of the M — nicipal Code, was Introduced and passed to print on motion of Nels Beck, seconded

Ordinance No. 56 (1957 Series) An Ordinance Amending Section 9300.4 of the San Luis
Obispo Municipal Code by Adding Subsection 5 - Plan Lines of Foothill Boulevard, was
ordered held over for further study by the Council.
Comm. from the Santa Lucia Area Uouncil Boy Scouts of America requesting permission of
the City Council for the Scouts to conduct "Operation Clean Sweep" in the downtown area
of San Luis Obispo on November 2, 1957. On motion of.Richard G. Sleight, seconded by
Kenneth W. Jones, the request -was granted.
On motion of Richard G. Sleight, seconded by Kenneth W. Jones, the Mayor was authorized
to sign on behalf of the City the agreement with the Fish and Game `'ommittee regarding
the Whale Rock Project.
Comm. from the Board of Fire Underwriters of the Pacific regarding further rate reductions
to newly annexed areas was ordered received and filed...
Comm. from Bachino and Stockird congratulating the City on their award of a national fire
rating of 4, resulting in lower fire rates for the residents of the City of San Luis
Obispo was ordered received and filed.
Comm. for the Council's information from Mr. R. D. Miller, Administrative Officer, to
E. C. Adams, District Engineer, Board of Fire Underwriters of the Pacific, regarding fire
rating for two newly incorporated.areas of the City.
Resignation of Donald F. Johnson as Planning Technician for the City of San Luis Obispo
effective November 30, 1957, was received with regret on motion of Nels Beck, seconded
by Kenneth W. Jones.
Mr. Miller requested authorization of the Council to advertise-for replacement of Mr.
Johnson and requested permission to reclassify the position to Planning Director with
adequate salary class. On motion of Richard G. Sleight, seconded by Kenneth W. Jones,
Mr. Miller was authorized to begin recruitment.for a Planning Director for theCity.
' Comm. from Mrs. Irma Long, 15 Mt. Pleasanton Drive, protested the proposed plan for _
widening Foothill Blvd., which she believes is unfair and unnecessary.
Mr. Frank J. Helms asked the City Council how soon engineering could be made available
or design of curb and gutter on the new setbacks on Foothill Blvd. Mr. Romero, City
Engineer, stated that it would .take about two weeks from the time the request was made
until the engineering could-be completed.
Mr. Bud Idler asked the Council if in the future postcards could be mailed to property
owners prior to public hearings or proposals such as plan lines where private property
rights are involved.
Mr. William Zanchuck asked the City Council if he would be required to install curb,
gutter, and sidewalk on his grontage on Foothill Blvd. when he has already installed them
on the present line.
Mrs. Dillon asked if any changes had been made by the Council in the setback _of her pro=
perty on Foothill Blvd., or was the 25 foot'setback retained by the Council. She further
protested the adoption of the proposed plan line, as she does.not.approve of any plan
where the City takes the property without compensation when the owner is required-to pay
taxes on the same property over which they have no control and which they won't use.
Mr. Felton Ferrini asked if the Council had given consideration of extending Highland
Drive to Cuesta to the Old Morro Road.
Mr. Alexander McKaa protested the adoption of any further restriction on the residents
oT-Yoothill Blvd,, as he believes a grave injustice is being done to .these residents by
the City taking their property and holding it for several years before any attempt-has
been made to compensate for its being taken.' He further believes that the present plans
are-poorly-devised and suggests that proper planning would place a street north of Foot-
hill Blvd. and leave Foothill-Blvd. alone. Mr. McKay further stated that if the City of
San Luis Obispo could take a portion of his property without just compensation, why
could not the City abate the nuisance that has existed behind his property for over a
' year.
On motion of Kenneth W. Jones, seconded by Nels Beck, the meeting adjourned to 7:30 pm.

The minutes of the regular meeting of October 21, 1957, and the adjourned meeting of
October 2$, 1957, were approved as presented.
The claims against the City for the month of'November, 1957, were ordered paid, subject
to the approval of the Administrative Officer, on motion of Kenneth W. Jones, seconded by
Richard G. Sleight.
Mayor Lucksinger welcomed. the High School students who were attending the Council meeting
and told them if at any time they had any questions, to speak up and the Council and Staff
would be available at the end of the meeting should any of the students wish to-discuss
any problems with them.
COMMUNICATIONS
1. Comm. from the Governor's Industrial Safety Conference announcing Conference-to be
held in San Francisco on Friday, November 22, 1957, was referred to City Administrative
Officer, Richard D. Miller, for action.
2. Comm. from California State Polytechnic College regarding the widening of the Grand
Avenue Underpass under the freeway was ordered received and filed on motion of Richard G.
Sleight, seconded by Kenneth W. Jones.
3.• Comm. from the Salvation Army notifying the City Council that their drive for funds
will be moved back to December 3, 1957, and requesting permission of the Council to hold
this drive at the later date was .approved.
3A. Comm. from the Muscular..Dystrophy Association requesting permission of the City Council
for the San Luis Obispo Chapter to hold a "porch light" drive on the night. of December 3,
1957, for the purpose of raising money to carry on local patient service and.national-re-
search.. Request was approved by the City Council and the City Clerk was instructed to
write to both the Salvation Army and Muscular Dystrophy Association, notifying them that
their requests were approved, but that both organizations were having their drives on the
same dates, so that they might rearrange their schedules accordingly.
4. Comm. from Taper Tube .Pole Company notifying the City of San Luis Obispo of the ship-
ment of aluminum poles for the downtown street lighting program was ordered received and
filed, and Richard D. Miller, Administrative Officer, stated that due to the late ordering
of the poles by Pacific Gas and Electric Company it doesn't appear that the poles can be
installed until after the first.of the year, 195A.
5. Comm. from State Department of Water Resources on progress report for the month of
September, 1957; on'the Whale Rock Project was ordered received and.filed on motion of
Nels:Beck, seconded-by Kenneth W. Jones,
6.. Comm. from.the.League of California Cities announcing the California Cities's Employee
Safety Contest and urging participation by the City of San Luis Obispo was ordered received
and filed on motion of Kenneth W. Jones, seconded_by Richard G. Sleight, and the City was
authorized to take part in the California Cities's Employee Safety Contest for the year
1957 -58.
7. Comm. and recommendation from Chief .Schlobohm and Administrative Officer Miller that
the reclassification of Engineer in the.Fire Department be abolished so that the -two
incumbents be reclassified to Captain with no salary increase at this time was approved.

8. Comm. and - recommendation from Police Chief Schofield and Administrative Officer Miller
that additional position of Sergeant be created to help handle increasing traffic and
school crossing problems was approved on motion of Kenneth W. Jones, seconded by Richard
G. Sleight.
Report on Civil Defense and Disaster Planning for the City of San Luis Obispo by the Assist
ant Director of Cil Defense, Commander Gullickson, was ordered received and filed on motion
.of Richard G. Sleight, seconded by Kenneth W. Jones.
Resolution No. 365 (1257 Series) A Resolution Establishing Certain Traffic Regulations
was passed and adopted on motion of Richard G. Sleight, seconded by Kenneth W. Jones, by
the following roll -call vote:

Memorandum from the Planning.Commission.,listing for the Council's information the events
that led up to the denying by the Planning Commission of the request of Mrs. -E. Waldmeier
for student housing in her home at 349 Tassajara Drive.
Mrs. E. Waldmeier appeared before the City Council on behalf of her request to appeal the
decision of-the Planning Commission regarding use permit for student housing...
Comm. from Mr. Frederick W. Schwarz protesting the issuance of a use permit for Mrs. E..
Waldmeier to allow student housing. at 349 Tassajara.Drive,
Mrs. E. Waldmeier presented a comm. from Mr. Paul S. Bohrer withdrawing his protest
against student housing at 349 Tassajara Drive.
On motion of Richard G. Sleight, seconded by Nels Bekc, a conditional use permit was
granted to Mrs. E. Waldmeier to operate a student housing at 349 Tassajara Drive, and
this use permit is to be reviewed after 1 January 1958 to see if any further problems
have arisen.
Mr. Milligan representing the California Viking Supply Company appeared before the Council
' regarding the-vault-which was placed on the General Fireproofing Property on Laurel.Lane,
which contains fire lines, valves, meters, etc. Said vault having been placed contrary
to City Policy, Mr. Milligan requested that the City Council not.force his Company to
move this heavy vault to its' proper location because it becomes a very - costly operation
to his concern. Mr. Thompson, Water Superintendent, reported to the City Council the
background on the installation of this vault and recommended. that Mr. Milligan's Company
comply with the City policy on the placement of this installation. The matter was held
over for study by the.City.Council.
New fire zone map for the City of San Luis Obispo presented by the City Planning Commissioz
was held over for further study by the City Council.
Request of the San Luis Obispo City Schools Adult College for permission to place several
displays in the downtown area on November 21, 1957, in connection with a boating safety .
course to be given at the Adult College was approved on motion of Kenneth W. Jones,
seconded by Nels Beck, and Police Chief Schofield was requested to work with the Adult
College regarding the placement of these displays on November 21., 1957.
Ordinance No. 56 (1957 Series). An Ordinance Amending-.Section 9300.4 of the Municipal
Code concerning offical plan lines of Foothill Blvd•, was ordered held over until 18 Novem-
ber 1957:
Comm. from Police Uhief William E. Schofield requesting permission to attend a meeting on
Police Planning November 18 through 20 in.Berkeley, California, was approved on recommenda
tion of Richard D. Miller, Administrative Officer, on motion of Kenneth W. Jones, seconded
by Richard G. Sleight.
Comm. from the San Luis Obispo City,Chamber of Commerce regarding the annual Christmas
party for young people to be held on November-30., and requesting permission to rope off
Osos Street between Monterey and Palm Street on that day. Request was granted on motion
of Kenneth W. Jones, seconded by Richard G. Sleight, and the Police Department was re-
quested.to cooperate with the Chamber of Commerce for this Christmas party.
Comm. from Equipment Suppy Company protesting the action.of the Director of Finance in
' attempting to.secure a license from this concern for doing business in the City of San
Luis Obispo, as they claim that their Company only does business with the City as a
favor to the City. The Director of Finance was instructed to carry out the provisions
of the City ordinances and collect a .business license from Equipment Supply Company.
The request of the Chamber of Commerce for use of one pedestrian pedestal sign was
approved by common consent of the Council.
On the matter pending in the Superior Court between the City of San Luis Obispo and H. F.
Kjaerbye regarding zoning restrictions decision was made to hold this over for further
Council study.
