Kennedy, F. C. Kimball, Joseph Leary Absent: None The minutes of February 17th and 24th were read and approved as read. The following applications for permits to build were granted on motion of R. P. Howell, seconded by W. H. Brazil: H. J. Dubin - Office, Lot 239 Blk. 29, Buckley Tract, Cost 300.00 Allan R. Ochs - Workshop - rear of Lot 17, Blk.2, Anholm Addn. " 400.00 Homer C. Chase-- Garage and dwelling, Pt of Lot 5, Blk. 551 s " 800.00 Arley Gill - Residence, Pt. of Lot 4, Block 55 " 2000.00 The application of Homer C. Chase for permit to connect with sewer on Pismo Street between Beach and Carmel Streets was granted on motion of R. P. Howell, seconded by V1. H. °razil with the provision that wore be done under the supervision of the City Engineer. The application of A. M. Pettenger for permit to open trench to connect with sewer on Park Street between Mill and Phillips Lane was referred, on motion of W. H.Brazil seconded by R. P. Howell, to the Commissioner of rublic 'Norks, with power to act. The application of Ouellette's Circus for license for circus and carnival for one weea beginning March 17th was granted on motion of W. H. Brazil, seconded by R. P. Howell. The application of W. Ray Harmon for license for Shooting Gallery at 847 Palm Street was referred to the Commissioner of rublic Health and Safety for investigation and report, on motion of R. P. Howell, seconded by W. H. Brazil. The petition of Neon Sales & Service for permit to hang a double faced neon sign for the Delite Bakery at 723 Higuera Street was referred to the Commissioner of Public Health and .Safety for.investigation and report to the Council. The petitions of Neon Sales & Service to hang a double faced neon sign at Beno's Army & Navy Store at Monterey and Chorro Streets and also at Lea's Shoe Store on Chorro Street was granted on motion of W. H. Brazil, seconded by Ralph C. Kennedy. Work to be done under the supervision of the City Engineer. The application of Allan R. Ochs for registration as a Class "F" Contractor together with U. S. ridelity and Guaranty Co. bond in the amount of $500.00 and regis- tration fee of 910.00 was received and on motion of Ralph C. Kennedy, seconded by R. P. Howell, the surety was accepted, bond approved and registration granted. Notification received from the State Board of Equalization under date of Feb 261 1941 on the application of Eva A. Carpenter, dba-Rexall Drug Store, 839 Higuera Street for transfer of License for "Off Sale Distilled Spirits" and "Off Sale Beer and Wine" from Cecil M. Carpenter, deceased, and on motion of R. F'. Howell, seconded by W. H.Brazil it was ordered that the application be received and placed on file. Notification received from the State Board of Equalization under date of Februa 27, 1941 relative to the transfer of license for "On Sale Beer & Wine" and "On Sale Distilled Spirits" from George Souza of Cayucos to Paul Perrot, dba Paul Perrot's Bavette whose business address will be 1011 Higuera Street iii the City of San Luis Obispo. After dis- cussion it was moved by W. H. Brazil, seconded by R. P. Howell that the Council go on record as protesting the transfer.of license from George Souza to Paul Perrot. Motion c Communication received from the Salvation Army under date of March 3, 1941 re- questing the Council for contribution for the feeding of transients. After discussion, ed. Vic) it was moved by R. P. Howell, seconded by Joseph Leary that the City Clerk draw H. G. Iliff & Son a warrant of $25.00 each for the months of March and ripril. Motion carried. $ 5.00 The reports of the City Collector and the Police Department for the month of Eugene E. Gregg February, 1941 were received-and on'motion of R. P. Howell, seconded-by W. H. Brazil, same 5.00 were ordered placed on file. " " Coamunication under date of February 28, 1941 was received from Kenneth Beck, 3.00 County Surveyor, together with map showing proposed new sub - division to be known as Tract " " Soft Drinks 5.00 No. 31, presented to City Council for their consideration, the map having been approved by the County Fla nning Commission and on motion of R.,P. Howell, seconded by Ralph C. Kennedy, 18.00 it was moved that Tract No.-31 be accepted: Motion carried. Claims against the City for the month of February, 1941 were ordered paid, subject to the approval of the heads of the respective departments and the Mayor. Application of Leonard A. .Burns for license to operate Taxicabs at 2039 Broad Street was granted on motion of V1. H. Brazil, seconded by Joseph Leary. Application of Haley, Smith and Bond for license for Sales merchandising 1 (Skill & Science) at 1019 Morro Street was denied on motion of 11. 1I. Brazil, seconded by Joseph Leary. The applications of -Lugene E. Gregg for Cigars jideline, Soft Drinks and Restaurant at 162 Higuera Street was granted on motion of W. H. Brazil, seconded by R. F. Howell. In Re: Application of Harold J. Anderson Post No. 1766, Veterans of Foreign Wars for license for show: Matter was held over pending signatures of 50 residents. Application from Crafts Golden State Shows for license for Carnival at the corner of Osos and Palm Streets from April 22nd to ripril 27th, 1941 was granted on motion of W. H. Brazil, seconded by R. P. Howell. Report of the City Collector showing unpaid licenses for the January Zuarter, 1941 ordered filed. On motion of R. P. Hoi,ell, seconded by 'N. H. Brazil the following licenses Aere ordered cancelled: Jan. Ot. 1941: 2060 - H. G. Iliff & Son Truck $ 5.00 2106 - Eugene E. Jones for franchise for Street Bus Carrier: The City :'attorney presented to the Council a fora of Ordinance relative to the above franchise, and on motion of Ralph C. Kennedy, seconded by !'1. H.Brazil same was approved and ordered' filed in the City Clerk's uffice. Resolution No. 559 (New Series) - A Resolution of the Council of the City of San Luis Obispo declaring its intention to grant a franchise for the conduct, maintenanc( and operation-of Municipal Bus Lines for the transportation of passengers and their hand baggage, for hire, within the City of San Luis Obispo, for the term of twenty years over, upon-and along all of the Streets, Highways, Boulevards, Avenues, Alleys and other Public Places within said City, and providing for the advertisement of and sale of such franchise 1 1 1
