Ordinance No..258 ( New - aeries) - An Ordinance designating a portion of the road-
way of Monterey Street as a passenger loading and unloading zone for the exclusive use
of taxicabs during certain hours; providing.regulations for the.use of said zone; pro-
viding penalties for the violation thereof and declaring this ordinance to be an urgency
ordinance was introduced and passed to print on motion of Ralph C. :ennedy, seconded by
Joseph Leary upon the following roll call vote:

The application of Mellem & Neustrom for registration as Class "F" Contractor,
together with Hartford Accident and Indemnity Co. bond in the amount of $200 and regis-
tration fee of $10.00 received and on motion of R. P. Howell, seconded by Joseph Leary
it was ordered that the surety be accepted,.bond approved and registration granted.
The application of Annabelle Warren for one Card table license at 190 Higuera
St. was referred to the Commissioner Kennedy.for investigation and report on motion of
�. P. Howell, seconded by Joseph Leary.
The following transfer of city licenses were approved, on motion of Joseph
Leary, seconded by R. P. Howell:

On motion of R. P. Howell, seconded by Clyde T. O'Nan the Mayor and City Clerk
were authorized to extend lease between the State of California and the City of San Luis
Obispo for the Municipal Bldg. at 738 Pismo St. for a period of three years to Feb. 14,
1948.
The Mayor and City Clerk were authorized to sign Agreement with the Pacific
Gas and Electric Co. for power and light service at the Chlorine Plant at the Reservoir
on motion of R. P. Howell, seconded by Joseph Leary.
The claim in the amount of $3587.19 payable to Collector of Internal Revenue
on the Withholding Tax Fund for payment of withholding tax for the Fourth Quarter was
allowed on motion of R. P. Howell, seconded by Clyde T. O'Nan,
The City Clerk's report for the month of December 1944 was ordered received
and filed.
The following petitions were granted on motion of R. P. Howell, seconded by
Clyde T. O'Nan:

The garbage franchise which expires in February 17, 1945 was again presented
to the Council for consideration and was referred to Mr. Beck, City Engineer for study
and report.

On motion of R. P. Howell, seconded by Ralph C. Kennedy the Commissioner of Supplies
was instructed to purchase 20 turnout suits for the fire department,- purchase tobe charged
against Public Improvement and Betterment Fund.
Commissioner Ralph C. Kennedy was instructed to write the State Retirement Fund to
certain the cost of having an actuary come to San Luis Obispo to investigate a city
loyee retirement system.
Commissioner Kennedy suggested the purchase of proper type gas mask for seeder farm
loyees to be used in checking chlorine leaks, the mater was referred to_ R. P. Howell
City Engineer; Kenneth Beck for investigation.
Commissioner R. P. Howell was authorized to notify the Pacific Gas and Electric Co.
the city will enter into an agreement for the Power Co. to install service for lights
the city park - maintenance to be done by the dity.
City Engineer, Kenneth Beck, appeared before the Council, representing the Federal
ks Housing Authority, requesting the city's participation installing adequate water
ilities in the proposed housing unit at Exposition Park Tract and on motion of R. P.
Howell, seconded by Ralph C. Kennedy the location was approved and the city agrees to
participate in 50% of the cost of installing the pipe line; work to be done by F. H.A.
under supervision of the City Engineering Depto and the City Council. ( see-below )
On motion of R. P. Howell, seconded by Clyde T. O'Nan the City Clerk was instructed
write the F.W.H.A. Agency declaring the city's willingness to participate in 50% of
cost-of the work of running pipe line to proposed•. site of Housing Units
Richard Harris, Attorney for the Taxicab Owners Association appeared before the
ity Council requesting a taxi zone in front of the Greyhound Bus Depot for Mission Cab
o., claiming the Mission Cab Co. have been using this location for several years and have
wild uD-a demand at this location.. The Council decided not to grant anymore taxi zones
t this time; it was agreed to wait 30 days to see if the new zone will automatically
about a solution to the problem.
