City Hall, Monday, October 31st 1921 - 7:30 P. 1.
City Council met in adjourned seeaion.- Mayor L.F. Sinsheimer presiding.
Present: W.B. Martin , Geo. W. Kilbern , James Piper , L.F. Sinsheimer.
Absent : H.A. Gowman.
The following applications for permit to build were granted on motion of Geo. W. Kilbern
seconded by James Piper:
E.F. Warnken - Garage Block 9 Central Addn Cost 300.00
H.N. Lindsey - Residence Block 2 Central Addn " 33000.00
Perry V. Binns - Garage Block S Buena Vista Addn " 75.00
C\ Violet J. Naylor - Residence Block 2 Mc Brides Tract " 3,9400.00
�J R.F. Richardson - garage Block 100 " 525.00
R.C. Hoyt - Residence Block 9 Central Addn " 3,500:00
Virginia Murphy - Garage Block 67 " .150.00

The application of W.D. Dunning was ordered held until the Contractor, J. Jebson
take a license for contracting.
On motion of Geo.W. Kilbern seconded by W.B. Martin the following applications for
permit to connect with the City Sewer were granted:
James G. Brooks - Garden St. between Church and Upham Street.
Lena Hansen - Buchon Street between Santa Rosa and Toro Street
A.T. Feeler - Pacific Street between Sabta Rosa and Osoe Street
Joseph Berkemeyer - Marsh Street between Essex and Johnson Ave.
Henry D. Soper. - Chorro Street netween Broad and Upham Street
J.J. Bahlman - Garden Street between tarsh and Pacifif Street
Christian Church - Marsh Stteet between Chorro and Moro Street
Hedwig L. Smith - -0hurch Street between Osos Steeet and Santa Rosa Street
H.N. Lindsey - Higuera Street between Johnson Ave. and Essex Street
Eliza Hampton - Ida Street between Palm and Monterey Street.
The application of A.E. Dart for permit to place 50 feet of retaining wall on the
q east side of Broad Street between Leff and Church Street , granted on motion of Gebe W.Kilbern
seconded by JamesPiper.
On7 motion of James Piper seconded by W.B. Martin , J.L.Anderson was granted permit
to place 60 feet of retaining wall in Creek between Court and Moro Steeet ,subject to the

approval of the City Engineer,of the plans and specifications for said work.
On motion of James Piper seconded by Geo. Wi Kilbern the following applications for
permit to lay sidewalk and curbing were granted :
Chris Steiner - 140 ft. 5 ft park sidewalk Toro St. Bet. Pismo and Buchon St.
Isaac P. Lebo - 113 ft. full width sidewalk & Curbing on Pacific Street
between Osos Street and Moro Street.
E,-;W4 Carson a 115 ft. full width sidewalk & curbing on Pismo Street
between Osos and Moro Street. _
The application of the Standard Vulcanizing Company for permit for an Electric Sign
at 742 Higuera Street granted on motion of Geo. W. Kilbern seconded by W.B. Martin.
It was moved by James Piper and seconded by W.B. Martin that the claim of
Mark -Lally Co , less 2% discount, for the first shipment of pipe in accordance with recent
bid , be paid. The motion carried.
The application of the Mid. Co.-Pub. Serv. Vorp'n # 23 , for permit to set poles
in Alley in La Vina Block again referred.
It was moved by James Piper and seconded by Geo. W. Kilbern that the offer of
John B. Isola of a certain parcel of land situate near the Southern Pacific Well on Essex St ,
be accepted. The motion carried.
It was moved by W.B. Martin seconded by Geo. W. Kilbern and carried , that the
City Engineer be instructed to inspect and examine the paving recently done on Broad Street
r: [and report to the Council whether such
paving is properly done and whether in his opinion
the contractors bill for the work is a proper charge fog the
�s P p g property owners to pay.
In Re. Dana Street Retaining Wall : It was moved by Geo.W. Kilbern and
f seconded by W.B. Martin that plans be drawn for a partial wall, to be properly reinforced
in such manner that same can be extended in height. The motion carried.
