Communication from the Federal Works• Agency relative to Federal assis- 301
tance through the F. W.A. was ordered filed.
The City Clerk was instructed to nofity Bachino & Stockird, Insurance brokers,
to cover the following owned city equipment against fire:
1 - 1923 Seagrave Fire engine
2 - 1942 Packard Police cars
On motion of Joseph Leary, seconded by Ralph C. Kennedy, Harry Weber was
appointed as Special Police Officer to serve without compensation as outlined in Ordinance
5, Sec. 5.
On motion of Ralph C. Kennedy, seconded by Joseph Leary and ordered by the
Council that a wage scale be paid as follows to the following parties until duly appointed
by the Council as regular Police Officers:
S. S. Kinsey ® 0175.00 per month, plus 6%
William Ackerman 150.00 "
Albert Chambers 150.00 "
On motion of Ralph C. Kennedy, seconded by Clyde T. O'Nan the meeting
adjourned.

The minutes of February 7, 1944 were read and approved as read.

Communication received from C. A. Maino relative to par =,-ing conditions
in the 800 block on Monterey Street; same was referred to Commissioner of Public Health
and Safety, with power to act, on motion of Ralph C. Kennedy, seconded by R.P. Howell.

Richard F. Harris, representing a group of citizens, presented a petition
urging the Council to adopt an Ordinance creating a Planning Commission for Post War
Planning; Patter was discussed and on motion of Ralph C. Kennedy, seconded by R. P.Howell
the following ordinance was passed to print:-
Ordinance No. 254 (New Series) An Ordinance establishing and creating a
Planning Commission for the City of San Luis Obispo was passed to print on motion of
Ralph C. Kennedy, seconded by R.P.Howell upon the following vote:
Ayes: R.P.Howell, Ralph C. Kennedy, F.C.Kimball
Noes: Joseph Le�iry

Rev. Hinshelwood and Rev. Alley, representing a group of the City Clergymen,
appeared before the Council presenting a petition urging the Council's support and re-
quested that a house to house canvass be instituted by all Air Raid 'Jardens with the
direct object of encouraging householders open whatever spare rooms they may have for the
wives of service men and on motion of Ralph C. Kennedy, seconded by R.P.Howell it was
ordered that the Director of Civilian Defense be instructed to have a survey made of all
