spring bolts are har- dened and ground and have suitable provision for lubrication. The front Springs are shackled it rear ends only; the rear Springs at both ends. STEERING GEAR The Steering Gear is designed -especially for this machine. It is the worm and nut type with extra large bearing surfaces. It is enclosed in a dust proof case and all movable parts operate in grease. Suitable means are provided for all necessary adjustments. The steering mast is placed at an angle, and is provided with a 20'.' steering wheel with serrated rim. CONTROL The throttle and spark levers are located above the steering wheel engaging with a stationary sector and may be operated without removing the hand from the wheel. A foot accelerator is pro- vided. The jackshaft brakes, also the clutch, are operated by foot pedals; the emergency brake by a hand lever. All gears are shifted by one lever conveniently located beside the emergency 'hand brake lever. Only one set of gears may be engaged at the same time, an others being automat- ically locked. An ingenious arrangement makes it impossible to shift gears until clutch is fully disengaged or to engage clutch until gears are fully meshed. DRIVER'S SEAT Upholstered Seats having high.back and sides and accommodating two-men, are suitably placed at rear of engine. Seat and dash are provided with mounting handles. Floor boards are suitably covered. GASOLINE SYSTEM The gasoline tank.is made of heavy gauge rolled sheet copper and is located back of the driver's seat. Filler in top-of tank is easily accessible. -A suitable gasoline gauge is located near the filler cap. Tank is constructed with spIasher compartments. Capacity of tank 30 gallons. The gasoline shut-off valve is conveniently located. The flow of gasoline from tank-to carburetor is maintained by gravity and passes through a filter near the entrance to the carburetor float chamber. Seams and heads are riveted. All openings in shell are flanged insideand riveted. All �. seams, points and parts exposed to chemicals are heavily tinned to make a smooth surface and to ! prevent corrosion and leakage. The body of the Tank and the connections are polished. The heads i are handsomely finished. All valves and connections are within easy reach, and at all times are i i under full control of the operator. All pipings, elbows, tees and valves are made of heavy bronze j : and have-Y openings. All joints are thoroughly sweated. The fittings, except the valves, are from . special patterns and have long standard threads. I The Tank is equipped with a pressure gauge, agitator, by-pass, one pure lead acid bottle, one j extra lead acid bottle, and one brass acid bottle canister in which to carry an extra charge of acid. i .The acid dumping device and agitator paddles are on separate shafts, and are operated independ- ently from the same end of the tank. The engine exhaust pipe being led thru the .pump compartment, the heat therefrom is utilized to prevent freezing while Pump is op orating. I � � I The Pump is a multi-stage turbine centrifugal. The pump casing is a carefully designed j casting of special close. grain bronze, and includes the water passages connecting the successive stages. Removable bronze heads,held in place by studs and brass nuts, complete the stationary mem- hers of the Pump. The rotating member consists of bronze impellers or pressure drums, mounted on a steel shaft which is carried on an annular anti-friction bearing at one end and a combination annular and thrust bearing at the other. The steel shaft is protected by bronze sleeves wherever it is exposed 1 I to the water. Rotative balance of the impellers is given very careful attention to insure freedom I j from vibration when Pump is in operation. End thrust on the pump shaft is practically eliminated j 1 by the. internal design. j The design of the impellers and water passages is such that the water velocity is low, thus reducing water friction and abrasion to a minimum, and making for a high degree of efficiency. I j When the car is on the road these gears are disengaged from the pump by a conveniently located j lever. j PRIMING DEVICE j Air is exhausted from the pump by means of a bronze vacuum pump positively driven by the j pump driving gears which exhausts the air in from 10 to 30 seconds. The control is so located that j it may be operated, from the ground. I GOVERNOR ! I A patent governing device is provided which is actuated by water pressure from the main i j pump automatically throttling the engine so that the discharge pressure at the.pump will not rise j above a predetermined point, regardless of whether any or all of the dischargeopenings are closed. i Should the pump pressure, due to the oPening of discharge gates, fall below the point at which the j governor is set, the throttle will automatically open and cause the engine to deliver the, required 1 j amount of power to maintain the predetermined pressure, or its equivalent in volume of water at a i j lower pressure. In other words, thepump is provided with an efficient Governor which positively j protects the firemen at the nozzle. VITNE'SSETH: FIRST. The said party hereby agrees to -furnish the. apparatus and equipment according to the specifications hereto attached and made a part of this contract, and to deliver the same as herein- after .provided. SECOND. The first party guarantees that all material and workmanship in and about said apparatus and equipment shall comply with said ;specifications and will replace free of charge at its factory any part found within one year to be defective in work- manship or material.. This applies to all parts of said apparatus manufactured by said first party. On rubber tires, magnetos, batteries , self starters and other accessories purchased from other manufacturers the guarantee of such manufacturers will apply. THIRD: The said apparatus and equipment is to be de- livered to a transportation company at Columbus. Ohio, within about one hundred to one hundred twenty corking days after the receipt and acceptance of this contract at the first party's office at Columbus, Ohio ; delays due to strikes, failures to obtain cars , materials , or other causes beyond its control not preventing, and shall be delivered to said party of the second part, f. o* be cars at SAN LUIS OBISPO, CALIFORNIA. FOURTH. A competent demonstrator will, upon request , be furnished by first party to demonstrate said apparatus for party of second part and to give its employees the necessary instruc- tions in the operation and handling of said apparatus . In case such demonstration is requested , then such demonstration shall be held to be made solely by and under authority and direction of said party of the s eoond part. FIFTH: The said apparatus and equipment shall be tested , inspected and examined at the City of San Luis Obispo by a representative of the Pacific Board of Underwriters and this . contract shall be null and void if after making such test said representative disapproves said apparatus and equipment or either, or any part thereof. .This test shall be arranged for by.said City as soon as practicable after delivery. SIXTH. The first party may make one demonstration of said apparatus and equipment in.any City it chooses other than the City of San luis Obispo before delivering the same , but no apparatus or equipment shall be delivered to said City which has been demon- strated outside the City of San. Luis Obispo more than once. SEVENTH. The second party purchases and agrees to pay for said apparatus and equipment the sum of twelve thousand five .hundred (4"12,500.00) dollars payable five thousand ($5,000.00) dollars within 10 days after arrival at destination, p rovid.ed however that this initial payment need not be made until the test mentioned in paragraph numbered SIXTH hereof has been made, but the failure to make said Board of Underwriters test shall not extend the time for first payment beyond 30 days after delivery: she balance of said purchase price shall be paid in five (5) equal yearly payments of fifteen hundred (01,500.00) dollars each due one, two,. three, four and five years respectively after said initial $5,000. payment. Interest at sig per cent per annum, payable semi- annually, shall be paid upon all deferred' or past due payments , such deferred payments to be evidenced by negotiahle paper. If more than one piece of apparatus is covered by this contract, the above terms of. payment shall apply to each piece, and an invoice covering each niece shall be rendered in the proper amount. EIGHTH. In case the' second party- desires to test the said apparatus before payment is Made such test shall be made within ten (10) days after arrival at destination, and a written report of such test forthwith delivered to the first party at its principal office at Columbus, Ohio. If no such test be made, or if no such report be made by the second party within ten (10) days after arrival , then said apparatus and equipment shall be considered as fully complying with contract and specifications. NINTH. It is agreed that the apparatus and equipment covered by this contract shall remain the property of the first party until the entire contract price has been paid, but if more than one piece of apparatus is covered- by this contract, then each piece shall remain the property of the first party until the above listed price of such piece has been paid in full, and in case of any default in payment the said first party may take full possession of the apparatus and equipment , or of the piece or pieces upon which default has been made, and any payments that have been made shall be applied as rent infull for the use of the apparatus and equipment up to date of taking possession. This contract to be binding must be signed and approved by the President or nice President and General Manager of The Seagrave Company or some one authorized by either of them to do so. This con- tract and specifications take precedence over all previous negotiations and no representations are considered as entering into this con- tract except such as are contained herein or in the specifications attached hereto. We beleive this truck to be delivered according to contract with the exception of a few minor details which we would recomend tl�at the Seagrave People correct. They are as follows The suction hose coupling does not L it the large hydrants. Two grease gun connections are missing off the brake shaft and the remaining two are so short it is i <<possible to fit the grease gun to them. The discharge line valves work themselves closed w -:ile pumping and should by all means be remedied. This information was given us by Chief Gilliotti and Engineer Payton. The radaitor has been repaired and makes an un- sightly- appearance. The speedometer cable crosses over the electric wiring and will in a short time wear thru the. insulation and cause a short circut. The secondary wire leading from the coil lays on theengine which dill burn the insulation. The- speedometer has been disconnected, there is no light under the hood, the siren horn does not work properly, the spot light on the chemical hese rack shoo T. off, the engine primer leaks gasoline and one stud and wing nut is missing from the aide corer. SLOAT, two vessels of the destroyer class who have recently returned from Australia, New Zealand, and Hawaii , will visit your city on 27 October, 1925, to celebrate "Navy Day". As you know "Navy Day" is designated each year for the express purpose of setting forth to the peopleof this country that there is a navy, that it is first and foremost the property of the citizens of our country and to give those citizens who live on the coast an opportunity to visit the vessels which are detailed to visit the port or ports adjacent to their homes. Naturally we are desirous of achieving the maximum results by our visit to your city ,and_ to your harbor. We are happy to pay the visit and hope that our stay will be long remembered as a pleasant one. We are particularly anxious to be "At Home" to the citizens of your city and of the sprrounding regions. We will also be delighted to cooperate with the civic officials in any way suggested which will be for the mutual betterment of the celebration. At this time I am unable- to. inform you of the exact hour of our arrival or departure but can state we will probably arrive late on 26 October, 1925, and leave early on 28 October, 1925. As soon as definite orders are issued I will gladly advise you on these points. Iffe are to be very busy at that time with our- target practice and the schedule is yet to .be finally determined upon. I would be extremely obliged to you if I could obtain information through your good offices as to the feasibility of mooring the two vessels to a dock. Such a plan would facilitate handling such welcome visitors as decide. to accept our hospita]Lity and pay us a visit of inspection. So if you can let me know what steps should be taken to obtain permission to moor to a dock I would appreciate your courtesy: I have at hand some information in the shape of letters which will give you a better understanding of the aim and object of "Navy Day" and am taking the liberty of forwarding copies of them to you. Personnel to be encouraged to send copies of these papers to their. homes and to their home publications. The present year is the 150th since the founding of the Navy, and this fact may very well -2- be featured in..connection with Navy Day activities and the issuing of service publications bearing on Navy Day. (b) Naval personnel to be encouraged to write to their homes and to home publications in regard to the work of the Navy and any feature of particular interest,: such as cruises and special accomplisments. (c) Commanding Officers of units named after States and Cities to send letters of greetings to the respective Governors and Mayors together with photographs and such other material as might be of interest in setting forth what had been accomplished by the vessels in question. (d) Ship and Stations .to send photographs of winning gun crews, . teams, etc. , with mention of the work of the individuals concerned to the recruiting ' officers of the home districts of the men with information as to time and place of their enlistment and of their home addresses. This material to form the basis of releases by recruiting officers for publications. in the home communities of the men. 2. The Commander in Chief, Battle Fleet, will allocate vessels of the Battle Fleet to. various Pacific Coast Ports to be present on Navy Day. 3. The Commander in Chief, Battle Fleet, wishes to invite the attention of all officers and men to the fact that on Navy Day, .it is possible for them to se5 forth before a large number of civilains what the Navy rea'Lly means and wbat the Navy Stands for. .On this day every officer and man must be considered ON DUTY, and must throw himself whole heartedly into making this day an "At Home". S.S. ROBINSON. SUGGESTIONS FOR OBSERVANCE OF` 1VAVY DAY. 1. The following suggestions are offered as a guide to all naval officers in the preparation .for the observance of Navy Day, 1924. The suggestions have been made by various individuals and organizations for the purpose of makeing the observance of Navy Day more effective and .also to reach a larger number of paople than heretofore and gain more interest in the Navy. The su,g.s gestions are not mandatory, but offered with the aim of assisting where the suggestions can be applied to local cond it ions. SUGGESTIONS 1. It is suggested that all members .of .the regular Naval Establishment invite reservists to visit on board ships during Navy Day, when possible, to attend special luncheons for the observance of Navy Day, care being taken to obtain permisd on for the organization giving the luaaheon to invite the reser_ vista; and to ask reservists to cooperate in preparing special feature articles for the press and in making speeches before. various organizations. 2. It is suggested that officers write to classmates who have left the service, .calling attention to Navy Day, its purpose and urging them to give all possible support. 3. It is suggested that post cards be distributed to Navy Personnel at various stations to be mailed to friends and relatives. Likewise it is suggested that officers write to home town papers offering to contribute a feature article on Navy Sor use during the Navy Day celebration. -1- This is particularly applicable to officers comming from towns not located on the coast where the interest in the Navy is more or less sustained throughout the gear. 4.Encourage construction of ship models by school boys taking manual training by. means of an exhibition of these models and awarding of prizes for them on Navy Day. Arrangements for proper ceremonies of this sort can be made with civic organizations such as Chambers of Commerce, Rotary Clubs, giwanis Clubs or the like, these organizations to arrange for awarding prizes. and exhibition during the week of Navy Day the models so built. 5. That librarians of the public libraries in the towns and. cities surrounding a recruiting station, or other naval station, as well as the libraries within the town, be asked to place books on maritime and naval subjects on spec ial .dis- plsy during the month of October or the week of Navy Day. Flags, pictures and "Other articles could be loaned to the libraries to make the display more pretentions. The same might be suggest- ed to book dealers. 6/ Call on the literary editors of the various newspapers in the territory to write articles on naval literature. 7. If men on recruiting stations, or others having full uniforms, can be persuaded to volunteer 'use of clothing, it might be arranged with clothing or department stores to have window displays dur ing the week of Navy Day. Dummies could be dressed in the naval uniforms, the remainder of the -2- • 1' display being made up . of flags, medals, rating badges, ditty boxes; etc. 8. Arrangements might be made to 'have debates on naval subjects, in schools and colleges during the Navy Day week.. Effort should be made to have students in technical schools to take the summer cruises with the fleet as provided for engineering students. The individuals to be selected by the heads of the s0ools and colleges. 9. Essay contests might .be arranged for among the grammar and high school students of the various cities. In connection with this it might be possible to interest some local newspaper to publish- the essay adjudged to be the best on a naval subject as to the prize. 10. It is suggested that stations gather such data as might be needed for making speeches on nava! subjects ad as to have such material available if needed by anyone selected to make a Navy Day speech. This material can also be used by news- paper writers in special articles for Navy Day. . 11. Officers should het in touch with local new cartoonists and give them sufficient data to enable them to draw cartoons appropriate. for Navy Day. 12. Posts of the various vertran organisations having fife and drum, or bugle corps, might be requested to arrange for. a special .concert of naval music of that nature, such as the various bugle calls, marches, sea chanties, etc, If some one is availhble who can blow the various boatswains pipe calls -3- this could be added to the program: Quartettes could. be secured to sing the chanties. 13, Arrange with' organists of motion picture houses to feature .naval music, such as "Anchors Aweigh" and other marches. 14. It might be arranged with the newspapers to have a superhead over the paper' s 'signature, or a box on the .front page on Navy Dag calling attention to, the fact it is Navy Day. Siash®imers A representative of your Chief of Police called yes- terday to tell me that men of my command have anoyed people by rudeness or other bad conduct on the streets of the town, and to ask that I extend the Military Police to the main streets of the city. I as very sorry to learn that my men have been so grossly ungentlemanly and I am taking steps to prevent further misconduct, and am p]scing Military Police on Ybnterey and Higuern Streets. The Chief sent word also that my Provost Guard on duty in the "out of bounds" area, between Mill Street and. Olive and south of Santa Rosa, bad drawn complaint by challenging or halting a respectable citizen passing through this quarter. My orders to the Provost Guard limit their action to officers or men of this command found in this area, and they are instructed to enter no house and pay no regard to the behavior of any civilians, unless civilians should attempt to interfere with them in the discharge of their duty. Such civilian interference is a misdemeanor by the laws of this State, which further authorize the officer in charge to put such a civilian under detention. By Provost Officer is order d, in such a ease, to arrest the offender and talm him to Police Headquarters mhere. I will, if necessary, appear against him. I am having considerable difficulty in keeping the men of this camp out of bootleg joints and brothels in this locality - but I hope the measure putting the worst part of town out of bounds will meet the main difficulty. Dear Sir I have been informed by one of the Officers of the Police Department of San Luis Obispo , that you refuse to appear in the Police Court . of our City, to answer to a traffic tag issued for the violation of our Overtime Parking Ordinance. In view of the fact that you personally in- formed me that this ordinance should be strictly enforc- ed without regard to standing of the offender, plus the fact that you had previously made an appearance for a first violation, I have extended to you every reasonable courtesy and consideration, believing thit you would respond to the summons placed upon your car by one of the officers. Having failed to make an appearance either per som lly or through counsel, and having infcarmed ole of the officials of the court that you do not intend to make an appearance before this court , I am. forced to decide which of three plans should be adopted. This case can be dismissed and taken off the docket; an order to show cause can be issued; or assuming that the policy of enforcement has been reversed treat every subsequent offender in the same light and postpone consideration of all violations until such time as you render yourself amenable to the jurisdication of the court and its orders.
