Quintana building corner Monterey and Chorro Street , granted on motion of James Piper seconded by Geo. W.' Kilbern. On motion of James Piper seconded by Geo..W. Kilbern the report of the Police Judge for the month of December was received and ordered filed. The application of Antonie D. Motto.for license.for Taxicab was granted on motion of Geo. W. Kilbern seconded by James Piper. The following applications for permit to connect with the City Sewer were granted on motion of Geo. W. Kilbern seconded by James Piper: C.L. Wilder -- Sycamore Street between Santa Rosa and Toro Street. Mrs. E.L.Kellogg -- Higuera Street between Essex and Johnson Street. It was moved by James Piper and seconded by Geo. W. Kilbern that the anrlicat- ion of H. Van Matre for-Sewer connection on Nipomo Street between Islay and Leff Street be granted subject to the approval of the Commissioner of Public Works. The application of R.J. Bettencourt for license for Garage at 1175 Monterey Street was granted on motion of James Piper seconded by Geo. W. Kilbern. John Dodd appeared in re condition of Left Street between Niromo and Broad St. Matter referred to the Commissioner of Public Works. Mrs. H.P. Naylor appeared before the Council relative to the improvement of Upham,Ruth and George Street; also, Mrs.Martin King who requested the Council to take some action in regard to the opening of Ruth Street.. City Council met'.in regular session. - ?vlayor L.F. Sinsheimer presiding. Present W.B. Martin , H.A. Gowman , Geo. W. Kilbern., James Piper L.F. Sinsheimer. Absent None. The minutes of January 3d. and 9th.were read and approved as read on motion of James Piper seconded by W.B..Martin. ' E.P. Rogers appeared in re cancellation of Tax Sale on property assessed in the name of C.T. Dana for the year 1979 -1990] Citing certain minute order of the Council, dated May 13th.1911, recorded in Book E of Minutes at page 169-- which order provides , that upon proper application therefor, and the payment of $.5.00, that any delinquencies 1 against property in the City of San Luis Obispo for the said year would be cancelled. It was moved by W.B. Martin and seconded by H.A. Gowman that the retition be-granted and' that the City Clerk be directed to cancel the said Tax Sale in accordance therewith. i.r. Rogers also requested the cancellation of a Tax Sale on certain property assessed to Phillip Biddel--for the year 1990 -1991, claiming that the said property was improperly assessed and that the said Tax Sale was therefore void. It was moved by James Piper and seconded by Geo. W. Kilbern that the Clerk be authorized to cancel the said Tax Sale upon the filing of an opinion by the City Attorney. 7 1 1 1 1 • P3 Mrs. Martin King appeared before the Council and requested that the City Sewer be extended along Ruth Street between George and Ella Street for a distance of about 120 feet. It was moved by James Piper and seconded by W.B. Martin that the application be granted. The motion carried. Relative to the opening, of Ruth Streit .; it was moved by H.A. Gowman and seconded by James Piper that the City Clerk be and is directed to address a communication to the Southern Pacific Company to ascertain whether.'-or not-the Company would be in favor of such action. Alfred Williamson appeared and requested the Council to extend the water main on Ella Street. On motion of H.A. Gowman seconded by James Piper the matter was referred to the Commissioner of Public Words with power to act. The matter of the improvement of Upham,Gecrge and Ruth Street was left to Commissioner Geo. W. Kilbern for estimates as to the cost of same. The following applications for permit to build were granted on motion of Geo. W. Kilbern seconded by W.B. Martin , subject to the contractors taking a license: Mrs.Emma Brumley - Repairs to Residence Block 201 Cost $ 200.00 Myra W Woods -- Screen Porch " 119 ° 200.00 James C. Gillis -- Residence Block 6 Southside Addn " 1600.00 J.R. Robbins -- Barber Shop & Store Block 196 " 600.00 Rosa Giovanotti -- Residence Block 33 " 4500.00 Henry Fanke -- Residence Block 2 Mc Brides Tract ° 2500.00 On motion of Geo. W. Kilbern seconded by W.B. .Martin , John Treacy and Edith M. Woods were granted permission to connect with the City Sewer on Islay Street between Broad and Garden Street and on Essex Street between Pismo and Buchon Street respectively. The following applications for sidewalk and retaining curb were granted on motion of H.A. Cowman seconded by Geo. '�Y. Kilbern: W.H. Martin- 35 ft. Retaining Curb Pismo St. between Beach and Carmel Street. William Jones -. 6 ft. park sidewalk - 49 ft.on Islay St and 75 ft. on Santa Rosa St. The application of A.P. Driscoll for license for Restaurant was referred to the Commissioner of Public Health and Safety for report on motion of W.B. Martin seconded by James .Piper. On motion of James Piper seconded by Geo. W.Kilbern the petition of C.J. We for permit.to place a Metal sign over sidewalk at 742 Marsh Street was referred to the. Commissioner of Public Health and Safety for report. The following applications 6f41he Santa Maria Gas Company for permit to open trenches in Streets at the following named locations for the purpose of installing gas service pipes , were granted on motion of Geo. W. Kilbern seconded by W.B. Martin: On Pacific Street between Essex and Johnson Street. " Higuera Street between Essex and Johnson Street. " Islay Street bet:veen Santa Rosa and Toro Street. " Buchon Street between Beach and Carmel Street. " Upham Street between Morro and Chorro St. and on Islay Street - between Garden and Broad Street. The applications of the Midland Counties Public Service Corporation # 36 and 37 for permit to set poles and anchors onPacific Street between Essex and Jo Street and on Essex Street between Higuera Street and Marsh Street respectively, were referred to the Commissioner of Public Works for report on motion of James Piper seconded by H.A. Gowman. Application # 29 of the same Corporation for work on Buchon and Pismo Street between Essex St and the Southern Pacific Track was granted on motion of Geo. W. Kilbern seconded by James Piper. On motion of James Piper seconded by Geo. W. Kilbern.the matter of the transfer of certain School Funds as per request of the City Board of Education, was referred to the City Attorney for legal opinion.
