Present: G.l.Baker, F.L.Gist, R.P.Howell, Ralph C. Kennedy, Kline Williams Absent: None The minutes of Nov. 4th and Special meetings of Nov. 6th and 12th, 1946 were read and approved as read. This being the date fixed by the Council as per minute order of Oct. 21st, 1946 for receiving bids on the Municipal Works Sewage-Addition, the following is a list of all bids received which were publicly opened and read: 1 - Hoagland- Findlay, Long Beach, Calif. Amt. of Bid, $ 479319.00 2 - Ke -Ston Cont. Co. " " " " " 539680.00 3 - 0. R. Ochs & Son.- San Luis Obispo, Calif. 37;980.00 On motion of G.IAV.Baker, seconded by F.L.Gist the contract was awarded to O.R.Ochs & Son in the amount of 6337,980.00, and the Mavor was authorized to signeontract agreement in behalf of the City of San Luis Obispo. Motion carried. The petition filed by 4itcosky Co. asking permission to connect the new slaughter house with the City sewer system outside the city limits; this matter was given careful study by the Council, on certain recommendations of Harry Jenks, Consulting Sanitary Engineer, the matter was referred to the Commissioner of Public Works, with power to act, on motion of R.B. Howell, secondedby F.L.Gist. The application filed by Fred Comer for a Restaurant and Cigars Sideline license at 412 Higuera St. dba "Polly Cafe" was referred to the Commissioner of Public Health and Safety, on motion of R.P.Howell, seconded by G. W. Baker. The transfer of license of one -half interest of 0. E. Meyer conducting a service station at 205 Higuera St. to R. L.Willett was granted on motion of F.L.Gist, seconded by Kline 'liiliams. Communication from A. L. Ferrini asking permission for removing a stock corral and chute (loading) built at his own expense on the Laguna property at the ex- piration of his lease; permission was granted by the Council to remove same at the ex- piration of his lease on motion of R. P. Howell, seconded by F.L. Gist. The following communications were ordered received and filed: Comm. from Santa blaria Valley Sportsman•s Assn. Re: Salinas Reservoir " from San Luis Obispo Grange No. 639 Re: inviting members of the Council to attend the Dedication of their hall on December 7th, 1946. Comm. from the San Luis Obispo Chamber of Commerce requesting donation of $25.00 from the City for "Xmas tree decoration fund" Comm. from San Luis Obispo County Bar Assn. by Charles K. Buck, Secy., asking the Council to consider appointing an experienced lawyer in filling the position of Police Judge for the City of San Luis Obispo. Comm. from C. E. Ledbetter, Lt. Col. Calif. National Guard, Camp San Luis Obispo Re: City Council go on record indorsing the organization of the Calif. National Guard at Camp San Luis Obispo. The following reports were ordered received and filed:r Report of the Building Inspector for the month of Oct. 1946 City Clerk for the month of " it " City Treasurer for the month of " " Communication from Joe Luis requesting the City to do some road work on Montalban St. between Santa Rosa and Toro Streets; this ipa tter was referred to the Com- missioner of Public Works, and communication was ordered received and filed. Communication from Vim. D. Holdredge requesting a refund of $21.00 being the cost of the building permit filed Sept. 28, 1946; he stated he would be unable to con- tinue with his original intention of building at this time; on motion of G.7117.Baker, seconded by F.L.Gist, the City Clerk was instructed to refund' the amount of 921-00 to Mr. Holdredge as requested. °5 2 Communication received from Mr. and Lirs. Ted Id. James inquiring about the Santa Rosa St. Housing Units; this communication was referred to the County Housing Authority with the suggestion that they give the communication due consideration. Re: Communication from Standard Oil Co. requesting permission to install a steel pole in the sidewalk area at 1011 Chorro St. wa-.!s.denied on mbtion of Kline Williams, seconded by G.W.Baker. Re: Fleet insurance for City of San Luis Obispo: On motion of F. L. Gist, seconded by R.P.Howell, it was ordered that the bid of Maurice Fitzgerald, policy to be written by Pacific Indemnity Co., through Swett & Crawford General Agents, San Francisco, in the amount of •.489.76 be accepted. Motion carried. Communication from `,Vm. Kalechman, together with Sales Agreement and map showing the location of the springs and property referred to in the Goldtree Tract was ordered received end filed on motion of G.lP1.Baker, seconded byKline 'ailliams. It was moved by R. P. Howell, seconded by G. `d.Baker that the $15.00 deposited by Lee Johnson for rental of pasture land around the upper reservoir be accepted. On motion of G.W.Baker, seconded by Kline ';lilliams, the Commissioner of Public 1Vorks, R.P. Howell, was authorized by the Council to run a sewer line alonz Beebee St. to take care of flood waters in this district at an estimated cost not to exceed $2000. Commissioner R. P. Howell stated the City Street Department is planning "City Clean -Up week" starting Ivionday, Dec. 21nd, 1946. Ordinance No. 276 (Ne,,j aeries) - An Ordinance of the City of Sun Luis Obispo imposing. a license tax for the privilege of selling tangible personal property at retail, providing for permits to retailers, providing for the collecting and paying of such tax, and prescribing penalties for violations of the provisions hereof was passed to print on motion of G.IV.Baker, seconded by Kline Williams upon the following roll call vote: ..yes: G.�` %Baker, R.P.Howell, Ralph C. Gist atr.sent: None Irnest Vollmer, acting as spokesman_ for a groap of business Liien and property o,,:m ers on lower Higuera St. appeared before the Council and at this time suggested that the Council pass a resolution supporting the resolution adopted by the Board of Super- visors, protesting against re- routing of the freeway throu h the city of San Luis Obispo. after much discussion the City Clerk was instructed to write T. G. McCoy, State Highway ineer, stating that the City Council would oppose the proposed location of the free- way along the city property known as "The Server Farm" because of the detrimental effect to the present plant and excessive cost of replacing damage done to the said site, on motion of F.L.Gist, seconded by Kline Williams ui;on the following roll call vote: w Ayes: G.��1.Faker, F.L.Gist, R.P.Hoe11, Ralph C.
