City Hall, Monday, October 2d 1922 - 7:30 P.M. City Council met in regular session - Mayor L.F. Sinsheimer presiding. Present : W.B. Martin , H.A. cowman , Geo. W. Kilbern , James Piper,':L.F. Sinsheimer. Absent : None. The minutes of September 16th and 25th were read and approved as read on ¢otion of James Piper seconded by W.B. Martin. The following applications for permit to build were granted on motion of Geo. W. Kilbern seconded by James Piper : David A. D.eleissigues for permit to lay 25 ft full width sidewalk on the north side of Dana Street between Nipomo Street and S.tenner Creek was granted on motion of James Piper, seconded by Geo. W. Kilbern. Martin the Santa Maria Gas Company were permitted to open trenches at the following.named-locations , to wit : Islay Street between Broad and Nipomo Street Archer Street between Higuera and Pismo Street. Essex Street between Pismo and Buchon Street. Buchon Street between Beach and Carmel Street. Marsh Street between Nipomo and Broad Street, Marsh Street between Nipomo and Beach Street. The application of Paul S. Roberts -for permit to construct 125 ft reinforce concrete culvert across property in Block 23 ,.was granted on motion of Geo. W. Kilbern seconded by W.B/ Martin subject to the appVOval by the City Engineer of the plans, specifi tions etc. The application of the Pacific Tel. & Tel Company for permit to replace broken pole on Grand Avenue between Murray Ave and Mill Street was granted on motion of W.B. Martin seconded by Geo. W. Kilbern. The report of the City Treasurer for the month of August and that of the City Collector for the month of September were received and ordered filed on motion of James Piper seconded by Geo. W. Kilbern. The application of Louisa Matenzio for license to conduct a Tamale Parlor at 669 Chorro Street was referred to the Commissioner of Public Health and Safety for report on motion of James Piper seconded by Geo. W. Kilbern. Mrs Alpha Barcellos appeared before the Council and objected to the maintenance of a Poultry yargt on property in the rear of her store. The matter was J referred to the City Attorney for report as to the powers of the Council relative to the keeping of poultry within the City Limits. On motion or James Piper seconded by Geo. W. Kilbern the application of the American Legion for permit to hold a " Legion Fair:." was referred to the Commissioner of Public Health and Safety for report. Assurance was given a Committee , that temporary work would be done before reinter , to put.Streets and sidewalks in the vacinity of the Hawthorne School , in a passable condition for children attending the School. The request of the Seagrave Company of Los Angeles, for withdrawal of bid on Fire Apparatus was granted on motion of H.A. Gorman seconded by Geo. W.Kilbern. The certified check accompanying the said bid was ordered returned. Applications for the regular quarterly licenses were ordered granted on motion of H.A. Gowman seconded by Geo. W. Kilbern. The applications of H.R. Bettencourt for license for Soft Drinks and Cigars Sideline at 1026 Morro Street and that of Mrs. T.A. Smith for license for lodging house at Cor. Broad and Marsh ;:Street ( M.E. Banks Bldg ) were granted on motion of H.A. Gowman seconded by James Piper. On motion of Geo. W. Kilbern seconded by James Piper , J.F. Traver was granted permit to erect a garage on lot 4 Block 2 Mc Brides Tract. On motion of H.A. Gowman seconded by W.B.Martin the application of Billie Oliver for license for lodging house at Cor. Higuera and Morro Street was denied. Application of Midland Counties Public Service Corporation No 51 for permit for replacing poles on George Street between Osos and Ruth Street was granted on motion of Geo. W. Kilbern seconded by W.B. Martin. Claims against the City for the month of September were ordered paid on motion of H.A. Gowman seconded by JamesPiper subject to the approval of the heads of the respective departments. On:motion of W.B. Martin seconded by James Piper the matter of closing Morro Street to traffic during the construction of the Anderson Hotel building was referred to the Commissioner of Public Health and Safety with power to act. 73
