Present: G.W.Baker, Wm. 0. Hall, R.P.Howell, Timothy I. O'Reilly Absent: Kline Williams The minutes of December 6, 1948 were approved. This being the time set as per advertised notice, for receiving Bids for furnishing to the City of San Luis Obispo, automotive equipment ( Street Sweeper), the following bids were received: 1 - Smith Booth Usher Co., Los Angeles, offering, Austin-Western 2 cu.yd. Hopper Capacity- Defy. Jan, 1949 - Price $ 7636.75 Net F.O. B. S.L.O. plus 2j% Sales Tax, less $500 trade in allowance 2 - M.W.Zimmerman Co. Los Angeles. Calif Used Austin Western, 2-1/2 Cu Yd. Capacity - Amt. $2600. F.O.B. S.L.O. less $500 Trade in Allowance- Dely. 1 week after acceptance of bid. 3- Le -Roi -Rix Machy Co. Los Angeles Gutter Snipe - 1 -3 .Cu Yd. capacity - Price $6676.00 - trade in allowance $625. F.O.B. Los Angeles, Immediate delivery. 4- Crook Co. Los Angeles Lorraine - 2 Cu. Yd..capacity- Price 97300. F.O. B. San Luis Obispo trade inallowance $500 - Delivery within three days. 5 - A. M. Donaher. Los Angeles Elgin..- 3 cu yd, capacity- Price $ 10,690. no trade inallowance; Dely. 9 to 11 months; F.O. B. Elgin Illinois- Freight allowed to destination - Note: Existing price in effect 30 days prior to the date of shipment. 6- Brown -Bevis Co. Los Angeles, Calif. Wayne Pickup Sweeper- 2-1/2 Cu. Yd. capacity- Price $8200.- F.O.B. S.L.O. Trade in allowance $750. Dely. not later than 30 days after receipt of order. On motion of R.P. Howell, seconded by G.W. Baker,.the bids were referred to a. committee of three, consisting of Commissioner of Public Works, Commissioner of Supplies and the City Engineer for study, and.recommendations to the Council. In response to request for-Informal Bids on Gasoline and Oil for City . requirements for 1949, the following companies submitted bids: 1 - Richfield Oil Company 2 - Seaside Oil Co. 3 - Texas Co. 4 - Standard oil Co. 5 - Shell Oil Co. .The.Bids were presented to the Council and on motion of R.P.Howell, seconded by Wm. 0. Hall were referred to the Commissioner of Supplies for study, with power to act. Communication, together with petition, filed by Douglas M. Kuney, et al and endorsed by the S.L.O. Safety Council, petitioning the Council for a patrolman or Crossing Guard at the intersection of Toro, Hathway and Walnut Streets, for school children's protection, was presented to the Council. After discussion, the Council referred the matter to the Commissioner of Public Health.and Safety, with power to act. The following matters were ordered received and filed: 1 - Communication from brotherhood of Locomotive Engineers ( letter of thanks and Seasonts greet$gs). Report of the City Clerk for the month of November, 1949 Tmsurer Communication from the University of California announcing the dates for Traffic Training School was referred to the Commissioner of Public Health and Safety for study. Communication from Park, Playground and Recreation Commission Re: Renewal of Internal Revenue Dept. Lease in the Recreation Center Building was referred to the City Attorney. Communication from Police Judge A.E.Roberts, petitioning the Council for a salary increase was referred to the Commissioner of Finance on motion of G.W.Baker, seconded by-R.P. Howell. L1 1 �I 1 1 1 1 Communication from Division of Highways, Re: Release of jurisdiction of lower Higuera Street was referred to the Commissioner of Public Works on motion of Wm. 0. Hall, seconded by G.W.Baker. Communication from Division of Highways, together with supplemental Agreement dowering maintenance of State Highways, and on motion I R.P.Howell, seconded by Wm. 0. Hall, the Mayor and City Clerk were authorized to sign and the following Resolution was adopted: Resolution No. 865 (New Series) - A Resolution of City Council of the City of San Luis Obispo approving First Supplemental Agreement for Maintenance State Highway in the City of San Luis Obispo was adopted on motion of R.P. Howell, seconded by Wm. 0. Hall upon the following roll call vote: Ayes: G.W.Baker, Wm. 0. Hall, R.P.Howell, Timothy I. O'Reilly Noes: None Absent: Kline Williams Communication from City Engineer recommending amendments to .Existing Fire .Ordinance was referred to the City Attorney, with instructions to amend the Ordinance. Final Estimate No. 4 covering payment due O.R.Ochs & Son, Contractor on Municipal Sewage Works Addition Contract, was presented by the City Engineer, and on motion of R.P.Howell, seconded by Wm. 0. Hall, it was ordered the job be accepted, and final payment be made on the basis as specified in the contract. The following applications for transfer of City Licenses were granted: 1 - Elmer's Cafe from Elmer E.Dodd to June Felis 2 - San Luis Fish Market, from C.R.Kirby to W.A.Spurlock The Merchandising Bond of Ardith L. Dunn and Daisy L. Gularte in the amount of $200 with the Great American Indemnity Co. as surety was received and on motion of 1�9 Wm. 0. Hall, seconded by R.P. Howell, the surety -was accepted, bond approved and license ordered issued. The application of B. E. Bachman, dba Universal Electric Co. for registration as Class "E" Contractor, together with the Fidelity and Casualty Co. bond in the amount -of $500 and registration fee of $15.00 received and on motion of Wm. 0. Hall, seconded by R.P. Howell, it was ordered that the surety be accepted, bond approved and regis- tration granted. Claim filed by Philomena Brooking, ( Administration Fund) in the amount of $450* for damage caused by a fall on the sidewalk in the 1200 Block Morro.Street was referred to the Insurance Co. ( Fireman's Fund) Evans Brokerage, Agent, on motion of G.W.Baker, seconded by Wm. 0. Hall. Claim filed by Frank Adler in the amount of $15.00 on the Administration Fund for refund on building permit cancelled, was ordered paid, on motion of R.P.Howell, seconded by G.W. Baker. Ordinance No. 106 (New Series) - An Ordinance approving the Annexation of the "Portions of Blocks 3,4 and 5 of the Goldtree Vineyard Tract; Portions of the South- east one - quarter and the Southwest one - quarter of Section 36, Township 30 South, Range 12 East, etc. was finally passed on motion of Wm. 0. Hall, seconded by G.W. Baker upon the following -roll call vote: Ayes: G.W.Baker, Wm. 0. Hall, Timothy I. O'Reilly Noes: R.P.Howell Absent: Kline Williams 80 Ordinance No. 307 (New Series) - An Ordinance amending Sections 6,7 and 8, and Repealing Sections 9, 10, 11 and 13, of O -gdinance No. 241 (New Series)l entitled:." An Ordinance providing for the Control of Foodand Drink Establishments in the City of San Luis Obispo and providing penalties for the violation of such Ordinance " was passed to print on motion of R.P. Howell, seconded by Wm. 0. Hall upon the following roll call vote: Ayes: G.W. Baker, 11m. 0. Hall, R.P.Howell, Timothy I. O'Reilly Noes: None Absent: Kline Williams Resolution No. 866 (New Series) - A Resolution accepting that certain contract entitled "Agreement Amending Covenants, restrictions and conditions of Grant Deed" was passed and ado ^ted on motion of R.P. Howell, seconded by Wm. 0. Hall upon the following vote: Ayes: G.W. Baker, Wm. 0. Hall, R.P. Howell, Timothy I. O'Reilly Noes: None Absent: Kline Williams The following miscellaneous bills were cancelled by Council on motion of R.P.Howell, seconded by G.W. Baker: 1 - Willis Chase- For sewer line extension $ 27.50 2 - H.J.Gratton , " water line " 87.14 3 - Walter Lopez Sale of fertilizer 75.00 4 - J. Norvall For patching pavement 10.55 5 - A.F.Shelton- Patching pavement and backfill trench on Dana St. Balance 34.35 6 - Robert Umbertis- For sewer line Extension 27.50 It was moved by.R. P. Howell, seconded by Timothy I. O'Reilly that in the future a cash deposit will be required at the.time the permit is issued oh all street excavations for selaer and water, etc. etc. The following miscellaneous bills were referred to the City Attorney for collection-: Harry Whiteaker, Arroyo Grande, Amt. $ 39.00 W. C. Ramage, 139.20 Mack's Plumbing 26.10 Smee's Plumbing 641.87 Hugh McLennan 148.78 The City Attorney was instructed to present new Proposed Water.Ordinance the second meeting of January for the Council's consideration, on motion if G.W.Baker, seconded by R.P.Howell. The following matters were held over for the next meeting:. The award of the Bids on 2 -Way Radiotelephone Communication from Division of Highways Re: Release of jurisdiction of lower Higuera Street Comm. from California State Disaster Council, submitting Proposed Ordinance covering Mutual Aid between and among various political subdivisions.
