Kennedy, F. C. Kimball, Joseph Leary Absent: None The following applications for permit to build were granted on motion of R. P. Howell, seconded by W. H. Brazil: Arthur M. Fisk - Addn. to residence, pt of Blk 173, Dallidet Addn. Cost 350.00 S. P. Milling Co. - Repair Bunker, Lot 9, Blk 187A - Ingleside Tract, " 500.00 Arthur G. & Bessie Olave - Garage, Lot 61 Blk 6, Buena Vista Addn. " 300.00 M. V. Rosa - Garage, Pt of Block 200, " 150.00 Tony Machado - Garage, Lot 8, Blk 116, Reeds Addn. " 100.00 Billie J. Woodcock - Double Garage, Lot 17, Blk 151 Harford Addn. " 175.00 The application of D. H. Hotchkin for permit to build garage in Block 172 Dallidet Addition was referred to the Commissioner of Public Works for investigation and report to the Council. The application of Libbie G. Carpenter for double garage in the Lavine. Block was referred to the Commissioner of rublic Works, with power to act, on motion duly seconde and carried. The application of Geo. H. Luis Co. for permit to build storeroom for the Purity Store on a part of Lot 2, Block 6 was rejected for the reason that the proposed structure did not conform to the requirements of the building code. The application of Murray Ross for license for Auctioneer was referred to the Commissioner of Public Health and Safety for investigation and report to the Council. The petition of Irvin Smith for transfer of license for Mdse. (Sewing Machines) at 783 Marsh Street to James=E. Hamilton was granted on motion duly seconded and carried. The application of 0. W. Birra for permit to recess curb and ramp sidewalk for a distance of 12 ft. for driveway on the East side of Garden Street between Buchon and Islay Streets was granted on motion of R. P. Howell, seconded by W. H. Brazil with the vision that work be done under the supervision of the City Engineer. The application of E. L. Emerson for permit to hang a double faced neon sign at Leidig's Liquor Store at 447 Higuera Street was denied on motion of W. H. Brazil, sec by R. P. Howell. The application of the Santa Maria Gas Co. for permit to break pavement.on.Mar Street between Chorro ann Morro Streets for the purpose of installing gas service at 851 Marsh Street was referred to the Commissioner of Public Works, with power to act, on moti of W. H. Brazil, seconded by Ralph C. Kennedy. The application of the Pacific Gas and Electric Co. No. 275 for permit to do certain work on Monterey and Higuera Streets, between Broad Street and Santa Rosa Street, viz: install eight steel poles on Monterey Street between Chorro Street and Santa Rosa Street; eleven steel poles on Higuera Street between Broad Street and Santa Rosa Street; one steel pole on Chorro Street between Higuera and Monterey Streets, for the purpose of serving 8- 1000 candle power and 13- 600 candle power street lights was granted on motion of R. P. Howell, seconded by K. H. Brazil with the provision that work be done and in- stallation made under the supervision of the City Engineer. Motion carried. The report of the City Treasurer for the month ending September 30th, 1940 was received and ordered placed on file. Communication from Tony Sebastian et al relative to Veterans' Memorial Park ordered filed. The petition of Mrs. T. T. Silva requesting that a "Stop Sign" be placed at Palm and Toro Street intersection was referred to the Commissioner of rublic Health and v Its r f. 1 1 1 1 1 Safety for investigation and report. d This being the time and place fixed for hearing on the Assessment for the Improvement of Chorro, Garden, Leff, Church and Upham Streets in accordance with Resolutio. of Intention No. 518 (New Series) and in accordance with Notice for such hearing dated October 11, 1940, the matter is now taken up by the Council; written protests were filed by Charles M. Chase, Mary B. Harris et al, Adeline and C. A. Fourcade and L. A. Everly. James Emslie made verbal protest. Matter discussed and it was moved by R. P. Howell, seconded by W. H. Brazil that Kenneth Beck, City Engineer, together with the Assistant City Engin -ler, Leonard Lenger and the Contractor, F. H. Gates, be instructed to investigat the complaints and report back to the Council at its next meeting. Motion carried. Matte further discussed and on motion of R. 2. Hoviell; seconded by W. H. Brazil the hearing was continued to Monday, November 4th, 1940 at the hour of 7:30 1. I,% This being the time and place fixed for receiving Bids for the Improvement of portions of Peach, Mill, Osos and Morro 1treets in accordance with Resolution of Intention No. 534 (New Series) and Resolution No. 540 (New Series) ordering the work and calling for bids to be submitted October 28th, 1940 at 7:30 P. I.1. the matter is now taken up by the Council: The bid of F. H. Gates for the total amount of $7247.90 was the only bid received, which said bid was publicly opened and read. City Engineer checked the bid and reported to the Council, and Resolution No. 543 (New Series) - A Resolution awarding the contract for the work described in Resolution of Intention No. 534 (New Series) to F. H. Gates at the price named in his bid was adopted on motion of R. 1. Howell, seconded by W. H. Brazil by the following vote: Ayes: H. Brazil, R. P. Howell, Ralph C. Kennedy, F. C. Kimball, Joseph Leary Noes: None Absent: None On motion of W. H. Brazil, seconded by R. P. Howell the application of Theo. Vega for license for Boarding House at 1716 Osos Street was granted with the provision that the applicant live up to the rules of the department of health. The application of Tomie Jay for permit to recess curb and ramp sidewalk for an 8 ft: driveway on the North side of Islay Street between Osos and Santa Rosa Streets was granted with the provision that work be done under the supervision_ of the City Engineer. The petition of Neon Sales and Service for permit to hang vertical neon sign at•Elmer's Tower Cafe, 427 Higuera Street was granted on motion of W. H. Brazil, seconded by R. P. Ho' .-jell with the provision that work be done under the supervision of the City Engineer and in accordance with existing ordinance. On motion of R. P. Howell, seconded b,y Joseph Leary it was ordered that the Salvation Army be granted $25.00 each, for the months of October and November, for the maintenance of the Salvation Army. kitchen. On motion of 61. H. Brazil, seconded by R. P.
