HomeMy WebLinkAbout09/15/1947I City Hall, Monday September 15, 1947 - 7:30 P.M. The City Council met in regular session; ,Mayor Timothy I. O'Reilly presiding. Present: Wm. 0. Hall, R.P. Howell, Timothy I. O'Reilly, Kline Williams Absent: G. W. Baker The minutes of the previous meetings were approved. The Public Hearing on the "Land Use Plan" Ordinance was held at this time as per advertised notice published in the Telegram- Tribune September 3rd and 4th, 1947. Communication from M. A. Fitzgerald, Attorney for the Golden State Co. Ltd. requesting the City Council to'change the proposed Zoning Ordinance so as to include Creameries among the permitted uses in District C -2. Mr. Fitzgerald also appeared in person and cited other sections of the Ordinance that would limit the expansion of es- tablished businesses in the district, stating the proposed ordinance provides for only 15% of the total floor space for this purpose. Mr. Fred L. Gist suggested the Ordinance should prohibit rather than include certain businesses in the Zoning of C -2 District. Ivir. Frank Cheda also appeared on behalf of ,s igners in his district and re- quested the rezoning of the District-on account -of the new Free -way. - The Council-decided to continue the hearing to September 19, 1947 at 7:30 P.M. before passing the Ordinance to print. The following applications for transfer of city licenses were granted on motion of Wm. 0. Hall, seconded by R. P.Howell: Transfer of Auto Paint Shop from Ray 3pink to B.J. Garrett at 1365 Monterey at. " of Wickenden's from Raw Wickenden and John R.Jones to Timely Store, Inc. " of Associated Station ( Broerman & McComb) to Jack W.Sharp at 1108 Monterey St. The following applications for Contractor's Licenses were received and on motion of Wm. C. Hall, seconded by R.P.Howell, the bonds were approved and sureties accepted and registration granted: Paso Robles Glass Co. - Class "E" - ( General Contractor) J.A. O'Kelly - " "F" Hauling Contractor Joe Green - " "E" Installation of Neon Signs The Bonds of Thor 0. Olson as Supt of Parks, written by United States Fidelity and Guaranty'Co. in the amount $2000, and bond of Evelyn L. Rothberg, as Deputy City Clerk, written by the United States Fidelity and Guar. Co. in the amount of '7500.00 were approved by the Mayer and Council. The Merchandising Bond of Coast Venetian Blind Co. by P. L. Armann & C. 0. McGowan, in the amount of'$200 with the United 6tates Fidelity and Guaranty Co. as surety was received and on motion of Wm. O.Hall, seconded by R.P. Howell, the surety was accepted bond approved and license ordered issued. Conmunication received from Kenneth -Beck submitting his resignation as City Engineer, effective November 1, 1947, and on motion of R.P. Howell, seconded by Wm. 0. Hall, it was moved, his resignation be accepted with regrets. Communication from Joe Green requesting the Council to revoke the City Contra License issued to the Coas t Neon-Co. of Paso Robles, due to the fact that they do not have a State License, was referred to the City Attorney and Building Inspector on motion of Wm. 0. Hall, seconded by R.P.Howell. The claims of Herbert & Margaret Viegis in the amount of $250.00 and of R. E. Christie in the amount of $210i for damages caused by the City Street Dept. to their property while oiling Walnut Street were referred to the City Attorney and Insurance Co. on motion of Wm. 0. An Ordinance amending Section 1 of 9� Ordinance No. 255 (New Series) entitled "An Ordinance licensing and Regulating the bus- iness of Conducting or operating Card Games or Card Tables and providing penalties for the violation thereof was introduced and passed to print on motion of Wm. Ordinance Providing for the acquisition of certain real property by the City 'of San Luis Obispo was introduced and passed to print on motion of�R. P. Howell, seconded by UVm. 0. Baker Ordinance No. 291 (New aeries) - .An Crdinance relating to Traffic and regulating the use of Public StrEets�in the City of San Luis Obispo, defining and pro- viding for the establishment of 'Parking Meter Zones; Regulating and controlling and pro- viding for inspection of the Parking of Vehicles therein by the use of parking meters; prescribing limits of time for parking in parking Teter zones; providing for the enforce- ment of this ordinance and providing penalties for the violation thereof was passed to print on motion of 4Vm. O'Reilly, Kline 1Vi11iams Noes: None Absent: G.W.Baker Resolution No. 823 (New aeries) - A Resolution concerning the Bonding of the City :;f San Luis Obispo for certain Municipal Improvements in� connection with its Municipal Water Supply system was passed and adopted on motion of R.P.Hosbell, seconded by UJm. O'Reilly, Kline Williams Noes: None Absent: Kline trYilliams Resolution No. 824 ( ?yew Series) - A Resolution concerning the Bonding of the City of San Luis Obispo for certain Municipa'1 Improvements in connection with its Municipal Sewage aystem was passed and adopted on motion of R.P.Howell, seconded by `PJm. 0. Ha11, and by common consent of the Council, the Building Inspector, aeth Kinney, was authorized to attend the Pacific Coast Building Officials Conference to be held at Grand Canyon, Ariz. the week of October 21st to 24th incl. and the City to re imburse him for hi's expenses.
