Roll Call: Present - Nels Beck, Kenneth W. Jones, Richard G.SLeight, J. Barry Smith, Fred H. Lucksinger Absent - None The minutes of the meeting of August 18, 1958 were approved.as read. Claims against the City for the month of September, 1958 were ordered paid subject to the approval of the Administrative Officer on motion of Kenneth W. Jones, seconded by Richard G. Sleight. Final passage of Ordinance No. 87 (1958 Series). An Ordinance Levying A Tax for the Lurrent Fiscal Year 1958-59 Upon All Taxable Property Within the City of San Luis Obispo, and Fixing the Rate of Such Tax was finally passed on motion of Richard G. Communication from Weeden & Cc offering the City of San Luis Obispo the opportunity to purchase $5,000 City of San Luis Obispo Fil- tration Plant Bonds prior to their coming due was referred to Mr. Miller, Administrative Officer for review and report to the City Council. 2. Communication from Achievement House, Inc of San Luis Obispo request- ing special parking privi ege for disabled employee in the area of 1029 Morro Street. City Clerk was instructed to write explain- ing Council policy refusing special parking privileges in the downtown area. 3. Communication from D. B. Wheeler, Jr. for acceptance of off -site improvements by the City in Tract 110, Lincoln Terrace was held over to the meeting of September 15. 4. Communication from the San Luis Obispo City Fireman's Association requesting permission to hold their annual Fireman's Dance Sep­_:� tember 20, 1958. at the Veteran's Memorial Building. Permission granted on motion of Nels Beck, seconded by Richard G. Sleight. 5. _Communication from the Division of Highways District No 5 regardn4:;:: the installation of directional signs within the state right -of way giving directions to motels and trailer parks was received and filed. City Clerk was instructed to notify the Sleep -Off the Highway Motel regarding the decision of the.Division of Highways. 6. Communication from .;the California Roadside Council regarding subcom- ' mittee hearings.on billboard control along the state highway was received and filed. 7. Communication from the California Polytechnic College requesting permissionto connect the college's new entrance road with the city street at the intersection of Grand Avenue and S1accStreet, including complete set of drawings for the proposed entrance road. Request was approved on motion of J. Request was granted on motion of Kenneth W. Jones, seconded by Richard G. Sleight. 8. Bulletin from the League of California Cities regarding SCR 26, report on-state-wide system of freeways and city street deficiencies report . was - received and filed. 9. Report by the Fire Chief on the city weed abatement program for 1958 was received and filed. , 10. Progrdss report on the Whale Rock Project for the month of July, 1955 was received and filed. 11, Minutes of the City Planning Commission of July. 29; 1955 and August 21, 1955 were received and filed. 12. Mr. John Haile appeared before the City Council and presented a petition from the property owners adjacent to Parkview Homes #2 Subdivision protestin g-cnnstruct ion work being done by the subdivider of ark - view Homes #2. Mr. Haile explained for the Council's benefit the problems caused by this development on the properties adjacent thereto. Mr. Haile read the petition and urged that something be done by the: City to pro- tect property owners from possible danger. Petition was ordered received and filed. 13. Communication from the City Planning Commission reporting favorable consideration of rezoning inthe area of Laurel Lane and Richard Street. Introduction of Ordinance No: 55 (1955 Series). An Ordinance Rezoning Property on Laurel Lane and Richard 6treets From R -1 to R -3 was introduced and passed to print on motion of Richard G: Sleight, I seconded by Nels Beck on the following troll call vote: AYES: Nels Beck, Kenneth W. Communication from the City Planning Commission reporting favor- able consideration on-rezoning to C -3; property in the south= erly end of Swazey Street. . Petition was received from the residents of this area protesting the proposed rezoning and urging the City Council that the zoning be left in the R classification. Request of Jack Farris and Lloyd P Villa for reconsideration by the Council on action taken by the Planning Commission to deny their rezoning request. Introduction of Resolution No. 426 (1958 Series). A Resolution of Intention to Hold Public Hearing on Proposed Rezoning of Prop- erty at Foothill Boulevard and Carpenter Street was passed and adopted on motion of Richard G. Communication from the City Planning Commission recommending approval of the final map of Tract •92, 'Escuela -Alta #2 was ordered held over for further study. 4. Communication from Mrs. Elizabeth Hannah, 1420 Palm Street, asking if -the city -owned property adjoining her lot can be purchased was held over for further study, and report to.th e City Council. 5. Proposal-by M. E. Willeford, C.P.A. for the performance of auditing services for the f iscal year ending June 30, 1959. Mr. Willeford!s proposal was accepted on motion of Richard G. Sleight, seconded by :Kenneth W. Jones. 6. Report of the Public Works Department for the month of July was ordered received and filed. 7. Petition from residents of the Teach -School area requesting that a crossing guard or a signal safety device be placed at Foothill Boulevard on their way to Teach School. Mr. John H. Applegarth appeared before the City Council urging that some study be made of the traffic situation in the area of Serrano, Meinicke, North Broad, Chorro Street and Foothill Boule- vard for children going. to the Teach School. Mr. Metras also appeared before the City Council urging that study be made of the North Broad, Chorro, Foothill area for children going to the Teach School.
