Council met in regular session with Zayor Stover. presiding.
ROLL CALL: Present, Commissioner H. B. Kirtland,.H. A. Gowman, T'. F. Sinsheimer,
John Chapek & Mayor Stover.

The minutes of May 21st and 28th were read and approved as read.
Communication received from Railroad Commission relative to. increase in freight
rates. Same ordered filed.
From Templeton Board of Trade relative to protest filed . with the State Water
Commission in re the City of San Luis Obispo appropriating waters of the Salinas
River. Matter referred to the City Attorney.
Relative to the claim of C. L. Curtis, in the sum of $24.83 for injuries re-
-= /1---^ --4 ceived by being thrown from a wagon on South Broad St., the City Attorney submitted
his opinion that the City of San Luis Obispo was not legally liable for the injuries
sustained by Er. Curtis. The opinion was ordered filed.
It was moved by L. F. Sinsheimer and seconded by H. B. Kirtland that the claim
1' of C. L. Curtis be rejected on advice of the City Attorney.
The report of the City Collector for the month of May received. On motion
of L. F. Sinsheimer seconded by H. B. Kirtland the same was received and ordered
filed.
The report of Police Judge for the month.of April received. On motion of H. A.
Gowman seconded by L. F. Sinsheimer the same was received and pla.c.ed on file.

Application received from l'.. T. Reid for permission to lay 165 feet of cement
gutter on the north side of Pacific St..between Morro and Osos St. in fromt of Lot
12 & 7 Block 105; Also 50 ft. of curbing in front of Lot 7 Block 105.
On motion of H. B. Kirtland seconded by L. F. Sinsheimer, the application
was granted.
An application was received from C. W. Barnes for permit to open street
for the purpose of making sewer connection in Santa Rosa 5t. between Pacific and
Pismo Sts::. On motion of H...B. Xirtland seconded by L. F. Sinsheimer the application
was granted. It was suggested by Tyr. Sinsheimer that the Street Superintendent
inspect . the work when completed and if same was not properly done to put same in.
proper condition and charge to the property owner.
The application of Domingos Rozo for a Taxicab license which was referred at.
a previous meeting.for.investigation was granted upon motion of H. A. Gowman second-

On motion of H. B. Kirtland seconded by John Chapek the amount donated by

The bills for the month.of May were read.. On motion of H. B. Kirtland.

It was moved by Howard B..Kirtland and seconded by L. F. Sinsheimer that
$8,000.00 be transferred from the High School Fund to the Common School Fund.
The motion carried.
�..6. Dr. Kirtland reported that he had found no definite date in re the bills
of A. Carlisle & Co. City Clerk directed to take the matter up further with
said company.
Commissioner Chapek reported that C.. 0. Dyer was constructing a house
without having first obtained a building permit. It was moved by L. F.
Sinsheimer and seconded by H; B. Kirtland that the matter by referred. to the
Commissioner of Public Health and Safety in as.much as it is a violation of the
City Ordinance.
It was suggested that the City.Attorney prepare the necessary papers for
calling a Bond Election for acquiring the "City Farm ", also plans and specifi-
cations for advertising for bids for the $10,000.00 Sewer Extension.
Ordinance No. 63 (New Series):amending Section 21 of Ordinance No. 39 (New
Series) was read by the City Attorney. It was moved by H. A.. Gorman and second-
ed by L. F. Sinsheimer that the Ordinance be passed to print. ROLL CALL:

!�b &-( It was suggested by Commissioner Sinsheimer that the wages of the day
'O laborers employed by the City of San Luis Obispo be increased from $2.50 to
X2.75 per day.
It was moved by L. F. Sinsheimer and seconded by H. A. Gorman that
commencing June 1st, 1917 the wages of the day laborers be $2.75 per day. The
motion prevailed.
It was ;roved by L. F. Sinsheimer and seconded by H. A. Gov.,man that the
Official Bonds of the City: Clerk, City Treasurer, Capt. of Police, City
Attorney, and Pound Master be approved. The motion carried.
It was suggested that the Commissioner of Finance and Revenue prepare a
form for the report of.receipts and disbursements at the end of each quarter.
On motion. of L. F. Sinsheimer seconded by John Chapek the matter of the
appointment of Library Trustees was left over to the next meeting.
