Kennedy. The petition of C. D. Stowe for permit to replace curb 'and ramp 10 feet on the Elks property north of Fire Alley was granted on motion of R. P. Howell, seconded by W. H. Brazil. Re: Bids for the Heating System in the New Municipal Building: Matter was again brought up and Commissioner R. P. Howell reported that the lowest and best bid received was the bid of the Valley Electric Co. in the amount of $ 397.00, and on his motion seconded by W. H. Brazil, it was moved that the bid of the Valley Electric Co. be accepted. Motion carried. Ordinance No. 232 (New Series) - An Ordinance providing for the lease of certain real property owned by the City of San Luis Obispo was introduced and passed to print on motion of R. F. Howell, seconded by W. H.Brazil by the following "roll call vote Ayes: +I.H.Brazil, R.F. Howell, Ralph Kennedy, F. C. Kimball Noes: Joseph Leary Absent: None The Assistant City Engineer, L. Lenger, filed Final Report for the improvement of a portion of Ida, Grove, Palm, Mill Streets; Phillips Lane and Hillcrest Place (Grove St. Jt. Improvement District) ( Resolution of Intention No. 583 (New Series) and on motion of R. F. Howell, seconded by Ralph C. Kennedy it was moved that the report be accepted. Motion carried. The Assistant City Engineer, L. Lenger, presented plans and specifications for Automatic Traffic Control Signals, including installation of two Flashing Beacons at the intersection of Marsh Street and Broad Street and Santa Rosa Street and Monterey Street. On motion of W. H. Brazil, seconded by R. P. Howell, the specifications were approved and the City Engineer was instructed to forward same to the State of California for final approval. L. Kemper for permit to remove tree in parkway in front of his property was referred to the Commissioner of Publ'-c Works, with power to act. The petition of John Enos for permit to install underground tank at 784 Buchon Streeh was referred to the Commissioner of Public Health and Safety for investigation and report, on motion of R. P. Howell, seconded by W.H. Brazil. The transfer of license from D. H. and Flora E. Foree, ( The Granada Hotel ) 1128 Morro St. to Clara Cook and Guy E.Walters was on motion of W. H.Brazil, at granted seconded by Ralph C. Kennedy. The petition of the San Luis Obispo Live Stock Assn. for-the extension of the city water line to serve -the new packing house now under construction on Olivera Tract, south of the city limits was referred to the Commissioner of Public Works, for investi- gation and report on motion of W. H. Brazil, seconded by Joseph Leary. The petition of the Valley Electric Co. for permit to install a marquee at Perrot's Grill on Higuera St. was referred to the Commissioner of Public Health and Safety for investigation and report on motion of R. P. Howell, seconded by Ralph C. Kennedy. The application of Elmer Englestad for registration as a Class "D" Contractor, together with U.S. Fidelity and Guaranty Co. bond in the amount of $1000.00 and regis- tration fee of $25.00 received and on motion of Ralph C. Kennedy, seconded by W.H.Brazil, it was ordered that the surety be accepted, bond approved and registration granted. The treasurer's report for the month of October, 1941 was received and ordered placed on -file. The City Clerk was authorized to draw warrant in the amount of $3.75 on the Administration Fund, made payable to Fred L. Garret for refund on his 1941 -42 taxes on ' lots 2 and 3, Block 2, Breck Tract. This property was purchased by theCity of San Luis Obispo. The President of the Chamber of Commerce, Mr. Poulsen, appeared before the Council requesting that the city take charge of stringing the Christmas tree lights in the down -town district and on motion of W H. Brazil, seconded by Ralph C. Kennedy, the matter was referred to the Commissioner of Public Works for investigation and report. The petition of the Neon Sales & Service for permit to hang a double faced neon sign for the Midway Hotel at 997 Higuera Street was granted on motion of W. H. Brazil, seconded by Ralph C. Kennedy; work to be done under the supervision of the city engineer. The transfer of license from S. J. Cowie ( Cozy Corner Grocery) at 1401 Osos Street to Joe E. Quaresma was granted on motion of W. H. Brazil, seconded by Ralph C. Kennedy. The petition of Rose A. Durand to build a fence was again held over.: The final passage of Ordinance No. 232 (New Series) - An Ordinance providing for the lease of certain real property owned by the City of San Luis Obispo was finally passed on motion of 4'l. Kimball, Joseph Leary Noes: None Absent: None 154 Resolution No. 636 (New Series)-- A Resolution cancelling the award of contract for the construction of enlargements and improvements to the Sewage Disposal Plant, and reawarding said contract was passed and adopted oti motion of R. Howell, seconded by W. H. Brazil it was moved that F. C. Stolte Co. be requested tozeinstate the alternates as set forth in the original bid at to the prices stipulated up /and including 45 days from the time the contr4ct.is finally - awarded and a letter containing the conditions under which the alternates will be re- instated. Resolution No. 637 (New Series) - A Resolution Accepting a lease from San Luis Obispo School District on part of Block 11.1, Mission Vineyard Tract and providing for the Execution of said lease was passed and adopted on motion of R. Y. Howell, seconded by 7-7. A. Brazil by the following vote: Ayes: W.n.Brazil, R.F.Howell, Ralph C. Kennedy, F. C. Kimball, Joseph Leary Noes: None Absent: None The proposed Food and Drink Ordinance was again discussed by the Council but no action taken at this time. Resolution No. 638 (New Series) - A Resolution declaring certain portions of Monterey Street, Pacific Street, Beach Street and Pismo Street to be and constitute boulevards was passed and adopted on motion of W. H. Brazil, seconded by Ralph C. Kennedy by the following vote: Ayes: W.H.Brazil, R.l-.Howell, Ralph C. Kennedy, F. C. Kimball, Joseph Leary Noes: None Absent: None Communication received from Castro Chrome Syndicate of San Francisco re- questing the city to grant them a lease on a portion of the Laguna Tract to construct a mill for concentrating chrome ore. Matter discussed at length, and the Mayor referred the matter to Commissioners R.P. Howell, Ralph C. Kennedy and Joseph Leary and for them to take the matter up with the owners regarding the supply of water and how to arrive at a rental basis and report back to the Council. Commissioners Howell and Leary were instructed by.the Mayor, to secure prices for the necessary doors to be installed at the new city shop adjacent to the fire house. On motion of Ralph C.
