Kennedy, F. C. Kimball, Joseph Leary, Clyde T. O'Nan Absent: None The minutes of !::arch 5th and I;iarch 12th were read and approved as read. Con:_unications from the Coordinating Council requesting the City Council to ta_ -e favorable action on proposed Ordinance as presented %jus read to the Council; about Coordinating 50 members of the /Council were also present,- Win. C. O'Donnell acting. as spokesman for the Coordinating Council declared that the initial step toward such a commission was ta_:en with overwhelming approval of the townspeople in 1941. --".fter much discussion the iviayor and Council declared their intention to study the Ordinance and to make any necessary revisions at the next meeting and action would probably be taken within 30 days. The communication was ordered received and filed on motion of R. P. Hoviell, seconded by Joseph Leary. The following building permits were granted.on motion of R. P. Howell, seconded by Clyde !'. O'Nan: George Freitas - To raze bldg. Lot 18, Block 63 Isission Orchard Fitzgerald 7state - Repair and remodel existing bldg. Blk. 17, Cost ti 400.00 Lamm Estate - To install ❑artitions and shelving; Part of Lots 5 & 6, Block 86, Hission Vineyard Tract, Cost 50C.00 :.::.Rose - :.ddn. of room to existing residence- Lot 91 B1k 872' Mission Vineyard Tract Cost 500.00 The application filed by H. Wills & E. Rude for steel and corrugated iron bldg. un E1ock 29 at aa cost of ;'2000 was referred to the Commissioner of Public Works, with power to act, on motion of Ralph C. I= ennedv seconued by R. P. How ell. The application filed by the Southern Counties Gas Co. to do certain repair and service work in various locutions was granted on motion of R. P. Howell, seconded by Ralph C. i.ennedy. The petition filed by Robert L. Cate for permit to excavate across sidewalk area to install drain from Lot 24, Block 11, 1eills Addn. was referred to the Commissioner of Public Works, with power to act, on ,•.:,otion of Ralph C. Kennedy, seconded by Clyde T. O'Nan. The petition filed by Cline's Electric for permit to hang neon sign for City Pharmacy at 858 Higuera Street was referred to the Commissioner of Public Health & Safety with power to act, on motion of Clyde T. O'Nan, seconded by Ralph C. Kennedy. The following applications for contractor's licenses were received and on motion of Ralph C. = :ennedy, seconded by R. P. Howell, the Bonds were approved, sureties accepted and registration granted: W. P. Fuller & Co - Class '}F" Contractor- Installation of glass products- Fee •$10.00 ;r F. Davis - Claas "E" Contractor - Electric Contractor - " 15.00 The isierchandising Bond of Hilda Sprague and .;alter Sprague in the amount of 200 with the Sun Indemnity Co. as surety was received and on motion of Ralph C. Kenned3 seconded by Clyde T. O'Nan, the surety was accepted, bond approved and license ordered issued, also, the application for Cigars Sideline license was granted. The application of Theo. M: 11aino to install an 8 ft. sidewalk door on the east side of Diorro Street between Higuera and hionterey Streets was referred to the Commissioner of Public Health & Safety for investigation and report on motion of Ralph C. Kennedy, seconded by R. P. Howell. "Permission was granted Vim. 0. Hall to remove tree from parkway at 1436 Essex Street.on motion of R. P. Howell, seconded by Ralph C. Wills asking permission to ramp for driveway on the Southside of Higuera Street betveen S ;. ;nta Rosa and Osos Streets between Santa Rosa and Osos Streets was referred to the Commissioner of Public Works, with power to act, on motion of Ralph C. Kennedy, seconded by Clyde T. 'Nan, together with letter from H. J. Wills applying for License to operate Steam Cleaning Plant ( Auto Laundry) at the above location. The Council appointed the Commissioner of Public Health and Safety to inspect the side; ^rr -lk doors of the Toaver B1d,, ;. at 848 Higueru St. as to being dangerous in wet weather. The following notifications from the State Board of Equalization were ordered received and filed on motion of Joseph Leary, seconded by R. P. Ilm-,jell: Transfer of "Off Sale Distilled Spirits ( from :�lbert A. Bay & Ed Greenall Off Sale Beer and aline ( for 1%.Iarsh & Broad Streets to A. A. Bay and Ed Greenall, dba Bay's Liquor Store, 728 Itiiarsh St. "Off Sale Beer and Wine" License for Alice Witcosky, Frank & Fred Witcosky, dba 101itcosky Co." at Higuera and Broad Streets. "Off Sale Beer and :line" License for Alice, Frank & Fred '4itcosky, dba "Bays Market" at 1;?arsh and Broad Streets "On Sale Beer" License for Lrs. Ceferina Ramil at 891 Palm St. On motion of Clyde T. O'Nan, seconded by Joseph Leary, the transfer of the license of the Texaco Service Station at 311 Higuera St. from 11i4e Sime to Emil Neustrom was granted. The petition.received from the Assembly of God Church requesting permission to erect signs was referred to the Co_missioner of Public Health & Safety for investigation and report on motion.of R. P. Howell, seconded by.Joseph Leary. Communication from Harry Y. Jenks Re: Inspection trip recently made of City Sewage 'forks and outlining certain changes and engineering features was referred to the Com- missioner of Public `.-Yorks for study on motion of Clyde T. O'Nan, seconded by Joseph Leary. Communication from the State of California, Dept. of Finance, Re: The City of San Luis Obispo accepting.delivery of O...C. D. Pumper to be assigned to the Union Oil Co. The City Clerk was instructed to write the State Property Officer regarding the city's responsibility in case of danger or loss of the equipment. Communication from Vim L. Payton Re: Requesting permission to continue.as employee as electrician and general maintenance man, same was ordered received and filed on motion of Ralph C. Kennedy, seconded by Joseph Leary, City Clerk's report for the month of Feb. 1945 was ordered filed. Communication from Dr. Philip A. Bearg, Health Office, recommending Chas. E. Graves for the position of City Sanitary Inspector was read and on motion of R. P.Howell, seconded by Ralph C. Kennedy, Commissioner Leary was authorized to hire Mr. Graves for the position at a base nay of $160.00 per month as of Aprzl 1, 1945. On motion of Joseph Leary, seconded by R. P. Howell, James i'daldemeier was appointed Fire Chief as of March 16th, 1945. The report of the Proposed Post liar Public ' ;'corks Project as amended, and submitted by City Engineer, Kenneth Beck, was ordered received and filed. On motion of R. P.
