The Company reserves the optionto pay, settle or compromise for or in the name of the Insured, any claim insured against or to pay this Policy in full, and payment or tender of payment of the full amount of this Policy together with all costs which the Company is obligated hereunder to pay shall terminate all liability of the Company hereunder. 4. Whenever the Company shall have settled a claim under this Policy,it shall be subrogated to and be entitled to all rights, securities and remedies which the Insured would have had against any person or property in respect to such claim, had this Policy not been issued, and the Insured shall transfer or cause to be transferred to the Company such rights,securities and remedies,and permit it to use the name of the Insured for the recovery, retention or defense thereof. We have made every effort to reasonably' discuss this matter with you and your people and to show you the importance of a uniform sign plan. There is no question in our minds about the importance of your city and neither is there a question in our minds re- garding the value to a certain number of people if San Luis Obispo were placed on signs substituting some other city, but we are likewise convinced that the present signing is advantageous to more people than the suggestion you make . In other words, Paso Robles is a very nice city having ex- cellent accommodations . That is what the motoring people are vitally interested in. As they approach some of the cities from the North, they are naturally interested in their complete mileage to Los Angeles and they are natural- ly interested in mileage to the next preferred stopping place. To a lesser degree - motorists would be just as interested in mileage to Santa Barbara or even Santa Maria, but that as you know - would make it more dif ficult for the motoring public. Do you know that the majority of direction signs used contain only one name and that is either the destination or the first city from where the sign is located. There are many factors which make uniform road signing a very difficult problem and. it might be appropriate to bring out at this time the fact that Sacramento is the State Capitol of California and is the junc- tion of a number of routes and for that reason the people feel that signs should bear the mileage and direction to Sacramento from each road in the State - not for a distance of one hundred_ miles but for any distance. You may think, of course., that this is unreasonable, but you would never be able to convince certain interests in that city and that is true With many com- munities. There are talking points for the advertising of cities no matter where they are located and we want you to believe that we are actually sincere .in attempting to give the motoring public just what they require the most. It is not possible to erect enough information at, any one point to serve all. We can only hope to furnish the briefest information which will not cause .confusion at an intersection and which will serve those who already have sufficient information to be elig ible as a traveler. In your letter of November seventeenth you suggest that the names of Paso 'Robles and San Luis Obispo be alternated. Are you suggesting that all signs between Salinas and Santa Barbara be included in such a plan? Right of way also will have to be acquired and property damage costs. defrayed without undue loss of time since these projects will have to be put under way without delay and completed within a given time. -2- City of San Luis Obispo. . . 100.01 4-1-35 The program of projects will have to be approved by the Government and before we .submit a program for approval we would like to have a statement from your governing body or authority . as to the projects for which you will be able to provide rights . of way and property damage. Any projects for which the City is not able to provide such eosts will have to be eliminated from the program and the money transferred to some other project which is approved by the Government on which these items can be cleared. If the project is on the State highway routing through a city, the city' s share of the 1/4 cent gas tax money may be used to assist in providing for right of way. Regulations concerning application of Federal Emergency funds probably will require , in addition to the above stated restrictions, ' approval of.. projects and a program which will provide expeditious handling and expenditure of funds. Assurance that rights of way can be cleared on a project to permit early construction will add weight and support to sucha project but is not necessarily a guarantee that it will be finally approved by the Government. The complaints have come most often from those persons residing in the tract who are parents of children -of school agei i do be- lieve that it would be a desirable improvement if the City Council could make plans for the building and con- struction of a bridge across Steiner Creek and along what is known as Yontalban Street, or at some other point which might be considered More desirable from the City's viewpoint. I have made a survey and have learned that there are at the present time resident in said tract about 20 children of school age , or very close thereto. At the present time these younsters have found it neces- sary to go north to I:111urray Avenue and then across to Santa Rosa Street in order to go to school, or to go south on Chorro Street then go across on Mull Street to Santa Rosa, and then back up to Peach Street , where the Fremont Grammar School is located. You may be assured that I express the sentiments of all the residents of the Anholm Tract when I say that any work that .you may do toward accomplishing the above ob4ective will be sincerely appreciated. Everybody in the community is looking for ways to increase their share of those dollars, but comparatively few sit down to figure out ways by which more dollars could be poured into the community so as to make more trade possible. The bulk of tourist money enters circulation through expenditures in retail trade, or for housing, food, garage and gas, entertainment or personal services , but within 24 hours it is redistributed to another set of receivers, for wages or supplies, in a hundred different directions . Only a small percentage is kept as net profit by those who first received it. A first hand glimpse of what makes the wheels of industry turn, of the things which create the jobs and the trade which provide our people with livelihoods , and you quickly realize *hat a godsend the tourist business is to all our people in the various communities throughout the Mission Trails area. You see that it is not any one group or class of people that benefits , and you realize that ever?body with a home or a busi- ness, investments or a job in this region is automatically a beneficiary of the tourist business, getting his share of the millions of dollars of new income .brought through systematic advertising and merchandising of our scenery, climate and. other tourist attractions. Gentlemen: Your attention is respectfully called to the necessity of a reserved parking space on Monterey Street for the purpose of parking trucks delivering merchandise to and taking merchandise from the new Montgomery Ward Store. Under present conditions such trucks must double park., in most cases, and the merchandise must then be carried through the small space between automobiles already parked at the curb. The double parking serves to block the Street, while the carrying -of -large pieces -of merchandise between-parked cars is inconvenient and hazardous. A total of about sixteen trucks will stop at our store daily and it is. quite necessary that a reserved parking space be marked at the curb.. The space desired should be fifty-five feet' in length, entirely in .front of our store, and extending in a Norther- ly direction from our Westerly property line; At the present time our merchandise is delivered direct- ly to the store, corning to San Luis Obispo in large trucks. How- ever, we anticipate that we will shortly have a warehouse. and the merchandise will then be delivered to the warehouse, later being taken to the storein smaller trucks. Until such time as our warehouse is completed, we respect- fully request permission for a reserved space for loading and un- loading purposes, as above described.. After such warehouse is in operation, the reserved. space could be decreased to thirty feet. The .Honorable , The City Council. _ for the City of San Luis Obispo Gentlemen: Sometime ago an application was made by Mr.Gregory Rossi for a building permit to erect a building in the 1400 Block of Morro Street.in the City of Sari Luis Obispo. Upon the filing of such application, a fee of X12.00 was paid by the Under- signed. Such application was made through the Office of the City Clerk but when the City Engineer checked the plans'it was found that the proposed building did not comply with certain requirements of the State Hous- ing Acb. The building project was then abandoned. Under the City Building Code it is provided that where the Building Inspector approves the appli- cation for a building permit, the application shall then be presented to the Council for action. InAhis instance, where the application'was not approved, it should never have been presented to the Council. How- ever, the application was presented and the Coube it denied the permit' The provisions of the building code require certain inspections to be made by the Building Inspect- or during the course of construction and it is undoubt- edly to cover the cost of such inspection that a build- ing pe mit.fee is required. Since this building was never constructed, no such inspections were made and I feel that the fee should be returned to me. Gentlemen; In accordance with many requests from your merchants and citizens we are herewith writing to ask a reduction in your City License for our show.- For many years we have made San Luis our khopping headquarters from 4 to 8 weeks each spring as we have been opening in this vicinity, which means several weeks rehearsal before opening date. We consider San Luis and vicinity our winter home. We have been storing our outfit and' opening the Show in Pismo each year and driving to San Luis to do our shopping. For several years our company all lived and rehearsed in your town. On account of the high license we are obliged to show along distance from twwn and while we personally manage very nicely, it is a hardship on our customers and a great many women and children can be seen walking to and from the show, often in the rain as we are usually here in Feby or March. Most all the towns in the Valley that had high licenses have voluntarily reduced them, namely Tulare, Visalia, Porterville, Hanford, Merced, Madera etc. We find too, that when the license is drafted very often the only show in mind is the Carnival or Circus with no thot for our type of entertainment which has no other source of revenue other than the show itself ( no games or gyp) and in many towns the liceses have been amended for our type of show. These licenses ranging from $20 to $35 per week. Our next visit to San Luis Will be some time after the 15th of Feby and we most sincerely hope we may show inside the city limits next year.
