Brazil, Leonard Lenger was appointed Assistant Superintendent of Streets at a salary of $250.00 per month. Resolution No. 514 (New Series) - A Resolution directing the City Engineer to furnish plans and specifications for the improvement of portions of Chorro`, Garden, Leff, Church and Upham Streets in the City of.San Luis Obispo was passed and adopted on motion of Ralph C. Kennedy, seconded by W. H. Brazil by the following vote: Ayes: W. H. brazil, R. P. Howell, Ralph C. Kennedy, Joseph Leary Noes: None I - Absent: F. C. Kimball It was moved by W. H. Brazil, seconded by Ralph C. Kennedy that the signal 116 - 611 be adopted as the distress signal of the City of San Luis Obispo. Motion carried. It was moved by Ralph C. Kennedy, seconded by W. H. Brazil that the Commissioner 1 of Finance arrange for Official bonding of Kenneth Beck as- Street Supt. and Ex- Officio City Engineer in the amount.of $5000.00 and terminate the bond of Leonard Lenger, former Supt. of Streets and Ex- Officio City Engineer.. Motion carried. It was moved by Ralph C. Kennedy, seconded by W. H. Brazil that Leonard Lenger, newly appointed Assistant Street Superintendent furnish a bond to the City of San Luis Obispo in the amount of $1000.00, - Commissioner of Finance to arrange for same. H.Brazi , seconded by Joseph Leary. The following applications for permit to lay sidewalk were granted on motion of W. H. Brazil, seconded by Ralph C. In a communication, The Military Order of the Purple.-Heart, Herbert Browning, ' Department Commander, commended the Council for.displaying the American Flag daily from the City Hall mast. Communication ordered filed. At the urgent request of Ben Erickson, Officer in charge of the Salvation Army Upham St, between Broad St. and Chorro St. �. H. Symons - 175 ft. of 5 ft. park sidewalk on the southside of Upham St. between Broad St. and Chorro St. The petition of Rose's 5- 10 -25� Store, 750 Higuera Street, for permit to sell safe and sane fireworks, June 20th to July 5th granted on motion of W. H. Brazil, seconded Statement was received from Elizabeth Nelson and Albert H. Nelson to the by Ralph C. Kennedy. The report of the City Treasurer for the month ending May 31st, 1940, received and ordered placed on file. The Ufficial Bond of Kenneth Beck, Superintendent of Streets and Ex- Officio City Engineer, in the amount of $5000.00 with London & Lancashire, Indemnity Co. of America as Surety, was received and on motion of Ralph C. Kennedy, seconded by -V1. H.Brazil the surety was accepted and bond approved. In a communication, A. S. Nash - Boulden, Forest Supervisor, Los Padres National Forest, requested the Council to contribute $100.00 to be used toward the salaryfbr Fire ' Guard for San Luis Obispo water shed. Matter discussed and on motion-of Ralph C. Kennedy, seconded by W. H. Brazil the Clerk was directed-to draw a warrant in the amount of X1:)0.00 on the City 'Hater Fund'in favor of the "Regional Fiscal Agent, U. Kimball There was discussion relative to traffic signals at the intersection of Marsh and Santa Rosa Streets. Matter referred to the Chief of Police and City Engineer to in- vestigate and report at the next meeting of the Council. it was ordered, on motion of Ralph C. Kenrsdy, seconded by W. H. Brazil that $25.00 be contributed to the Army kitchen for feeding transients for the month of July. Communication from E. G. Elliott, relative to Merchandise Vending Machines, referred to the Commissioner of Public Health and Safety for report to the Council. Statement was received from Elizabeth Nelson and Albert H. Nelson to the effect that all the terms and conditions of a certainegreement dated October 2nd, 1939, relative to the construction and completion of a water system in Escuela Alta Subdivision, Tract No. 30 had been completed under the conditions of said agreement on their part, to- gether with an affidavit from Kenneth Beck, City Engineer, to the effect that the said water system had been constructed in accordance with plans and specifications mentioned, and approving the said work, was received, and Resolution No. 515 (New Series) - A Resolution determining that the agreemeni in reference to water system in Escuela Alta Subdivision, has been kept and performed was passed and adopted bn motion of W. Applications for the quarterly licenses were granted on motion of W. H. Brazil, seconded by Ralph C. Kennedy. The petition of Al H. Rogers for transfer of license for De Luxe Cab Co. to Chas. L. Gray was granted on favorable report of W. H. Brazil, seconded by Ralph C. Kennedi. The petitions of Rose Marie Cobb and of Ah Louis Store, by Howard Louis, for permit to sell safe and sane fireworks at 1208 Peach Street and 800 Palm Street respectively, were granted on motion of W. H. brazil, seconded by Ralph C. Kennedy. The Assistant City Engineer, Leonard Lenger, presented report from Smith -Emery Co. on tests of sand and gravel from Dalessi nits ( aggregate for concrete lining for city Reservoir No. 3) said tests complying with California State Highway Dept. specification requirements. Matter discussed and on motion of W. H. Brazil, seconded by Ralph C. Kenned the report was referred to the City Engineer, Kenneth Beck, for his approval. The City Attorney presented plans and specifications for the improvement of Chorro Street, Garden Street, Upham Street, Church Street, and Leff Street in the City of San Luis Obispo, and Resolution No. 516 (New Series) - A Resolution adopting plans and specificatidns for the improvement of a portion of Chorro, Garden, Leff, Church and Upham Streets in the City of San Luis Obispo was passed and adopted on motion of Ralph C. Kennedy, seconded by W. H. Brazil, by the following vote: Ayes: W.H. Brazil, R. P. Howell, Ralph C. Kennedy, Joseph Leary Noes: None Absent: F. C. Kimball Resolution No. 517 (New Series) - A Resolution approving diagram of assess- went district for the improvement of Chorro, Garden, Leff, Church and Upham Streets in the City of San Luis Obispo was passed and adopted, on motion of Ralph C. Kennedy, seconded by W. H. Brazil by the following vote: Ayes: VI. H. Brazil, R. 1'. Howell, Ralph C. Kennedy, Joseph Leary Noes: None Absent: F.C. Kimball Resolution of Intention No. 518 (New Series) - A Resolution of the Council of the City of San Luis Obispo declaring its intention to improve portions of Chorro, Garden, Leff, Church and Upham Streets in said city; creating an assessment district to pay the costs and expenses of said work and determining that serial bonds shall be issued to represent unpaid assessments thereon was adopted oh motion of W. H. Brazil, seconded by Ra11,h C. Kennedy by the following vote: Ayes: W.H.Brazil, R. P. Howell, Ralph C. Kennedy, Joseph Leary Noes: None Absent: F. C.
