City Council met in adjourned and special session - Mayor L.F. Sinsheimer
presiding.
Present : W.B. martin, Geo.W.Kilbern, James Piper , L.F. Sinsheimer.
Absent : H. A. Gowman.
The minutes of June 19th., 22nd.,26th.,27th.and,July 3rd were read and
approved as corrected on motion of James Piper seconded by Geo. W. Kilbern.
The following applications for permit .to.build were granted on motion of
James Piper seconded by Geo. 7. Kilbern :
Ewel Cox - Garage lot 4 Block 5 Weills Addn
W.A. Turner - Garage Lots 24 & 25-Block 1 Central Addn

On motion of James Piper seconded by Geo. W. Kilbern the petition of.
J.H. Logan for permit to remove a building from Block 30-to Lot 3 Block 1 Central Addn
was granted.
The following applications for permit to lay sidewalk and curbing were
granted on notion of James Piper deconded by Geo. W. Kilbern:
Walter Barnes - 50 ft full width Sidewalk and curbing on the West side Santa Rosa Street.
between Marsh and Pismo Street.
E.C. Childers - 125 ft. 5 ft. park sidevalk and curbing on the West side Pacific Street
between Santa Rosa and Toro Street.
E.F. Wichtendahl - 54 ft. 5 ft. park sidewalk and curbing on the North side Islay Street
between Santa Rosa and Toro Street.
Richard Bavenza - 75 ft. 5 ft. park sidewalk and curbing on the North side Islay Street
between Toro and Santa Rosa Street.
uhas. Eastman was granted permit for Sewer connection on Palm Street
between Essex and Johnson Street on motion of W.B.1fartin seconded by James Piper.
The application of M.J. Brassill for license for Soft Drinks at 956 Monterey
Street was referred to the Commissioner of Public Health and Safety for report on motion
of James Piper seconded by Geo. W. Kilbern.
Petition of property owners objecting to the unsightly.and alleged unsanita
condition of certain premises at the junction of Broad and High Streets was referred to the
Commissioner of Public Health and Safety on motion of W.B. Martin seconded by James Piper.
Petitions were received from property owners requesting that Street work be
done on the following named streets :
Sandercock Street between Ward and Story Street
Story Street between Sandercock and High Street
Ward Street between Sandercock and Branch Street
Branch Street between Story and Ward Street and
Sandercock Street between Story and Broad Street.
On motion of James Piper seconded by Geo. W. Kilbern the petitions were ordered filed.
The report of the City Collector for the month of June was received and
ordered filed on motion of James Piper seconded by Geo. R. Kilbern.
On motion of Geo. W. Kilbern seconded by W.B. Martin the matter of the
cancellation of the license issued to Geo. E. Day for Taxicab ( License•# 20106 ) was
referred to the Commissioner of Public Health and Safety for investigation and report.
On motion of James Piper seconded by Geo. W. Kilbern the petition of
J.M. Schulze for transfer of contractors license to J.M. Schulze and Everett Weant - --
That of L.H. Bowies for transfer of contractors license to Bowles and Boyles, was granted.
The matter of the application of the American Legion for permit to hold al
" Legion Frolic " July 17th to 21st. was left over for report by the Commissioner of
Public Health and Safety.
This being the date set for receiving bids on the sale of $ 69,5OO
Improvement Bond Issue the Council proceeded to open all bids received, namely:
Security Trust and Savings Bank Los Angeles, California.
Par and accrued interest - Premium $ 288.00
Wm R. Staats Cc , Los Angeles, California.
Par and accrued interest - Premium $ 1,132.00
Cyrus Peirce & Co
Bank of Italy- Bond Dept., San Francisco, California.
Par and accrued interest - Premium $ 1,038.00
Commercial Bank, San Luis Obispo, California.
Par and accrued interest - Premium . $ 11919.25
It was moved by W.B. Martin and seconded by James Piper that the highest
bid; namely-, the bid of the Commercial Bank of San Luis Obispo., of par , accrued interest
and.a premium of $ 1819.25 be accepted. The motion carried by the following vote:
Ayes :.W.B. Martin, Geo. W. Kilbern , James Piper , L.F. Sinsheimer.
Noes a, None.
Absent : H.A. Gasman.
On motion of W.B. Martin seconded by Geo. W. Kilbern it was ordered that
thsp certified checks accompanying the bids of the unsuccessful bidders hereinabove named
be returned.
Resolution No". 140 ( New Series ) , A Resolution adopting Specifications
No. 11 for the construction of concrete culverts was introduced and adopted on motion of
W.B. Martin seconded by James Piper by the following vote :
Ayes : W.B. Martin, Geo. W. Kilbern, James Piper , L.F. Sinsheimer.
Noes : None.
Absent : H.A. Gowman.
On motion of James Piper seconded by W.B. Martin the City Clerk was
directed to advertise for bids for the construction of concrete culverts in accordance with
Specifications No. 11. Bids to be received up to Monday, July 31st. 1922 at 7:30
o'clock P.M. of said day , then to be publicly opened.and read.
Ayes : W.B. Martin, Geo. W. Kilbern, James Piper , L.F. Sinsheimer.
Noes : None.
Absent H.A. Gowman.
Resolution No. 141 ( New Series ) , A Resolution adopting Specifications
No. 12 for the construction of Sanitary Sewers was introduced and adopted on motion of
W.B. Martin seconded by James Piper by the following vote
Ayes : W.B. Yartim,Geo. W. Kilbern, James Piper , L.F.:Sindheimer.
Noes : None.
