A. Gowman, John Chapek and Mayor Stover Absent, Commissioner L. F. Sinsheimer, who. came in shortly after roll call. Communications follow: From Urs. Hary E. Chandler in re sidewalk and curbing fronting•her property in Monterey St, City Clerk directed to make necessary reply to same. • From Santa Ana Chember of Commerce expressing appreciation to the citizens d� of the City of San Luis Obispo for the courteous treatment accorded the men of Company L, 7th Infantry. On motion of H. A. Gowman, seconded by Howard B.. Kirtland the above communication was referred to the Mayor for reply- he in turn referring it to the City Clerk for appropriate response. �4�&;. From Carlisle and Company relative to old claims against the City in the OL'06d4,.,.a sum of $91.50. This matter was feferred to Commissioner s ner Kirtland for investi- gation. From R. M. Bradbury asking permission to erect and maintain a small garage for his private use in the rear of his property on Morro St. Cost of same to be ,75.00. On motion of H. A. Gowman seconded by H. B. Kirtland the same was granted. The following applications were received for permit to build: E. Id. Payne, Part Lot 16,17•,18, Block 10 Central Addn. Garage, wood contt. 075.00 C..0. Dyer Lot 7 Block 134 Garage, wood coast. costa 65.00 Application of N. T. Reid for :permit to construct a cement court 45 x 45 on Lot 7 Blk 105; also from Leonard Thurlow for 50 ft. of cement curbing on the north side of Church St. between Chorro and Morro St. Lot 11 Blk 115. The same was granted on motion of John Chapek seconded by H. A. Gowman. Application of Santa Maria Gas and Power Co. for permit to open ditch across part of street to run gas service on Mill Sto at corner of Ida St. On motion of H. A. Gowman seconded by H. B. Kirtland the same was granted. / The following applications were feceived from the Kidland Counties Public Service Corporation; Eva M. Wells Lot 9 Block 177 Garage, wood contt. cost 25.00 Mrs. F. L. Butts,.Lot 8 Blk 87, Remodle residence, cost 600.00 and Morro St., Santa Maria Gas & Power Co. Lot 7 &8 Blk A Maymont Addis. Gas Holder, 60 ft';. under Highway without opening same, in circumference of steel construction on concrete foundation. To be used for gas storage. Cost 25,000.00 French St., out French St. on south On motion of H. B. Kirtland seconded by John Chapek, the above applications were granted. Application of N. T. Reid for :permit to construct a cement court 45 x 45 on Lot 7 Blk 105; also from Leonard Thurlow for 50 ft. of cement curbing on the north side of Church St. between Chorro and Morro St. Lot 11 Blk 115. The same was granted on motion of John Chapek seconded by H. A. Gowman. Kirtland the same was granted. / The following applications were feceived from the Kidland Counties Public Service Corporation; To open trench to run new gas service from main on Palm at. between Chorro and Morro St, to open trench and replace old service on Palm St. between Chorro and Morro St., to open trench and lay service from main In Palm St. between Chorro and Morro St., also to open trench on east side of Higuera St, from main to the Highway, drive under Highway without opening same, trench from Highway across Higuera St. to French St., out French St. on south side to city limits for the purpose of installing new service. r 334". The application of Domingos Rozo for Taxicab license was referred to Commission - erGowman for investigation on motion of H. B. Kirtland, seconded by John Chapek. , The petition of J. D. Clark for a transfer of his Taxicab license to R. A. Keeney, which was referred at a previous meeting for investigation was granted on motion of H. A. Gowman seconded by John Chapek. The petition of Blaz Bosnjak for a transfer of his lodging house license to Domingos Rozo, the same having been referred at a previous meeting for in- vestigation, was ordered granted on motion of H. A. Gowman seconded by H. Be It was moved by Howard B. Kirtland and seconded by H. A. Gowman that the license of Ray Hearne for transfer wagon be cancelled. Motion prevailed. The bond of the City Clerk was submitted but left over for the approval of the City Attorney. The matter of the appointment of Library Trustees was brought up. No action taken. Matter left over to the next meeting. The naming of City appointees was the next order of business. The application of W. �7. Smithers for City Treasurer was read. Mr. Smithers was nominated for the office of City Treasurer by Howard Be Kirtland seconded by L. F. Sinsheimer and was unanimously elected to that office. For City Attorney, Chas, P. Kaetzel was nominated by L. F. Sinsheimer. Roll Call: Ayes, H. Be Kirtland., L. F. Sinsheimer, John Chapek, W. I+d. Stover. Noes, None. H. A. Gowman declined to vote. Absent, None For City Collector, Agnes Me Lee was placed in nomination by John-Chapek. It was moved by L. F. Sinsheimer and seconded by H. Be Kirtland that the nominations be closed. Roll Call: Ayes, H. Be Kirtland, H. A. Gowman, L. F.. Sinsheimer, John Chapek, W. M. Stover Noes, None. Absent, None, For City Engineer and Street Superintendent, Warren D. Burch was nominatbd by L. F. Sinsheimer, seconded by John Chapek. It was moved by H. B. Kirtland and seconded by L. F. Sinsheimer that the nominations be closed. Roll Call: Ayes,- H. B. Kirtland, H. A. Gowman, L. F. The appointment being lost and Mr. Sinsheimer having no other candidate to suggest, the matter was left over until the next meeting. For the Police Department, Commissioner Gowman recommended the retaining of Officer N. J: Brewer, Officer & Pound Master Chas. Bowden and Special Officer W. L. Payton in their respective places. It was so ordered For Judge of the Police Court, Thos. Rhodes was nominated by H. Be Kirtland seconded by John Chapek. Roll Call: "yes, H. Be Kirtland, H. A. Gowman, John Chapek, We M. Stover, Noes, L. P. Sinsheimer Absent , None. �o Judge T. A. Norton was present and read a telegram relative to the Red Gross Conference to be held in the City.of.Los Angeles on the 31st day of d; q May. Judge Norton requested Mayor Stover to represent the Council at the said conference but as the Mayor would be unable to attend he suggested that Dr. Kirtland -go in his stead.' Commissioner Sinsheimer suggested that Section 21 of the Liquor Ordinance No.48 N.S. be amended to include as well as minors under the age of 21 years, all soldiers in uniform; it was also suggested that Polytechnic Students in 1 uniform and members of the Police Force be included. It was moved by L. V. Sinsheimer and seconded by Howard B. Kirtland that the City Attorney prepare amendment to Ordinance No. 48 (New Series) along the line su ggested. The motion carried. Mr. Sinsheimer to take the :natter up with the City Attorney. J1.� fir^ For Jailor, Janitor and Fireman, Geo. L. Kilbern was nominated by H. A. Gowman seconded by H. Be Kirtland; and unanimously elected to the respective positions. Commissioner Gowman recommended that Mr. Kilbern's salary be raised K in the sum of $10.00 to be paid out of the fire Department Fund. The recb=endation met with the approval of the Council and was so ordered. It was moved by H. A. Gowman and seconded by L. r'. Sinsheimer that r� L. Payton be retained as Engineer of the Fire Depart-m'e'nt. Motion carried. Commissioner Chapek reported thet he had purchased a lawn mower for the Civic Club to be used at E1 Triangulo Park, at a cost of 45.00 It was moved by L. Y. Sinsheimer and seconded by H.
