City Hall, Tuesday,-3.s30 7Aug.23rd. 1915.
Adjourned meeting of City Council called to order by Mayor
Stover. Roll Call: Present, Dick Sanders, H.A.Gowman, L.F.Sinsheimer,
Geo,H.Andrews, Mayor Stover, Absent, None.
Discussion in re- Liquor Ordinance by members of the Council. Mov-
ed by Commissioner Gowman �o lay matter -over`until Wednesday, and to take
up the ordinance section by section. No second.
Moved by Commissioner Sanders and seconded by Commissioner And-
revs that the ordinance be passed with amendments as presented, motion
withdrawn with consent of mover and second, no objection matter:-to lay
over until tomorrow night*
Communication from the Railroad Commission of the State of Cali-
fornia, inre- final hearin#f Santa Maria Gas and Power Company to ex=
�~ ercise privilege under franchise.
Application for cigar .license received from,Rowan & Daily, 966
Monterey street.
Application for side walk permits received from'the following;
John Norton, 50ft. north side Palm, between.0sos and Santa Rosa Sts,
F.J.Barcellos,200ft, corner Palm -and Sants Rosa streets.,
C.C.Halderman, 45 ft. south side Santa -:osa,between Mill and Palm Sts.
Moved by Commissioner Sinsheimer and seconded by Commissioner
Andrews that the application for sidewalk permits be granted. Car=
ried. Moved by Commissioner Sanders and seconded by Commissioner
Aindrews to lay over application f-r cigar license for proper invest-
igation. Carried.
City Clerk John reported that minute Book of 1892 -1901 missing,
moved by Commissioner Sinsheimer and seconded by Oommissioner Sanders
that Commissioner of Public Health and Safety and the City sleuths
look up the matter. Carried.
Mayor Stover requested Mr Hilebrand-to address the Council in
re- apparatus for suppression of soot for parties who use petroleum
soot
as fuel. Mr Hildebrand stated that an apparatus to stop theAnuisance
could be furnished-from t 50.00 to $ 5696.001, that such -.:::is used in
Cities where petroleum v:is greatly used. Mr Hildebrand stated that
on Wednesday night he would enlighten the Council further as to the
cost of the elimination of the soot nuisance.
Mr Lewim presents map of the Goldtree possession of 77:450 acres
of land; that had been assessed:since 1964 , as containing 91 acres,
Mr Lewin asked for rebate of taxes, the Council requests Mr. Lewin
to prepare proper data.
Minutes of Board of Equalization for 1915 -1916 read, no object=
ion minutes approved as read.
Mayor Stover stated that he and Commissioner Andrews visited
Murray Ave. in re the advisibility of opening same. The Mayor stat-
ed that he considered it out of the question to open Murray Ave, but
that Kentucky Ave. could be considered,_....

Mr Andrews stated that he had called upon Mrs Hathaway, that the �...

lady had no objection of either Murray Ave or Kentucky Ave. being open ed
but that she would think the matter over, that she wished a spring of
water at the Murray Ave opening to be considered. Mr Andrews stated
that he considered Kentucky Ave most convenient and to open same
would be-less expense to the,City.
Commissioner Sanders stated that he was adverse to the opening,
thought it best to leave the matter alone. Commissioner Sinsheimer
was under the impression that Uhatay Ave could be opened. Commission-
er Gowman had not viewed the situation. Mayor Stover stated that to
open Murray Ave would detail great expense and trouble, that Kentucky
Ave could be opened at a less expense and trouble avoided.
City Atty. Gibbons stated that the S.P.R.R. Co were adverse to
the opening of Murray Ave. and had twice refused the request.
Moved by Commissioner Gowman and seconded by Commissioner San-
ders to first take up the matter of opening Kentucky Ave. with Mrs.
Hathaway and then with the S.P.R.R. Co.,
Commissioner Sanders requests City Clerk to read Sec. No.4.
of Ordinance No.6, ( New series). The request was complied with.
Moved by Commissioner Sinsheimer and seconded by Commission-
er.Andrews, that the communication from R.R. Commissio #,::of the
State of California be placed on file. Carried.
Moved by Commissioner Andrews and seconded by Commissioner
Gowman to adjourn until tomorrow, 7:30. Roll Call: Dick::3anders;
