City Hall, Monday, January 19, 1948 - 7:30 P.M.
The City Council met in regular session; Mayor Timothy I. O'Reilly presiding.
Present: G.W.Baker,Wm. 0 Hall, R.P.Howell, Timothy I. O'Reilly, Kline Williams
Absent: None
The Minutes of January 5th, 1948 were approved.
Communication from the County Supt, of Schools suggesting the Council give
derious consideration to the possibility of constructing overpass or underpass at points
along the proposed freeway, was ordered received and filed on motion of Wm. 0. Hall,
seconded by G.W.Baker. ,
Communication from Maurice A.Cheda applying for position with the City as
Filltration Plant operators was referred to Commissioner of Public Works and the City
Engineer.
Communication from the Police and Firemen's Assn. asking permission to hold a
Dance on Fbbruary 14, 1948 at the Recreation Center Building. On motion of Kline
,
Williams, seconded by R.P.Howell, permission was granted.

Communication from Mission Auto Supply, Chas. M. Darling, 315 W.Fesler St.

Communication from Thor Olson Sutp. of Recreation Re: Appointment of Miss
Louise Marshall as Supervisor of Recreation at a salary of $1800.00 per annum as of
of Highways addressed to Mayor O'Reilly Re:
January 16, 1948 was referred to the Park, Playground and Recreation Commission for
their presentation on motion of G.W.Baker, seconded by Kline Williams.
Communication from Mervyn McEvoy submitting his resignation as fireman as of
January 15th, 1948 was accepted by the Council on motion of Kline Williams, seconded by
R.P.Howell, and that he be allowed one week vacation pay.
Communication from County Tax Collector requesting the Comcil to pass
Resolution consenting to cancel city taxes on all tax deeded property in the Caudill
Tract; same was referred to Commissioner of Finance on motion of Kline Williams, seconded
by R.P.Howell.
Petition filed by Walter F. Buck et al petitioning for a Boulevard Stop at
Pismo and Chorro Streets was referred to the Commissioner of Public Health and Safety
for study and report on motion of G.W.Baker, seconded by R.P.Howell.
A copy of communication addressed to Kline Williams from Dr. Swartout, County
Health Officer, Re: Salary of Sanitary Inspector was referred to the City Engineer for
full investigation and to report his recommendation to the Council, and the communication '
was ordered received and filed on motion of Kline Williams, seconded by Wm. 0. Hall, and
it was further ordered:.' that all health matters be referred to the City Engineer for reviei.

Council,
concurring to Street closures contingent upon construction of the grade separation at
Santa Rosa Street on motion of R.P.Howell, seconded by K1ine.Williams, the communication
was referred to the Mayor for reply.
The application of San Luis Obispo Motor Co. for Paint and Body Shop at 904
High Street was granted on motion of Kline Williams, seconded by G.W Baker.

The application of Gerald V.Allen dba Owl Cleans and Dyers and 2144 �J
Broad St. was referred to the Fire Chief. -
The application of FIA.Farris, dba Sury -Ur -Self Laundry at 183 Higuera
St. was granted on motion of Kline Williams, seconded by G.W.Baker.
The application of R.L. Kerr dba "Skateland" at 1400 Block Monterey St.
was referred to the City Engineer and Building Inspector on motion of G.W.Baker, seconded
by 14m. 0. Hall.
Application of Elmer Silacci for Operator's License for Peanut Vending
Machines was referred to Commissioner of Public Health and Safety for investigation and
report on motion of Wm. 0. Hall, seconded by G.14. Baker.
Application for transfer of License of Better Plumbing Co. at 1126 Chorro
St. from Allen I. Johnson to General F.Hudgen and John Bartlett dba Better Plumbing Co.
was granted on motion of G.W.Baker, seconded by Wm. 0. Hall.
The report of the City Clerk for the month of December, 1.47 was ordered
received and filed.
Communication from B. J..Epperly, Chief of Police, submitting his resig-
nation as Chief of Police as of January 19, 1948 and Communication from A.E.Roberts,
Asst. Chief of Police submitting his resignation as Asst. Chief as of January 19, 1948
were presented to the Council and on motion of Kline Williams, seconded by G.W.Baker, it
was ordered that the rbsignations be accepted and they be allowed additional 15 days pay.
On motion of Kline Williams, seconded by G.W.Baker, it was moved that
Ralph Files be appointed Acting Chief of Police and R.E.Heidorn be appointed as Acting
Asst. Chief of Police as of 12:01 A.M. January 20,1948 - Salary to be same as Chief
and Asst. Chief rate.
Communication from San Luis Obispo Theatres Inc. confirming their Agreement
granting the City permission to rent real property conveyed by deed dated December 14, 1945
to the City was presented to the Council, and on motion of G.W. Baker, seconded by Wm. 0.
Hall the following Resolution was adopted:
Resolution No. 829 (New Series) - A Resolution accenting the offer of
Maino Construction Company to rent on a temporary basis for storage of materials the
northwest portion of the city's property located between Palm and Mill Streets and adjacent
to Osos Street was passed and adopted on motion of G.W.Baker, seconded by Wm. 0. Hall

Communication from Division of Highways petitioning for cancellation of City
Taxes on certain Real Property described in Deed from Julius J.Sieff and Ethel Sieff to the
State of California dated Oct. 8, 1947 and recorded Nov. 19, 1947 in Book 461 of Official
Records at Page 224 was presented to the Council and on motion of Wm. 0. Hall, seconded by
R.P.Howell it was ordered the City Clerk be authorized. to cancel all taxes on the above
described property.

Communication from Maino and Madonna requesting the City to accept Mira -monte
Tract #43 was again referred to the City Engineer for report and recommendations.
The application of Mary Merino for Palmistry license at 861 Monterey St. was
denied on motion of R.P.Haell, seconded by Kline Williams upon the following roll call vote:

On motion of R.P. Howell, seconded by Wm. 0. Hall, the Mayor was authorized
to sign Agreement with the Division of Highways covering Right -of -way Contract allowing
1500 ft. access opening at Sewer Plant Property.
It was moved by Wm. 0. Hall, seconded by G.W.Baker that after tonight Jan.
19, 1948, no more applications be received and granted for water or sewer connections
outside the existing City Limits upon the following roll call vote:

Noes: R.P.Howell
Absent: None
On motion of G.W.Baker, secodded by Kline Williams the meeting adjourned to
Monday , January 26, 1948 at 7:30 P.M. upon the following roll call vote:
