City Council met in regular session - Mayor F. C. Kimball presiding.
Present: R. F. Howell, Ralph C. Kennedy, F. C. Kimball, Joseph Leary
Absent: W. H. Brasil
The minutes of the meetings of the Council held on August 5th, August 6th
and August 12th were read and ordered to s t.nd as read.
On motion of R. P. Howell, seconded by Ralph C. Kennedy the following appli-
cations for permit to build were granted:
S.L.O. High School Dist. - Sr. High property - Addn. to gymnasium Cost $ 6000.00 )
Finish basement class room " 3000.00 )
S.L.O. High School Dist. - '• " - Garage & Warehouse Cost 9630.00
The report of the City Treasurer for the month ending July 312 1940 was
(presented to the Council and upon motion of R. P. Howell, seconded by Ralph C. Kennedy, sai
report was received and ordered placed m file.
The 44th Annual report of the San Luis Obispo Free Public Library for the
fiscal year ending June 30th, 1940 was presented to the Council and. upon motion of Joseph
Leary, seconded by R. P. Howell such report lr!as received and ordered placed on file.
A_ notice was received from the State Board of Equalization in reference to the
application of Mary J. Anderson for "On Sale Beer" license at 406 Higuera Street, and such
notice, upon motion of Ralph C. Kennedy, seconded by R. F. Howell, was referred to the Com-
missioner of Public Health and Safety for investigation and report.
The application of Theo. Vega for a license for rooming house at 1716 Osos
Street was referred to the Commissioner of Public Health and Safety for investigation and
report, on motion of R. P. Howell, seconded by Ralph C. Kennedy.
In reference to the proposed bridge on west High Street, the Council was
advised of a deposit of $500.00 by each,, of Rosalie Bianchi and H. N. Mainini and of the
deposit to be made by Mrs. J. Fernandez. Upon motion of Ralph C. yennedy, seconded by
Joseph Leary the City Clerk was instructed to hold the checks uncashed until final and
definite arrangements, in reference to the building.of.said bridge, had been completed.
Motion carried.
The application of George G. Martin for arpointment as Chief of Police to-
gether with a letter of recommendation from Judge Ray B. Lyon was received and upon motion
Joseph Leary, seconded by Ralph C. Kennedy such application was ordered placed on file and
Cler directed to call the attention of Commissioner W. H. Brazil to such application.
A petition was received from Edward D. Ward et al asking for the improvement
of a portion of Grove Street. Upon motion of Ralph C. Kennedy, seconded by R. F. Howell
such petition was received and ordered placed on file.

The application of James S. Ramos for registration as a Class "D" contractor,
was received, together , -aith his bond and registration fee of '25.00. Upon motion of Ralph
C. Kennedy, seconded by R. P. Howell such bond was approved, surety accepted and regis-
tration granted.
The application of the Valley Electric Co. for permission to hang a double faced
neon sign for E. C. Stock at 692 Marsh Street was referred to the Commissioner of Public
Health and Safety for investigation and report, upon motion of R. P. Howell, seconded by
Ralph C. Kennedy.
The applications of !7. L. Payton and of Fred C. Kimball to recess curb on the
west side of Chorro Street and ramp sidewalk in order to install a driveway entrance were
referred to the Commissioner of Public 1i1orks, with power to act, on motion of Ralph C.
Kennedy, seconded by R. P. Howell.
A petition from Augustus Castro and Fred L. Gist for an order of the Council
directing the Tax Collector to mark certain taxes "conclusively presumed paid" was received
Upon motion of R. P. Howell, seconded by Joseph Leary, same was referred to the Commissioner
of Finance and the City Attorney for investigation and report to the Council.
The annual report of the financial operations of the City for the fiscal year
ending June 30th, 1940, prepared by J. 11. 1iacLean, was presented to the Council and upon
motion of Ralph C. Kennedy, seconded by R. P. Howell, such report was ordered received and
Dleced on file.
Mr. E. H. Atkinson and a group of veterans were present and explained to the
Council the proposed building of a Veteran's Memorial Building. Mr. Atkinson requested
that the title of the city to property on Palm Street be examined with the view of its
possible use for the purpose of constructing such a building. The City Attorney was re-
quested to examine the title of the city to such property and to report to the Council.
The application of C. A. Younglove regarding a motor installed by Mr. Bay was
again presented and the City Engineer requested an additi :nal week's time in order to 1
make a further report.
Resolution No. 527 (New Series) - A Resolution providing for the execution
of an Agreement between the City of San Luis Obispo and Chris Anholm and G. Pal. P. Anholm
re: construction of 4" water line on a part of Lincoln Street and on a part of Mission
Street, Anholm Addition, was adopted upon motion of R. P. Howell, seconded by Ralph C.
Kennedy by the following vote:
