Apriln23, 1939 City Council, City of San Luis. Obispo San Luis Obispo, California Gentlemen: I have a letter from :the office of the City Clerk, City of San Luis Obispo, advising that you have refused my offer of $75.00 for a pump which you have in storage Wit-h the Smith Lachine shop, and that you will not accept less'- than $125.00 for the puMp. I do not doubt that this. ,-pump might be worth more than my offer of $75.00, provided it should rove satisfactory for my -purpose, and I would gladly pay the 1125.00 you ask if given a chance to try the pump to find whether or not it would be suited for the well I intend using it for. F I would like very much to have your consent to take the pump and install it for a few days trial. Should it prove satisfactory, we would keep it, otherwise clean it out and return it . I need a pump very badly and must have one very soon, so I would appreciate your immediate consideration. If you cannot see your way clear to let me try the pump. I will be forced to buy a new one. In such a case, the pump people will give my well a trial and sell me a pump that is guaranteed to suit my needs. However, I do not want to buy , a new pump unless I have to and am hoping that I' might come to terms with you as this particular pump was recommended to me by the man that dug my well. as a pump that might possibly be just right for my well. Excessive speed of autos makes this place especially dangerous to school children. For a nice res- idential section, they are both a nuisance, unsightly,, noisy, and when loaded with livestock, particularly disgusting both as to the noise and odor. You have protected the streets adjacent to the large Burity and Aaron Bay Stores. This has tended to drive their clerks to day long parking in our block. Our space is limited enough already with a large filling station at each end of the block. There is plenty of -residence parking space for these clerks just one block either way from the stores. believe that the steps you have already taken in the City traffic problems have been beneficial towards providing more convience for our shoppers from the outlying districts. %'de thinY, that this step will further aid you towards this end, and will keep from harming one district for the benefit of another. That there is only one right of way which can be used by the undersigned in reaching their respective homes , which right of way is over what is known as "Bianchi Lanen. That during the winter months, . this right of way is from time to time, . depending upon the extent of the rains, made impassable by reason of the fact that there is no bridge over said creek, nor is the bed of said creek so protected against wash outs so as to enable the undersigned to cross the same with any vehicle. That on occasions the creek is not passable for long periods of time, either due to high water onto the condition of the creek bed. That there are approximately twenty-four (24) residents living in this area, which include eight children of school age'. That in cases of emergency and at times when the attendance of a Doctor is required by reason of illness to any of the residents, they have beenunable to secure prompt medical aid due to the fact that transportation over said creek was impossible. The Honorable Idayor and Councilmen, Ci ty. Gentlemen; As announced in a recent issue of The Daily Telegram, there has recently been exec teu a new Sodium Vapor light at the intersection of ivionterey and Santa Rosa streets. A friend and I were admiring and discussing the soft glareless -llumipation given off by this lamp; and its position ou the pole is more a,.-subject for comment than the lamp itself*. pn the power pole from which it hangs there are som0 large cross arms whic4 are twenty feet or more above the street.. These. ane the pole at that point 'are what receive the illumination, chiefl; .; not the street intersection, which is supposed to. It appears that the lamp will have to be mounted over the center -of this very busy intersection and lower down The lishts of the t stations on this corner now provide the chief dmount of light when they are open. Zyhen they are closed it is a rather dark corner. I might cite an illustration to. prove the point in question; If we wished to floodli_,ht the courthoase, we would not mount the lamps by the Ford iarage . The principle is the same in doth cases. Broadway, Los Angeles, California. Gentlemen: Attached hereto is a copy of a numerously signed petition from local residents which was presented to the Council of the City of San Luis Obispo at its meeting, July 22nd, protesting against the shrillness of the blasts of our fire signal. Since this siren was installed, a little more than one year ago, there has been more or less comment and objection on the part of many of the residents of the community to the sharp sudden blasts of this siren. The Council of this City has requested me to ask if you could suggest a method of modificLition of the harsh blasts of this horn without lessening its effectiveness. t"ill you please let us hear from you. ARTZONA ALASKA HAWAIIAN ISLANDS July 31,1940 Mrs. Callie M. John City Clerk City Hall San Luis Obistio, Calif. Dear Mrs. John: We have received your letter and the enclosed copy of a petition to do some— thing about the horn. We realize that the Diaphone does make considerable noise but r,e have found that .in order to have a signal that can be heard by your volunteer firemen at all times that this is necessary. It might be possible to slightly mod— ify the tone of the horn but i do not believe that this would make any difference in the reaction of the people. It would seem to me that due to thefact that you do not have many fires that the use of the horn would not cause much disturbance and confusion. V"e must also keep in mind at this time that due to the National Prepardness and Defense work that is going on that a signal of this type will prove invaluable in case of an emergency. I believe if some one of your city council could address these people stressing the fact that when an alarm is sounded it might be their own home or business that is on fire and in such a case they would want the firemen to respond as soon as possible. If there is anything which we can do to assist you in this matter, please do not hesitate to call upon us. Very truly your JL Sales Engineer OFFICES AND FACTORY NEWTON UPPER FALLS. MASS. Honorable City Council of the City of San Luis Obispo, San Luis Obispo, California, Dear Sir: I am informed that one or more outside -taxi- concerns have made application for a license to do business in the City of San Luis Obispo. I wish to protest. against the granting of any more taxi licenses at this time for the following reasons: Just recently, at considerable expense, I purchased new cars for operation in my taxi business. There are enough taxi cabs in this city now to take care of the business in a satisfactory manner. For more than 20 years I have continuously operated taxi cabs in this city, During the depression years I operated at a loss but continued in business, when to do so meant no profit to me. The community has had the benefit of this service by a responsible local concern, which has steadily paid large sums in taxes. If new concerns are permitted to open at this time none will make a profit and as soon as conditions return to normal, the new outside concerns will probably depart, leaving the permanent local concerns to operate without profit, as in the past. For the above reasons I submit it would be unjust to grant any more licenses at this time. City Council of the City of San Luis Obispo, San Luis Obispoip Calif Gentlemen: I wish to make an objection to the granting of any new taxi-licenses in this city. During the past 12 years I, have continued in business giving service to the public and paid a city license when business at times was extremely quiet. Now that there is a slight increase in business out- side concerns who pay no local taxes are attempting to 'enter into competition with the local taxi-cabs and, no boubt, when business is slack again they will depart leaving the permanent local business concerns to hold the sack. It is only f4ir that licenses of this type should be limited and protection given to permanent places of business. The State Rail-Road Commission protects other common carriers against this type of competition and it is only fair that the City Council do likewise for the taxi-cab owners now in business. We have just recently purchased new automobiles for our business and the service at present is meeting the present need in a satisfactory manner. No new licenses should be granted for the abovd mentioned reasons. Yours truly, MT- S ON;TAXI SERVICE, by ► J"J Owner, ,„ GAP. kx San Luis Obispo, California To the Hon.
