O'Nan the City Clerk was instructed to refer them and the original petitions to the Planning Commission for their consideration and report to the Council, together with extracts of the Public Hearing Meeting held on April 29th, 19460 The following property owners in the neighborhood of Beebee and High Streets presented claims against the City for damages to the property located in this district, when sewer waters backed up and overflowed into the houses; the following claims were ordered paid when properly presented and a complete waiver is signed by the parties, lieving the city of all future damages: rank and Anna Sorenson, 239 Beebee St. claim, $ 84.91 . O'Nan Absent: None Communication from the Fiesta De Las Flores Assn, requesting permission of the City Council to do the following: Jl) permission to decorate the City streets with overhead street banners; 2) permission to place the Nash Car at various places throughout the city (3) permission for parade on Saturday morning June 1st, at 10:00 A.M. (4) permission is requested to hang 2 - 20ft. canvas banners to be placed at the intersections of Santa Rosa and Monterey Streets. (5) permission for placing of the Hoosegow, to be operated in connection with the Fiesta at various places throughout the city, with caution to be used that such hoosegow will not be placed in yellow, red or green zones, rhe above request was granted on motion of Clyde T. O'Nan, seconded by R. P. Howell. Communication from the Lions Club asking permission to hold a dance at the ssion Gym. Saturday hight, May 18, 1946 was granted on motion of Clyde T. O'Nan, seconded G. W. Baker. Permission was granted Dodge Greater Shows to operate a sound truck on the ity Streets each afternoon during the period from May 14th to 19th inclusive. Communication from Franscioni and Davis asking permission to install butane-- ice as outlined in their letter; This batter was referred to the Commissioner of Publi4 alth and Safety for investigation and report. 1 1 1 1 1 1 Communication from the Library Board submitting estimated cost for 477 repairs to the building in the amount of $1456.00 was referred to the Commissioner of Finance, F.L.Gist, for report back to the Council. Communication received from G. I. Beckwith requesting installation of a storm drain at the northeast corner of the intersection of Branch and Beebee Streets, also request renewal andzenlarged sewer line from manhole at the intersection of Branch and Beebee Streets to main sewer line on So�:th Street, together with communication from Mary H. Greenwell and Janice E. Harrison making the same request, were referred to the Com- missioner of Public Works for investigation and report. A communication was received from Leonard Lenger, submitting his resignation of Assistant City Engineer, and releasing the city for previous arrangements made for employment by the War Emergency Act. was ordered received and filed. Communication from G. H. Hamlin, submitting application for position as Asst. Engineer was presented to the Council and on motion of R. P. Howell, . seconded by G. 71. Baker, the application was referred to Mr. Kenneth Beck for investigation and report The Bond of William J. Carberry for Police Captain in the amount of $1000 with the United States Fidelity and Guaranty Co. as surety was accepted and approved by Mayor and the Council. Inspector It It 't " it Report of City Treasurer for the month of Larch, 1946 The warrant for the Gamewell Co. in the amount of $3015.96 on the Public Improvement and Betterment Fund, as per bid submitted, the work was approved and accepted and the City Clerk was instructed to allow payment of the claim and to refund certified check posted at the time the bid was presented,as was also the claim of the Treasurer of the United States in the amount of $100 on the Water Fund for Fire protection patrolling San Luis Obispo watershed, and claim of Walter Buck in the amount of $60.71 on the Sewer Fund, for cleaning sewer on the corner of Chorro and Pismo Streets. The claim for.partial payment on Agreement with Vim. Decker Holdredge and H. B. Douglas, architects, in payment for preparing plans and specifications on the Park Vlar Memorial in the amount of $369.60 was held up for payment at this time. The application of Ezra Sullivan for Class "D" Contractor's license was referred to the Commissioner of Finance; with power to act. Permission was granted to the W. 0. W. Lodge #81 to hold a dance for one day in the Mission Grounds and Gym. on May 12th, 1946 from 1 P. M. until midnight, on motion of R. P. Howell, seconded by G. W. Baker. Communication and protest from J. J. Jordan, Supt. of Coast Division, of the Southern Pacific R. R. Co. together with map sh -owing the Southern Pacific right of way through the City of San Luis Obispo, requesting the area shown on map to be changed from residential to industrial classification; after discussion it was referred, together with map, to the Planning Commission for their consideration. Petition was presented by the Monday Club asking the city to pave Andrews Street which begins at Monterey St. and extends in a SEly direction towards San Luis Creek was referred to the Commissioner of Public Works for investigation and report. Mr. Tony Machado appeared before the Council requesting that a survey be made to establish the correct property line along his property onHigh St. and on motion of Clyde T. OtNan, seconded by G. W. Baker, the matter was referred to the Commissioner of Public Works, R.P.Howell, for investigation and report. Re: city water meters Petition filed by Walter Roselip to install sewer line The following petitions were granted on motion of Clyde T. O'Nan, seconded by R. P. Howell: Petition filed by Clines Electric to install neon sign at 1040,Chorro St. " " " " " " " at 676 Higuera St,, at South Higuera St. ( owned by Pacific Brewing Co. San Jose) Petition filed by Joe L. Green to install sign at 750 Mill St. Permission was granted the Clyde Beatty Circus to hold circus and sideshow on afternoon and evening of May 17th at Exposition Par!., on motion of Clyde T.U'Nan, seconded by R. P. Howell. The following transfers were ordered granted on motion of Clyde T. O'Nan, seconded by G. W. Baker: Transfer of Bays Market ( i'litcosky Co.) at 700 Marsh St. to �h�.E.Sears, dba Sears Market " of E1 Camino Snack Bar at 1115 Santa Rosa St. from John Barnett Redd, Jr. to Elmer E. Thornton. Transfer of Estrellita Club from Albert Raya to Herbert Cohen at 964 Monterey St. Communication from Joe Green submitting contract for maintenance to two neon signs on Highway ,#101 was ordered received and filed on motion of G.W.Baker, seconded by R. P. Howell, The Merchandising Bond of Harvey S. Matheny in the amount of $200 with Hugh L. Taff, Gus Howie, Melvin Walker as security, and bond of Joseph W.Plummer in the amount of $200 with the U.S.Fidelity and Guaranty Co. as surety -pere received and on motion of F.L.Gist, seconded by G. W. Baker, the surety was accepted, bonds approved and licenses ordered issued. On motion of R.P.Howell, seconded by G. W.Baker, the Mayor and City Clerk was authorized to sign an agreement between Chris Anholm and the City of San Luis Obispo covering the construction of water mains in the Anholm Tract. The City Clerk was instructed to write the Park, Recreation and Playground' Commission requesting full report on the Commission's attitude on the Park War Memorial Shaft and wading pool, On motion of R.P.Howell, seconded by G.
