Howell, Ralph C. Kennedy, Joseph Leary, Clyde T. O'Nan Absent: Mayor F. C. Kimball The minutes of February 19th were read and approved as read. The following building permits were granted on motion of R. P. Howell, seconded by Ralph C. Kennedy: Mrs. Goforth - Repairs to existing bldg. Lot 1, Blk. 52 M. & C Addn. Cost 500.00 Harry W. The petition filed by J. W. Louk for permission to construct a septic tank on the rear of Lot 15, Blk. 7, Southside Addn. was referred to the Commissioner of Public 71orks and the Health Dept. for investigation and report on motion of Ralph C. Kea reedy, seconded by Clyde T. O'Nan. The petition filed by Smee Plumbing for permit to lay an outfall sewer at 1302 First St. was referred to the Commissioner of Public Works, with power to act, on motion of Ralph C. Kennedy, seconded by Joseph Leary. The following applications for permit filed by the Southern Counties Gas Co. were granted on motion of R. P. Howell, seconded b.y Clyde T. O'Nan; work to be done under the supervision of the engineering department: 362 Install 1163 ft. of 2" main on the southside of High St. between Story & Price Sts, 3/4" service pipe on George St, between Ruth and Johnson Sts., " new service pipe at 438 High St. On motion of Joseph Leary, seconded by Ralph C. ?E;ennedy -the transfer of Citv Licenses of H. L. Nisbet to M. R. Righetti and H.S. Ilisbet at 1022 Morro Street was granted. COIVII,IUNIC TIONS: Communication from M. E. 'dilleford Re: auditing City books was ordered received and filed on motion of Ralph C. Kennedy, seconded by Joseph Leary. Communication from the Depa.-tment of Public Works Re: apportioning gasoline tax and communication from the Dept. of Motor Vehicle, Re: apportioning Motor Vehicle In Lieu Tax were referred to the City Attorney, with instructions to write the Assembly, State Senator and the Governor, outlining the opinions of the City Council, approving Assembly Bill j"346, amending Sec. 5 of this Act upon the following roll call vote: Ayes: R. 11. Howell, Ralph C. Kennedy, Joseph Leary, Clyde T. O'Nan Noes: None Absent: F. C. Kimball Communication from Meade :'7. Eaton, Jr. at 523 Hathway Ave. Re: the City accepting the responsibility and to pay for damages caused by sewer overflow, was refer -red to the Com- missioner of Public 'dorks and the City Attorney for investigation and report. Communication from the San Luis Obispo Planning Commission relative to a new City Hall and recocmnendintr the purchase of Lots 2 & 4 and part of Lot 3, Block 19 for this purpose, and on motion of Ralph C. Kennedy, seconded by Clyde T. 0117an the matter was referred to the Commissioner of Supplies for investigation and report with instructions to obtain an option on the property. Communication from M. A. Fitzgerald, City Attorney, submitted his resignation as City Attorney; same was ordered received and filed on motion of Ralph 0. Kennedy; seconded by Clyde T. O'Nan. Communication from Fire Chief W. L. Payton, relative to submitting his resignation as Fire Chief and asking for position as electrician with the city was held over for discussion at the next meeting on motion of Ralph C. Kimball Re: applying for position as Fire Chief was ordered received and filed on motion of Joseph Leary, seconded by Clyde T. 01b ?an. Claims against the City for the month of February 1945 were ordered paid subject to the approval of the heads of the respective departments and the Liayor. The request of the Union Oil Co. astiing the City of San Luis Obispo to assign or loan one of the O.C.D. pumper units for their use on the docks at Avila was denied and Com- missioner of Supplies was instructed to contact the Government regarding the outright purchase of this equipment. The petition presented by J. Bardin requesting the consent to' increase bus fares 70 to 10¢ in the City of San Luis Obispo was referred to the Commissioner of upplies for investigation and report, and report to include a report from City Auditor sed on the Bus Line Co. audit, on motion of Joseph Leary, seconded by Clyde T. O'Nan. Communication from the Naval Aid Auxiliary of Hollywood, Re: permission to show a exhibit ( license exempt) for 2 days on Carden St. facing HiEue ra St. was granted on tion of Joseph Leary, seconded by Clyde T. Bearg and Earl Hansen, County Health Officers, appeared 3660' before the City Council., pointing out cases where full time City Health Inspector is needed for the welfare of the City. They also stated the Sewage Plant was almost totally ineffective because great quantities of cleaning fluid have been emptied into the city sewers causing a hazard to public health. It was brought out that an Inspector would be able to kee track of the disposals of industrial wastes, and other vital work of an inspector -- would be inspection of-restaurants. The Council recommended that the Health Dept. check on available and qualified men for the :position and report their findings to the Council as soon as possible. The application of August M. bIelim for 118 ft of curbing and gutter on the Northwest side of Pu=t. View 6t. between Chorro and No. Broad St. was granted on motion pf R. P. Howell, seconded by Ralph C. Kennedy; work to be done under the supervision of the City Engineering Department. The application of F. C. Kimball for sidewalk was again held over. Com,_:unication from the Shore Lire Planning Commission Re: acquiring Beach Lands for Park purposes was referred to the City Attorney with instructions to prepare Resoluti endorsing plan, on motion of Ralph C. Kennedy, seconded by R. P. Howell; Joseph Leary voting "No". The Garbage Franchise renewal was again held over. On motion of Joseph Leary, seconded by Ralph C. Kennedy, the Mayor was authorized Ito sign contract between the City of San Luis Obispo and Coates and.Herfurth, Consulting (Actuaries to determine the cost of joining the State Employees Retirement System, The City Attorney presented for study, copies of proposed ordinance covering (Park, Playground and recreation Commission. On motion of Ralph C. Kennedy, seconded by Clyde T. O'Nan the meeting adjourned to Monday, March 12th, 1945 at 7:30 P. MI. upon the following vote: Ayes: R. P. Howell, Ralph C.
