City Hall, Monday, August 12, 1940 - 7:30 P. M.
City Council met in adjourned session - Mayor.F.C.Kimball presiding.
Present: W.H.Brazil, R.P. Howell, Ralph C. Kennedy, F.C.Kimball, Joseph Leary
Absent: None
The application of the San _Joaquin Power Division, Pacific Gas and Electric
Co. No. 0.71 for permit to do work on Pismo Street between Essex Street and the San Luis
Obispo High School, more particularly set out in said.application, was granted on motion
of R. P. Howell, seconded b.y T.V. H. Brazil with the provision that the work be done under
the supervision of the City Engineer.
The report of the City Clerk for the month ending July 31, 1940 received and
bordered placed on file.
The application of the Modern Neon Sign Co. by R. D. Green, for registration
las Class "F" Contractor, together with U. S. Fidelity and Guaranty Co. bond in the amount
lof $200.00 and registration fee of $10.00 was received, and on motion. of R. P. Howell,
Iseconded by W. H. Brazil it was ordered that the surety be accepted, bond approved and
registration granted.
R. K. Kaime, Secretary of the Rodeo and Stock Show, petitioned the Council
for permit to hold a street parade, September 14th, 1940 at 8 P. M., also to hold a public
street dance on Thursday, September 12th from 8 P. M. to 1 o'clock A. M. at a location to
be decided upon by the Chief of Police. On motion of R. P. Howell, seconded by W. H.Brazil
the petition was granted; the said parade and dance to be held under the supervision of th -6'
police department. Motion carried.
Petition received from I. S. Tiffin et al requesting that Upham Street, b etwe
Santa Rosa and Ruth Streets be improved by oil mix methods at a cost of 25.4 per front foot
matter discussed and on motion of R. P. Howell, seconded by W. H. Brazil the petition was
received and placed on file. Motion carried.
Bennie Bettercourt appeared before the Council relative to policing the Rodeo
grounds during "The Days of the Dons" celebration. Petitioner was advised totake the matte
up with the Commissioner of Public Health and Safety.
On motion of W. H. Brazil, seconded by R. P. Howell the following applications
for licenses were granted:

The petition of Norma Bell Schleim for permit to lay 95 ft. of 4 ft. park
sidewalk on the south side of Islay Street between Chorro Street and Garden Street and

curb and ramp sidewalk 12 ft for driveway on the east side of Islay Street between Chorro
Street and Garden Street was granted on motion of R. P. Howell, seconded by W.H. Brazil
with the provision that wor be done under the supervision of the City Engineer.

410 The matter of the petition of R. K. Kaime, Secretary of the Rodeo and Stock Show
requesting that the City's light stringers be put up for the "Days of the Dons" celebrati
to be held Sept. 11th to 15th was now taken up; Commissioner R. -P, Howell submitted
estimate of $95.00 by Cline's Electric Shop for said work. Matter discussed and on motion
of Joseph Leary, seconded by R. P. Howell the petition was granted; light stringers to
remain up through the Christmas holiday season. Motion carried. It was then moved by
Joseph Leary; seconded by W. H. Brazil that the banging and removing of said light stringers
be done under the supervision of the Commissioner of Public Works. Motion carried.
The petition of Emma Kinney dated July 22nd, 1940 for permit to excavate on Leff
Street for driveway and garage was taken up and on motion of R. P. Howell, seconded by
Ralph C. Kennedy it was ordered that the petition be denied without prejudice to the
petitioner.
On motion of R. P. Howell, seconded by X. H. Brazil the Commissioner of.Public Health
and Safety was authorized to cooperate with the health department relative to the eliminat'on '
of rats in the city. Iviotion carried.
Re: communication of C. A. Younglove relative to noise from a certain motor at Mr'.
Bay's market. City Engineer to make further inspection and report to the Council.
There was discussion relative to striping certain streets in the city. On motion
of 71. H. Brazil, seconded by Ralph C. Kennedy the purchasing commissioner, Joseph Leary,
was authorized to obtain prices on the cost of a striping machine and present to the
Council. Motion carried.

Resolution No. 526 (New Series) - A Resolution of the City Council of the City o
San Luis Obispo adopting budget and approving Memorandum of Agreement for the expenditure
of 1 /4a gas tax allocated for streets of major importance was introduced and adopted, on
motion of R. P. Howell, seconded by W. H. Brazil by the following vote:

Noes: None
Absent: None
Commissioner of Public Health and Safety, W. H. Brazil, brought up the matter of a
Stop Signal at the intersection of Pacific and Morro Streets. Matter discussed and on
motion duly seconded and carried, was referred to the Commissioner of Public Health and
Safety for investigation and report at the next meeting of the Council.
On motion of Ralph C. Kennedy, seconded by W. H. Brazil it was ordered that the
Commissioner of Public Health and Safety take the necessary action regarding the 25 mile
speed limit sign at the north end of the city. Motion carried.
Re: Stop and Go Signal at Chorro and Hirguera Street intersection: The matter
was discussed at length and it was moved by W. H. Brazil, seconded by Mayor F.C.Kimball
that a Stop and Go Signal be installed at the said intersection at a cost not to exceed
$700.00. Motion was lost.
Regarding certain telephone and /or light poles on the 700 block on Islay Street and
other locations; it was moved by Joseph Leary, seconded by W. H. Brazil that.the matter
be referred to the Mayor, with power to act. The Mayor then appointed W. H. Brazil and
