Kennedy, Kline Williams Absent: G. W. Baker The minutes of Feb. 3rd and Feb. 10th, 1947 were read and approved as read The application of Darrol Gray Davison for Dance Hall License at Recreati Center was referred to the Commissioner of Public Health and Safety for investigation and report on motion of R.P.Holriell, seconded by 1. L.Gist. The Merchandising Bond of DiaiAond & Hartzell Lens Co. in the amount of x:200 with the United States Fidelity and Guaranty Co. as surety, received and on motion of F. L. Gist, seconded by R.P.Howell, the surety was accepted, bond ac.proved and license ordered issued. The application for transfer of city license from Gray Cab ( one -half interest) to Raymond J. Lunea was referred to the Coi::missioner of Public Health and Safety ' for investigation and report. The transfer of the Signal Service Station license from Jess H. Aikens to Randol A `.lard was granted on motion of Kline Williams, seconded by R.P.Howell. hTotifications received from the State Board of Ecualization for transfer of the following licenses: "Uri Sale General" from Al Calkins w Roy Powell to Allen Calkins & Arthur H.Clark dba Tovaer Cafe "Off Sale Beer and Wine" from Carl R. Ivortenseon & Jos. F.Sobeck to Carl R. Mortensen at 998 Higuera St. Petition was presented by G. H. Shadinger.et al requesting charter amendment to appear on the April Ballot and suggesting, (1) Salary of Mayor to be not less than '`125.00 per month to $150.00; (2) Salaries of Councilman not less than :75.00 to y ?100; (3) Term of Mayor to run four years. ' Motion was made by Iviayor Kennedy, suggesting the salary of the eiayor to be '9125.00 per --onth and the salary of the Councilman be X100 per month, but died for lack of a second. R. P. Howell then moved that the salary for Mayor be $100 per month and salary for Councilman be ;75.00 per month. .1iotion died for lack of a second. On motion of R. P. Howell, seconded by Kline Williams, the petition was ordered received and filed. Communication from i^lm. A. Nelson acting as Agent for the Andrews properties, recuesting the Council to withdraw permit issued to B & R Taxi for taxi zone on Osos St. alongside of the Horse 'Shoe Inn was presented to the Council and was referred to the Commissioner of Public Health and Safety for investigation and report. Communication from J. T. Arsenio, Chairman, Red Cross Fund Drive, request- ing permission to put up banners at the corner of Chorro and Higuera Streets during the drive period was presented to the Council and on motion Kline Williams, seconded by F.L.Gi t permission was granted. Co:imunicationfrom Park Playground and Recreation Comiliission stating the Commission has accepted the resignation of Roy Benz, Director of Recreation as of Larch it 1947 jas presented to the Council and on motion of R. P. Howell, seconded by Kline ailliams, it was ordered the resignation be accepted, by the Council. Claim filed by M. Sebaatian on the Park,Fund, in the amount of $IeO.00 for labor at the Recreation Center Bldg. was referred to the Commissioner of Finance. Claim filed by Paul L. Gifford on the Public Safety Fund in the amount of ',41.48 for damage - cost of - enairs to gun and holsterand clothing, caused by accident while on duty on May 23, 1946 : ^aas ordered paid on motion of Lline 'ivlilliams, seconded by F.L. Gist. L I� u 1 1 On motion of F.L.Gist, secondedby Kline Williams, the City Clerk was in- strutted to cover the three Police cars with special Fire and Theft Insurance policy to be written through Bachino and Stockird General Insurance Brokers. The application of Imperial Exposition Shows Inc. for Carnival at Exposition Park from Idarch 24th to 30th inclusive was denied on account of location, on motion of Kline ?'Jilliams, seconded by R.P. Howell. The application for transfer of license from Rose Marie Cobb to Frederick and Lois Ellis, dba Ellis Fremont Grocery was held over. RESOLUTION NO. 781 (New aeries) - A Resolution of the City Council of the City of San.Luis Obispo proposing an Amendment to Section 122 of the Charter of the City of San Luis Obispo and providing for the submission of such ximendment to the Qualified Electors of said City for adoption and ratification at the General iviunicioal Election to be held ;;n the 7th day of April, 1947 was introduced and adopted onmotion of F.L. Gist, seconded by Kline upon the following roll call vote: Ayes: F.L.Gist, Ralph C. Kennedy, Kline Williams Noes: R. P. Howell Absent: G. '+iJ. Baker RESOLUTION NO. 782 (New Series) - A Resolution of the City Council of the City of San Luis Obispo proposing an Amendment to section 61 of the Charter of the City of San Luis Obispo and providing for the submission of such Amendment to the qualified Electors of said City for adoption and ratification at the General Luncioal-Electic;n to be held on the 7th day of April, 1947 was adopted oh motion of F.L.Gist, seconded by R.P.Howell upon the following roll call vote: Ayes: F. L. Gist, R. P. Howell, Ralph C. Kennedy, Kline filliams Noes: None Absent: G.'.-J. Baker RESOLM ION NO. 783 (New Series) - A Resolution of the City Council of the City of San Luis Obispo proposing an Amendment to 3 of 3' an Luis Obispo and providing for the submission Electors of said city for adoption and ratification to be held on the 7th day of April, 1947 was passed seconded by F. Kennedy, Kline Noes: None Absent: G.lI.Baker. -Iction 72 of the Charter of the City of such Amendment to the Qualified at the General lv- uncipal Election and adopted on motion of R.P.Ho%,jell, vote: Wi11iams RESOLUTION No.784 (New Series) - A Resolution providing for the Execution of an Agreement between the City of San Luis Obispo and the Federal Y:gency of the Unite States of America relating to the Advancement by the latter to the City of the additional sum of $3850.00 for plan construction for a new City Hall was passed and adopted on motion Of R. P.Haijell, seconded by F.L.Gist upon the following roll call vote: Ayes: F.L.Gist, R.P.Howell, Ralph C. Kennedy, Kline ';?illiams Noes: None kbsent: G. W. Baker RESOLUTIC NO. 785 (New Series) - A Resolution authorizing the City Council to enter into a contract with the Board of :_dministration of the California State Employees Retirement System was introduced and adopted on motion of Kline Williams, seconded by F. Baker 7 4 Communication from the City Attorney Re: opinion on Contractors and lizster Plumbers bonds was ordered received and filed on motion of R.P.Howell, seconded by Kline ';Jilliams. Commissioner G. W. .Baker.; appeared at the meetingat this time. Ordinance No. 283 (New Series) - An Ordinance providing for the execution of an Agreement between the United States of America and the _City of San Luis Obispo relating to the Lease, with option to purchase, of war public works recreation facilities was finally passed on motion of Iiline ':'eilliams, seconded by F.L.Gist upon the following roll call vote: Ryes: G. 'W. Baker, F.L.Gist, Ralph C. Kennedy, Kline V-jilliams I1'.oes: R.P.Howell Absent: None Petition of Southwest Airways Co. was ordered received and filed on motion of Ralph C.Kernedy, seconded by F.L.Gist. The !- 'ayor, with consent of the Council, instructed the City r.ttorney to bring Resolution establishing additional duties of the Commissioner of Finance. Permission was granted to the Assembly of God Church to conduct street meetings, on motion of Kline ":�illiams, seconded by R.P.Howell. It was moved by R.P.Howell, seconded by G.'P.T.Baker, that the Commissioner of Public Health and Safety have proper lights installed in the City Parking Lot. On motion of Kline Williams, seconded by G. 'JJ. Baker, the City Attorney was _.I"-instructed to prepare Resolution authorizing Boulevard Stops at several locations; Eill and Broad .streets 1: <unoz and Johnson Ave. On motion of Kline 71illiams, seconded by G. W. Bp.ker, the City Clerk was instructed to advertise forBids at Public Auction to sell one Four Door Ford Sedan,- said bids to be submLtted up to 7:30 o'clock P.L. on karch 3, 19471 at which time they will be publicly opened and read.
