Absent: None
The Minutes of the meetings of March 20th and Special Called Meeting of March 31, 1
were approved.
This being the time set as per advertised Notice for receiving Bids on Rubber Tired
Wheel Tyne Bucket Loader, the following bids were received:
1 - Shaw Sales & Service Co. Los Angeles
2 - Hanson Equipment Co., Santa Maria
3 - Bro-em -Bevis Equipment Co. Los Angeles
4 - Smith -Booth Usher Co. Los Angeles
The bids orere received by the Council and on motion of Frank V. Woods, seconded by Kline
Williams then were referred to the Commissioner of Public Works for study and report.
( 8 o'clock P.M.) - This bei.nF the time and place fixed as per advertised Notice
for receiving bids for the purchase of Bonds on Phillips Addition Sanitary Improvement
District No. 1, the following bids were received and publicly opened and read:
1 - Hannaford P Talbot - Bid, Amt. 9¢ -3/40 of par value - Interest 40
2 - Bailey F; Davidson - " " ( 310 on bond- matures 1951 -1960

and on motion of Wm. b. Hall, seconded by D.M.Carpenter, they were referred to the Com-
missioner of Finance for study and report.
The application of the Certified Construction Corp. for registration as a Class
"ETM Contractor, together with Fireman's Fund Indemnity Co. Bond inthe amount of $500 and
resistration fee of $15 -M received and on motion of Kline Williams, seconded by D.M.
Carnenter, it was ordered that the surety be acceptdd, bond approved and registration
granted.
Communications:
From Pacific Gas and Electric Co. Re: Franchise Payment in the amount of
62130.13 covering company's electric franchise payment for the ; *ear of 1949 was ordered
received and filed on motion of Kline Williams, seconded by D.M.Carpenter.
Communication from Veterans of Foreign Wars requesting permission for reserved
street space for advertising truck for Fiesta ticket sales was granted on motion of Frank
Woods, seconded by D.M.Carpenter.
Copy of communication addressed to Editor of the Telegram Tribune from George
Stephans, Secy. of the Housing Authority Re: Santa Rosa Park Units, was referred to the
City Attorney for Rudy and report and reply on motion of Kline Williams, seconded by
D.M.Carpenter.
Petition from property owners along Sweeney Lane, petitioning for annexation
to the Citl.r was referred to the City Attorney on motion of Frank V. Woods, seconded by

Claim filed on the Administration Fund in the amount of $55,248.60 by Louise
Ellen Grag for damages suffered ( caused by fall on sidewalk) was rejected and referred
to the Insurance Co. on motion of Wm. 0. Hall, seconded by Kline Willi:amd.
Communication from the Citv Clerk certifying 1656 Initiative Petitions requesting
adopt-ion of Ordinance providing the participation in benefits available under the National

Timothy I. 017ei.11y that the City Attorney be instructed to draw up proper Ordinance for

The followint prepared statement representing; Commissioner Hall, Commissioner
lliams and Commissioner Carpenter's views were ordered written into the Minutes:
" April 3, 1950 - COUNCIL MAJORITY'S POSITION "
It seems to us that this Public Housing Administration gogram
has -three••important aspects: (1) Social (2) Economic and 3)
Political.
SOCIALLY, we believe that the Public.Housing Act of 1937, as
amended in 1949 is basically a good law and quite adequately serves
it,s purpose of clearing slums. but it should not be abused and
t,.risted mnto use as a measure to relieve a housing shortage and it
was never intended to be used that way.
ECONOMICALLY, it is our understanding that entering into this
program would mean a gift by the city taxpayers of about 20% of its
expenses, but there would be little or no gift by the federal govern=
ment. We believe it would require expenditure of a million dollars—
or millions of dollars -- by San Luis Obispo over a period of 40 years
and probably much longer. How it would fit in with our present system
of relief for the indigent, aged, sick and needy and what the additional
burden on the local taxpayers would be is yet unknown.
POLITICALLY, or as a matter of honest administration, the prospects
are Tiot very encouraging. It is our considered opinion that this project
was misrepresented to at least three members of the city council, and
to the people of San Luis Obispo, from the first and over a period of
several weeks. It was misrepresented in three different ways.
(1) In the first place, it was misrepresented as a GIFT of federal funds
for local housing. Everybody would have been glad to accept a ig ft --
no strings attached -- but really there was too little or nothing given
by the federal government.
(2) In the second place, it was misrepresented that it would not cost
the local taxpayers a cent; but in reality it seems that they would
Fe making a gift of about 200 of the costs, over a period of over 40 years- -
a million or' millions -of dollars.
(3) In the third place, it was misrepresented that voting for a "free
surve�r of local housing needs" would not obligate the city -- when in reality
it would have bound the taxpayers to make gifts of large sums of money.
The scandalous misuse of Public Housing Authority monies and facilities- -
notably inNew York City and. Chicago where the large scale of things makes
such matters more noticeable -- is undisputed.
VIP are a country town and used to dealing above board. We do not feel that,
without the consent of the taxpayers of this community, we would be justified
in entering into a long term Bic Business partnership with an organization
that has been so systemically misrepresented.
We believe that whether or not this very large financial obligation is to be
shouldered by the city should be decided by our most democratic process- -
that of direct balloting by the people themselves. Thank you ".
The Ma,.ror stated he would categorically deny each and every statement made

about misrepresentation of the Housing program here, as there had been no misrepresentation
whatever.
It was moved br D.M.Carpenter, seconded by Frank V.Woods that the election
be held and consolidated with the June Primary County Election -- Commissioner Hall
voting "No" stating it irould be impossible to bring it to a vote by June and doubting
the legality of putting it on the ballot.
On motion of Frank V.Woods, seconded by Kline Williams, the City Attorney was
instructed to draw up a "Special Election Proclamation to coincide with the regular
June 6th, County Primary Election upon the following roll call vote:

Lots 97 and 98 Mt. Pleasanton was referred to the Planning Commission on motion of Wm.
0. Hall, seconded by Frank V.Woods.

approval of the respective departments and the Mayor.
On motion of D.M.Carpenter, seconded by Kline Williams, the City Clerk was
authorized to make final-payment in the amount of $1250. to Kroeger & Associates for
the " Kroeger Report" ( Job classification) upon the following roll call vote:

Annlication for transfer of Nora's Cafe at 351, Higuera St. from Nora Ortiz to

Application for transfer of College Cafe at Santa Rosa dnd Foothill Blvd. from
James Vlaming to Thos. W.Dufurrera and Viola Beane dba "Tip -Top Cafe" was referred to
the Commissioner of Public Health and Safety for investigation and report on motion of
D.M.Carpenter, seconded by Kline Williams.
The estimate No.•3 covering the work completed and amount due Smee Plumbing and
Heating Co. in the amount of $5092.67 for Phillips Sanitary Improv.m ent District No. 1
was approved and payment authorized, on motion of Wm. 0. Hall, seconded by Kline Williams.
It was moved by Wm. O. Hall, seconded by Kline Williams that the contract for the
Peach Street Imp. job be.awarded to the Madonna Construction Co. in the amount of $4552.16
Resolution No. 948 (Near Series) - A Resolution providing for the execution of
an Agreement between the Cite of San Luis Obispo and Madonna Construction Co. regarding
Peach St. r-xtension was Passed and adopted on motion of Wm. 0. Hall, seconded by Kline
Williams upon the .following roll call vote:
