City Council met in a d.iourned session - Vice President of the Council, R. P.
Howell, presiding.
Present: W. H. Brazil, R. P. Howell, Ralph C. Kennedy, Joseph Leary
,'absent: Mayor F. C. Kimball
The following applications for permit to build were granted on motion of W. H.
Brazil, seconded by Ralph C. Kennedy:
J. Hollinger - Residence and Garage, Lot 99 Blk 9, Anholm,.Addn. Cost $ 4500.00
Carl- Kirk - Res. and Garage, Pt of Lot 31 Blk 359 ^ 3000.00

The following applications for licenses were referred to the Commissioner of
Public Health and Safety for investigation and report to the Council:
Helen Adams - Lodging House 964 Chorro Street
James R. Sherman - Taxicab - No local address
The application of Mrs. Frank 71. Funk for permit to lay 50 ft. of 4 ft. park
sidewalk and curbing on the south'side of Mill Street between Grove and Park Streets was
referred to the Commissioner of Public Works, with power to act, on motion of W. H. Brazil,
seconded by Ralph C. Kennedy.
The reports of the City Clerk and the Police Judge for the month of October were
received and ordered placed on file.
The resignation of Kenneth H. Cantrell as Janitor and found Master was received
and on motion of Vj. H. Brazil, seconded by Joseph Leary said resignation was accepted to
take effect November 7th, 1940. Motion carried.
Notification received from the State Board of Equalization under date of NovembE
6th, 1940 relative to transfer of license from Viola Scott for "On Sale Beer" at 1088
Higuera Street to Myron C. Bledsoe,- matter discussed and referred to the Commissioner of
Public Health and Safety for investigation and report to the Council.
Communication received from E. M. Bingham, local Health Officer, advising the
Council that a brief survey of this community had been made by the State Director of Public
Health, Rogional Director of the U. S. Public Health Service and representatives of the
State Divisi:n of Sanitary Engineering,in relation to National Defense Maneuvers, and re-
commended that an automatic chlorination system for the city water supply be provided befor
the troops enter this area,- the matter was discussed and on motion of W. Brazil, seconded
by Ralph C. Kennedy the City Engineer was directed to furnish the Council with plans and
specifications and estimate of cost of a chlorinating system for Reservoir No. 3. Motion
carried.
A petition by Mrs. R. S. Shatford et a1 requesting that some action be taken by
the Council regarding the improvement of Johnson Ave. underpass was received and on motion bf
seconded b Ralph C. Kennedy such petition was ordered placed onfile for future

reference.
The petition of R. M. Johnson. relative to placing a sign board on A. A.'Cheda
property, Marsh Street between Santa Rosa Street and Osos Street was again laid over for
one week.
Re: Petition of Mrs T. T. Silva for Stop Sign at Toro and Palm Street inter-
section: City Attorney was reeuested to draw a resolution for two Stop Signs on Toro
Street at Palm Street, stopping traffic on To Street. Motion carried.
