City Hall, Monday, February 20th 1928 - 7 :30 P,M.
City Council met in regular session - Vice President of the Council Chas Forbes
presiding.
Present : Chas Forbes, L.J.Befosset, H.E.Cox, John Chapek.

Absent : Mayor L.F.Sinsheimer.
The minutes of February 6th and 14th were read and approved as read on motion of
L.J.Defosset seconded by H.E.Cox.
The following applications for permit to build were granted on motion of H.E.Cox
seconded by L.J.Defosset with the provision that Contractors named therein take a license
for contracting :

The application of Geo.W.Zilbern for permit to build a service station on a part
of lot 1 Block 125 Murray and Church Addition (':)corner Broad and High Streets) at a Cost of
300.00 was referred to the Commissioner of Public Works for investigation and report to the
Connoil on motion of John Chapek seconded by L.J.Defosset.
Applications were received from Geo W,.- Skiles for permit to lay sidewalk and curb-
ing on High Street between Harris and Price Street and on Price Street between High Street
and Sandereoek Street ; From E.C.Van Veehten for sidewalk and curbing on Olive Street between
Santa Rosa and Toro Street , and from the Santa Maria Gas Company for sidewalk and curbing on
Banta Barbara Avenue between Fletcher and South Street. After discussion relative to
grades for the above named locations, it was moved by H.E.Cox and seconded by John Chapek that
the City Engineer make a survey and prepare data in re establishing grades on Price Street,
High Street and Olive Street, and for the re establishment of a grade 6n Santa Barbara Avenue.
That the applications be held over until such time as grades are established. The motion
carried.
The following applications for permit to connect with the City Sewer were granted
on motion of H.E.Cox by L.J.Defosset

Mrs, Ferol Rhyne - Pismo Street between Essex Street and R.R.Rtw
E.F,Wichtendahl - Lincoln Avenue between. N. Broad Street and Chorro Street.

John J. Lewelling - i:iontalban Street between Santa Rosa and Toro Street.
The application of the Santa Maria Gas Company for permit to drive a 3" gas pipe
line under pavement on Higuera Street between French Street and the City Limits was referred to
the Commissioner of Public Works with power to act on motion of John Chapek seconded by
L.J.Defosset.

The application of the B.& H. Restaurant( Burbank & Hazard ), for license for
Cigars Sideline at 717 Higuera Street was referred to the Commissioner of Public Health and
Safety for report to the Council on motion of H.E.Cox seconded by John Chapek.
The applications of V.C.Brisco and E.S.Hamilton for permit to place signs at
Service Station, junction of Higuera and Marsh Streets, and at the Aut- O -tel, French and
Higuera Streets, respectively, were referred to the Commissioner of Public health and Safety
for report to the Council on motion of H.E.Cox seconded by John Chapek,
Petition of Mabel D.Snyder for transfer of license for Lunch Counter at 1177 karsh
Street to Ida C.Cox was referred to the Commissioner of Public hellth and Safety for report
on motion of H.E.Cox seconded by John Chapek.
The petition of George and Chris Anholm for permit to construct a Sewer in
Anholm Subdivision was received and on motion of John Chapet seconded by L.J.Defosset the
matter was referred to Iilayor L.F.Sinsheimer and the Commissioner of Public Works for report to
the Council.
The reports of the City Clerk and the City Collector for the month of January were
received and ordered filed on motion of John Chapek seconded by H.B.Cox.
A letter was received from Lawrence Austin in re abandonment of Auto Park, Palm
Street and Grand Avenue. Idatter laid over to the next meeting,
The petition of the Home Dairy Company for permit to install and operate a Three
horsepower steam bioler at proposed milk station 719 Hguera Street was referred, on motion of
John Chapek seconded by H.E.Cox, to the Commissioner of Public health and Safety for investigat-
ion and report to the Council.
Certain licenses reported by the City Collector under the caption " Unable to Collet
re referred, on motion of H.E.Cox seconded by L.J.Defosset, to the Police Department for
collection and report to the Council at the next meeting.
The local Parlor of Native Daughters of the Golden West was granted permit to sell
?oppies on the Streets of the City, Saturday, February 25th.
The petition of Caeser Anziani et al, for the improvement of Buchon Street between
Beach Street and Carmel Street, by paving was received and on motion of H.E.Cox seconded by
.J.Defosset the same was referred to the City Engineer for checking and report to the Council.
Ordinance No. 126 ( 1+ew Series ) An Ordinance providing for the levy and collecti
f a Tax to pay the principal end interest of the City; of San Luis Obispo Improvement Bonds of
1927, was finally passed on motion of L.J.Defosset seconded by John Chapek by the following vote:

Ordinance No. 127 ( New Series ) An Ordinance prohibiting the breeding of Animals
ithin the City of San Luis Obispo was finally passed, on motion of John Chapek seconded by
.E.Coz , by the following vote:

On motion of H.E.Cox seconded by John "'hapek the application of the San Luis Ice
and Cold Storage Corporation for petmit to lay concrete approaches to their plant in Block 113
Reeds iddition was granted.
The petition of the Los Angeles Creamery Company for permit to lay a pipe line from
their plant corner of I:larsh and Idipomo Streets to the plant of the Golden State Lilk Products
Company on Higuera Street was granted on motion of H.E.Gox seconded by John Chapek.
