On notion of Clyde T. O'Ivan, seconded by Joseph Leary the Commissioner of
Supplies was authorized to purchase the necessary valves and fittings•to complete the
installation of fire hydrants throughout the City.
J. J. Ruiz appeared before the Council asking permission to rent the Ball
ark area of the city owned Laguna property. He was advised to place his bid with Com-
ssioner of Finance who was given power to act.

Comiiunications received from Palmer Nelson and L. P. Silver tendering their
resignations as Police Officers; Palmer Nelson's resignation to take effect as of January
15th, 1944 and L.C.Silver as of Feb. 1st, 1944. On motion of Joseph Leary, seconded by
Clyde T. O'Nan it was ordered they be accepted and letters filed.
Coinmuyiication received from the Le��_,ue of California Cities relative to a
Special Session to be held on January 27, 1944 for consideration and ratification of
pending approved City and County Charter Amendments. Same was ordered filed.

The City Clerk's report for the month of December 1943 was ordered received

On motion of R.P. Howell, seconded by Clyde T. O'Nan it was ordered that
the Lease Agreement betvaeen John J. Ruiz and the City of San Luis Obispo, ( as sub-
mitted by Commissioner Ralph C. Kennedy) for part of Laguna Acre Tract be approved. ,
Motion carried.
Communication from Doris M. Garcelon, Librarian, under date of January 12th,
addressed to tlayor F. C. Kimball outlining a schedule of hours for the City Library,
asking the Council's suggestions was approved as resented and e

structed to advise her of the Council's approval.
It was moved.by Ralph C. Kennedy, seconded by R. P. Howell that the payment
of $2444.16 ( two checks of $1222008 each) be accepted from the Southern Counties Gas Co.
in payment of 20; said sum being in full payment of all monies due from the Santa Maria
Gas Co.'for the use, operation or possession of Franchise Ordinance No. 43 (New Series)
for said period, Feb. 1st, 1941 to Oct. 31, 1941 inclusive.
Resolution No. 718 (New Series) = A Resolution terminating Liability under
Faithful performance Bond dated the ninth day of February 1915 filed in connection with
the Franchise granted by Ordinance No. 43 (New Series) was passed and adopted on motion
of R. P. Ho:niell, seconded by Ralph C. Kennedy by the follol:jing vote:

On motion of Ralph C. Kennedy, seconded by R. 1'. Howell, the claim in the

amount of >2712.40 on the Sithholding Tax Fund was allowed, amount being due on tax
withheld for October, November and December 1943 quarter.
Communication from the War Department Office of Division Engineer, Pacific
Division, San Francisco Branch, submitting copies of licenses granting the City of San
Luis Obisr_)o permission to operate and maintain connection with the Army pipe line, and
9 8 requesting the City of San Luis Obispo to sign and return two copies of the
ame and on motion of R. P. Howell, seconded by Ralph C. Kennedy the following Resolution

R73OL -JTIQN NO. 719 (NEW SERIES) A Resolution providing for the execution
of a license agreement between the United States and the City of San Luis Obispo,relating
to the Diversion of Water from the Salinas River Dam to the City of San Luis Obispo was
passed and adopted on motion of R. P. Ho: °.sell, seconded by Ralph C. Kennedy upon the
following vote:

The City Attorney, Piles Fitzgerald presented a letter from the Federal
orks Agency in relation to leasing the water works facilities provided by the F. W. A.
suggesting that a representative of the City and a representative of the F. `,V. A. meet to
discuss terms. Mayor Kimball said that a special meeting of the Council would be called
to negotiate terms of a lease, and on motion of R. P. Howell, seconded by Ralph C. Kennedy,
the P;:ayor was designated as the city's representative to meet with the Government rep-
resentative.
Richard F. Harris, representing the S.L.O. Taxi Cab Owners Association,
appeared before the Council asking for a Central Loading zone for taxi cabs to pick up
soldiers returning to camp;.tiro sites were mentioned,. one on Osos St. between Monterey
and Palm Street on the court house side, and the other alongside the Fremont Garage
between..Higuera and Monterey Street. The Council suggested Higuera Street between Osos and
Santa Rosa Street. No final action was taken at this time.
The City Clerk was instructed to notify the Insurance Company to cancel the
two Insurance- policies carried on the two Seagrave fire engines.
On motion of Joseph Leary, seconded by Ralph 0. Kennedy, K. C. Davis was
ppointed as regular fireman at a salary of $175.00 per month as of Dec. 30th, 1943.
The application of H. Rosenkranz for permit to build and remodel rooming
house on Lot 1, Block 88, M & C•Addn. at a cost of $200 was denied.
The apclication of Eric ';Jickenden for Lodging House .( 9 rooms ) at 1026
Chorro St. was again held over pending the approval of the Housing Authority and Com-
missioner Joseph Leary was instructed to inform the owner•of the State requirements.
