The minutes of the meeting of. September 2, 1958 were. approved as read.
Claims against the City for the month of September were approved on
motion of Kenneth W. Jones, seconded by Richard G. Sleight, subject
to the approval of the Administrative Officer, Richard D. Miller.
City Clerk, J. H. Fitzpatrick, reported on bids received and opened in
the City Hall at 3:00 P.M. September 15, 1958 for improvements on
Parking Lot #2:
Walter Brothers Construction. $ 21922.57
Jack Webster. 2,06$.55
Mr. Miller, City Administrator, recommended that after consideration
and correction by the City Engineer that the low bid of Jack Webster
for $2,06$.55 be accepted. Recommendation was approved on motion of
Nels Beck, seconded by Richard G. Sleight.
COMMUNICATIONS
1. Communication from the San Luis Medical Clinic requesting limited
parking in the vicinity of the Clinic for the donvenience of
their patients was referred tothe Traffic Committee.
2. Communicatiomm from Mrs. Harry Dubin requesting study be made of the
heavy traffic congestion at Santa Rosa and Palm Streets was re-
ferred to the City Clerk for investigation.

3. Communication from James Danaher requesting abandonment of a por-
tion of Park Street adjoining Lot E, Block 138 of the Phillips
Addition was referred to the City Clerk for investigation.
4. Communication from the Planning Commission recommending approval of the
final map of Ferrini Heights No. 3. Mr. Romero, City Engineer, i-
recommended the final map be accepted by the city.
". Introduction of Resolution No. 429 (1958 Series). A Resolution Approv-
ing the Final Map of Ferrini Heights no. 3, Tract 120 was passed

announcing a meeting to be held in Los Angeles on September 23,
1958 to study the impact of state -wide freeway system as proposed
by the Department of Public Works report of September 3, 1958

1958 and financ is 1 report for the month of August, 1958 was re-
ceived and filed.
8. The following bulletins were received from the League of California
Cities:
1., Announcement of hearing on Veterans Tax Exemption.
2. Announcement of hearing on school crossing guards, civil
defense, .juvenile justice and state and local taxes
detrin-ental to the district.
Mr. Miller, City Administrator, was authorized to contact legis-
lative committee with the city's recommendation regarding payment
of school crossing guards.
8:00 P. M. - Public Hearing on Final Adoption of Ordinance 88.
There were no protests to the adoption of Ordinance No. 88.
Ordinance No. 88 (1958 Series). An Ordinance Rezoning Property on Laurel
Lane and Richard, Street from. R 71. to R -3 :was finally passed and adopted
on motion of Kenneth W. Jones, seconded by Richard G. Sleight on the

9• Announcement of the quarterly meeting of the Channel Counties
Division of the League of California Cities to be held in
Ventura September 26; 1958. City Clerk was requested to con-
tact the various members of the City Council for reservations.
10. Application of Colista Morris for business liceense to conduct a
rooming house for students. at 99 Foothill Boulevard was held
over to the meeting of October 6, 195$•
11. Application of Harold L. Hanks for business license to conduct a
rooming house at. -1233 MonteT Vista Street was held over to the
meeting of October 6, 1955.
OLD BUSINESS
1. Report of the TRAFFIC COMMITTEE
58 -9 -1T For more than a year, the Traffic Committee has been work-
ing with the school authorities on some system of loading zones
for buses and parents to use in picking up children at the
various elementary schools, especially on rainy days. The
M three schools which have curbing and can be marked for control
purposes are Fremont, Hawthorne and Emerson, The other four
schools, Quintana, Teach, Romauldo, Pacheco and Sinsheimer
all have sizeable areas for off - street parking.
The suggestion was made and agreed on by Mr. Regier and the
Traffic Committee that a system of ten minute green zones effec-
tive 9 am to 6 pm, Sundays and Holidays excepted would be the
most practical. Three spaces would be provided for buses and
groups of two for passenger vehicles. .There would be no restric-
tion on week -ends or during the evenings. A list of proposed
zones is attached.
Introduction of.Resolution No. 433.(195$ Series). A Resolution
Establishing Li•7iited a�rkig Zones adjacent to City Schools,
was passed and adopted. on motion of Richard G. Sleight, seconded
by Kenneth W. Jones on the following roll call vote:

58 -9 -2C On the petition for study of the Foothill -North Broad in-
tersection, this has been studied by the police department (see
attached memo). The.police Chief concurs in this report, which
concludes that an adult crossing guard would not be warranted at
this location. However, pedestrian crossing signs have been
arranged for both east and west of La Ent rada at Foothill, east
and west of Ferrini".Road and West of North Broad Street. Addi-
tional pavement markings are-also planned. This matter was
approved by the City Council.
58 -9 -3T There is a hedge which obstructs visibility at the corner
of Osos and Ella which the City Engineer plans to abate unless
there is some objection on the part of the Council.
There were no objections by the Council. City Engineer was in-
structed to proeeed.
58 -9 -4T Since the State has installed the sign on the westbound
freeway lane indicating the location of the Old Mission one mile
to the north, visiting motorists have been confused in trying
to find the exact location of the monument. If the Council has
no objection, we would like to order black and white directional
signs with arrows pointing right to be installed at Lincoln and
Broad and Lincoln and Chorro .

2. Introduction of Resolution No. 432 (1958 Series). A Resolution
Accepting Off -Site Improvements in Lincoln Terrace, Tract No.
110 was passed and adopted on motion of Kenneth W. Jones, seconded
by Richard G. Sleight on the following roll call vote:

3. Mr. Miller, Administrative Officer, reported on the offer of Weeden '
& Go. for prior sale of City of San Luis Obispo Filtration Plant
Bonds and recommended acceptance of. the offer. Mr. Miller's
recommendation was approved on motion of Kenneth Jones, seconded
by Nels Beck. Mr. Miller was authorized to complete the trans-
action.
4. Communication from the Planning Commission recommending approval of
the tentative map of Ramona Terrace Tract 134 was ordered held
until the filing of the final map.
5. Mr. Flag, subdivider, appeared before the City Council questioning
the advisability of increasing the requirements on cement asbestos
pipe from the present 150 class to the class 200 which he claims
will increase the cost of water system installation by at least
25%. Mr. Flagg stated, except for troubles involved inlaying this
pipe, it appears that the present requirement is satisfactory.
Mr. Flagg suggested that the City contact other communities to see
what their experience has been with class 150 cement asbestos pipe.
Mr. Price Thompson, Water Superintendent, presented for the Council's
information, copies of experiences of other cities as to tests
and type and class of pipe.
Introduction of Resolution No. 431 (1958 Series). A Resolution Desig-
nating Minimum Design Specifications for Water Systems was passed '
and adopted on motion of Kenneth W. Jones, seconded by Nels Beck
on the following roll call vote:

9. Communication from the Chamber of Commerce requesting permission to

This dance is to be held in conjunction with Square Dance Week set
aside in a proclamation of the Governor. Approved on motion of
Kenneth W. Jones, seconded by Richard Sleight subject to final
details to be worked out by City Administrator Richard D. Miller
and Police Chief Schofield.
10. Medical claims from Lorna Sodeman for alleged injuries was referred
.to the City's insurance carrier.
11. Introduction of Resolution No. 434 k1958 Series). A Resolution in
Support_ of State Building Construction Program (Proposition 3)
