City Hall, Monday, May 21, 1945 - 7:30 P.M.
The City Council met in 44� sion' - Mayor Ralph C.'Kennedy presiding.
Present: G.W.Baker, R. P.Hoviell, Ralph C. Kennedy, Clyde T. O'Nan
Absent: None
The minutes of Llay 16th, 1945 were read and approved as read.
On motion of G. 'J-Bakers seconded by Clyde T. O'Nan, Fred L. Gist was
nominated and appointed for the office of Councilman to fill the unexpired term of Ralph
C. Kennedy, upon the following roll call vote:
Ayes: G. 'S. Baker, R. P. Howell, Ralph C. Kennedy, Clyde T. O'Nan
Noes: None
Absent: None
by the Layor.
Mr. Gist was administered the Oath of Office by the City Clerk.
The Official Bond of Fred L. Gist as Councilman was presented and approved
The Council now proceeded to organize as a new Council as of Liay, 21st, 1945,
For Commissioner of Public Works: R.P.Howell was placed in nomination by
Clyde T. O'Nan, seconded by G.i4.Baker and elected as such, upon the following vote:
Ayes: G.':'J.Baker, Fred L. Gist, R.P.Howell, Ralph C.Kennedy, Clyde T. U'Nan
Noes: None
Absent: None
For Commissioner of Public Health and Safety: Clyde T. O'Nan was placed
in nomination by R. P. Howell, seconded by G. W. Baker, and elected as such, upon the
following vote:
Ayes: G. 17. Baker, Fred L. Gist, R. P. Howell, Ralph C. Kennedy, Clyde T. O'Nan
Noes: None
Absent: None
For Commissioner of Supplies:. G. F1. Baker was placed in nomination by Clyde
T. 0 'Nan, seconded by R: P. Howell, and elected as such, upon the following roll call vo

For Commissioner of Finance: Fred L. Gust was placed in nomination by R. P.
Howell, seconded by Clyde T. O'Nan, and elected as such, upon the following roll call vote

The Official Bond of George L. Andre, City Attorney, was presented and on
motion of R. P. Howell, seconded by G. W. Baker, the bond was approved by the Council.
It was moved by R. P. Howell, seconded by Clyde T. O'Nan that the appointment of George
L. Andre be reafirmed at this time.
The following building permits were granted on motion of R. P. Howell,
seconded by Clyde T. O'Nan:

The application for transfer of license for Lodging house from Lucille Poe to
Anna K. Hansen at 676 Monterey St. was referred to Commissioner of Public Health and
Safety for investigation and report on motion of R. P. Howell, seconded by G.W.Baker.
On motion of R. P. Howell, seconded by G X. Baker, it was ordered that the motion
passed on May 16th, 1945 adopting Plans and Specifications covering Improvements on State
Highway Route No. 2 and 56 and instructing the City Clerk to call for bids be rescinded
entirely.
Communication from Kenneth Beck, Re: Plans and Specifications on Highway
Improvements of State Highway Routes No. 2 and 56 and enclosing copy of preliminary
report and estimate of cost of said improvements was read to the Council and on motion of
R. P. Howell, seconded by Clyde-T. O'Nan, the Mayor and City Clerk were authorized to
sign project statement when presented by the Divisi♦)n of Highways and approved by the City
Engineer.
Resolution No. 742 (New Series) - A Resolution Determining the General
Prevailing Rate of Per Diem �'lages was passed and adopted on motion of R. P. Howell, second
by G. W. Baker upon the following roll call vote:
Ayes: G. W. Baker, Fred L. Gist, R. P. Howell, Ralph C.. Kennedy, Clyde T. O'Nan
Noes: None
Absent: None
It was moved by R. P. Howell, seconded by Clyde T. O'Nan that Plans and
Specifications covering Improvement of State Highway Routes No. 2 and 56 be adopted.
The following applications for Contractor's Licenses were received and on motion
of R. P. Howell, seconded by G.W. Baker, the bonds wereapproved, sureties accepted and
registration granted:

Communication from Wm. C. O'Donnell asking the City Council to meet with Mr.
Cecil George of the Federal Security Agency. The Council agreed to meet informal,
Tuesday evening at 8 P. M. May 22nd at the Council.Chambers, and the Clerk was instructed
to.inform Mr. O'Donnell and. ask Mr. Miles Fitzgerald to be present.
The transfer of license of the Meat Dept. of'Baker & Roberts to Frank Yeary
at 839 Marsh St. was granted on motion of R. P. Howell, seconded by Clyde T. O'Nan,
The following petitions were granted on motion of R. P. Howell, seconded by
Clyde T. O'Nan; work to be done under the supervision of the City Engineering Dept.
and existing ordinance:.-
Petition of Clines Electric to change location of Neon Sign at Marsh and Osos
Streets for the Shell Oil Co.
Petition of Clines Electric to install Neon Sign for Associated Oil Co.
at Marsh and Higuera Streets.
Communication from L. N. Curtis & Sons Re: Purchase of resuscitator was
referred to the new Commissioner of Supplies, G. W. Baker, for investigation and report.
Mr. George E. Stephens, Director of County Public Housing Authority appeared
before the Council and presented an application for allotment of funds for post -war
low Rent Public Housin.c, and on motion of Clyde T. O'Nan secconded by G. W, Baker it
