The Council met in regular session; Mayor Timothy I. O'Reilly presiding.

The Minutes of the meeting of August 21st were approved.
Communications:
1 - From Cabrillo Civic Club Ido. 15 - asking permission to solicit benefit funds from
Sent. 11th to Sept. 27th was granted on motion of Wm. O.-Hall, seconded by Kline Williams.
2 - From J. D. Vanderlaan applying for position_ of Asst. City Manager was ordered
received and filed, on motion of [°Im. 0. Hall, seconded by Kline Williams.
3 - From Mr. Chas. Strom under date of Aup:ust 29:;: 1950, covering survey for additional
parking meters was referred to the Commissioner of Public Works and Commissioner of Public
Health and Safety for study and report.
4 - Communication from Mr. Chas. Strom under date of Sept. 1, 1950, submitting parking
meter layout plan for parking lot together with proposed contract was referred to the City
Engineer for study and report on motion of Wm. 0. Hall, seconded by Kline Williams,

Claims against the City for the month of August were ordered paid, subject to the approval
of the heads of the respective departments and the Mayor.
The application of Guy C. Hart for registration as Class "D" Contractor, to-
Pether with U.S.Fidelity and Guaranty Co. bond in the amount of P1000 and registration
fee of ''25.CO received and on motion of Kline Williams, seconded by D.M.Carpenter, it
was ordered thpt the surety be accepted, bond approved and registration granted.
The application of Al Calkins ( dba "Black and W�tP Qab -Co. " ) for Taxi stand
at 953 Monterey St. !•gas denied on motion of D.M.Carpenter seconded by Ti.mothv I. O'Reilly.
The application of Alvin R.Dillon for transfer of city license to Marvin C.
Adams was referred to the Commissioner of Public Health and Safety for investigation and
report, on motion of Kline Williams, seconded by D.M. Carpenter.
The followl.ng applications for transfer of city licenses were granted on motion
of Fline Williams, seconded by D.M.Carpenter:

Shell Service Station, Monterey and. Toro Stl to Jos. Adamski
Bristow's Hardware, 857 Monterey St. ( M. H.Salter to James N. Fernbaugh, dba "San Luis Ha
Communication from Boy Scouts of America requesting permission to use Grove
Street, Sept. 16th, from 11 o'clock A.M. to 4 P.M. for Cub Scout.Coaster Derby was granted
on motion of Wm. 0. Hall, seconded by D.M.Carpenter.
The petition filed by the Green Bus Co. for change in schedule from one -half
hour to hourly service wa_s referred to the Council as a whole, for study on motion of
D.M.Carpenter, seconded by Kline Williams.
Communication from Mrs. Olympia Mainini requesting a water connection to her
property on Frency Road outside of the City was denied on notion of Wm., 0. Hall, seconded
by D.M.Carpenter and the City Clerk instructed to write and inform Mrs. Mainini that the
Citv extends no service beyond the city limits.

Proposed Animal Ordinance for Council's study.
Communication from I.D.E.S. Hall Re: fence along property facing Peach Street,0 the City
Attorney submitted his legal opinion concerning the request and on motion of Kline Williams,
seconded by D.M.Carpenter, it was ordered that the fence be constructed at the city's expense
and communication ordered received and filed.
On motion of Wm. 0. Hall, seconded by D.M.Carpenter, the City Clerk was instructed
of
to call for Bids for Public Auction /approximately 10 acres of Laguna property -- Bids to
be received up to 7:30 P.M., Sept. 18, 1,050 and oral bidding after the opening of the bids.
The City Clerk was instructed to call for informal bids covering Comprehensive
General Liability Insurance for the City of San Luis Obispo on motion of Kline Williams,
seconded by D.M.Carpenter.
The Council acting as a canvassing Board now proceeded to canvass the Returns
of City Employees Retirement System Election held Sept.-1, 1950; The following is a
tabulation of the results of the Official Canvass of the.votes:

The total number of votes cast at such election being $4; 77 for and 7 against. It
was moved by Commissioner Wm. 0. Ball, seconded by Kline Williams that the votes be
certified by the Couhcil. After discussion, the Council decided to study thematter further.
Communication from Miss Margaret L. Meck, submitting her resignation as City
Collector as of Oct. 1st, 1950 was ordered received and filed and on motion of Wm. 0.
Hall, seconded by Kline Williams, Miss Marilyn Bovee was appointed City Collector as of
October 1, 1950.
On motion of Wm. 0. Hall, seconded by Kline Williams the following appointments
were approved by the Council:
Vernon Kenneth Hollinger, Principal Engineering Aid @ 275.00per month
A.A. Juarez Senior " 'r 262.00
Mr -. Maxine Leister, Steno Clerk 175.00
Mr. E. J. L. Peterson, District Engineer of the State Highway was present and
presented a map showing the Proposed Freeway through the City; the matter was continued
to the next meeting, Sept. 18, 1950.
Communication from John Smee under date of June 30, 1950 notiftna the Council
of the completion of the Phillips Addn. Sanitary Improvement District. It was moved by
Wm. 0. Hall, seconded by D.M.Carpenter that the work be accepted and approved as of
September 5,-1950.
On motion of Kline Williams, seconded b-tr D. M.Carpenter, the Council authorized
refund due Cline's Electric on electrical Permits in the amount of $0.50, and refund to
Ravmond Mosher,.2717 Chandler Street on plumbing permit in the amount of a3.00.
Harry N. Jenks, ConsultingEngineer, presented and reviewed the plans and
specifications covering Water Filtration Plant and on motion of Wm. 0. Hall, seconded
by Kline Williams, the.plans were approved and accepted upon completion of 2 features
( omitted) in the original drai%rings, namely, the flow meter and control valves, and the
City Clerk was instructed to call for bids,- bids to be opened October 16, 1950 at
8 o'clock P.M.
