Councilman Smith said that in the short time he had been on the Council, that at
no time had the Park Commission come to the Council with a concrete plan for park
development and he felt that if they did so, he would be very willing to help
them get the financing necessary.
It was the common consent of the Council members present that if the Park Commis-
sion would prepare some long range plans and present them to the Council, the
Council would give them all the help possible. Further, if the Park Department
wished to hire a consultant, the Council would help them in this matter.
The City Council suggested that the Park Commission prepare some long range plans '
for developmert , regardless of the present tax levy, as the development could be
programmed over a period of time. Further, the Council suggested the Park and
Recreation Committee work with the Planning Commission for park development along
with the master plan presently being studied. The possibility of cancelling -the
outstanding $89,000 loan to the general fund was mentioned by the Council.
Councilman Miller asked:if the Recreation Department facilities could be opened on
saturdays and Sundays for groups to meet and asked if they could look into this
matter as there is a need in the community for use of the facilities. .
Robert Mott, Park and Recreation Commissioner, thanked the City Council for meeting
with them and discussing these major problems.
Howard O'Daniels, Chairman of the Park and Recreation Commission, thanked the group
for attending and taking part in the discussion.
Mayor Waters thanked everyone present for taking part and contributing to the dis.
cussion.
The meeting adjourned on motion of Donald Q. Miller, seconded by J. Barry Smith,
at 9:20 PM.

SPECIAL CALLED COUNCIL MEETING

The City Council met in special called.'session with Mayor Fred M. Waters presiding.
ROLL CALL: Present - Kenneth W. Jones, Donald Q. Miller, Gerald W. Shipsey,
J. Barry Smith, Fred M. Waters
Absent - None
STAFF PRESENT - Water Superintendent Thompson, City Attorney Houser,
Administrative Officer Miller and City Clerk Fitzpatrick.
VISITORS - County Supervisors, Gates, Kimball, Ruskovich and Lee. Ernest
Vollmer, representing the Phalen Range and Cattle Co. and Mrs. Moses,
Publisher of the Morro Bay Sun.
Mayor Waters opened the meeting, stating that the purpose was a study by the
City Council of the proposal of the County Board of Supervisors for the creation

of Zone 4, San Luis Obispo County Flood Control and Water Conservation District.
Mr. Kimball, Chairman of the Board of Supervisors, on request of Mayor Waters,
explained the reasons for the formation of Zone 4 and other zones of the County
District; primarily for master planning of water development on a zone -wide basis.
Mr. Kimball stated that he believed the City should be in the zone so that future
water needs may be taken care of, and so that the City could use facilities con-
structed by the zone.
Mr. Houser, City Attorney, remarked that there were two sources of water for the
City's future needs, being A. the Featber River Project and B. the North Coastal
area, and"that if the Feather River Acqueduct was not built, then the City, at a
later date, could cooperate with the zone on building any project which they
could mutually agree upon.
-Supervisor Kimball, urged that the City consider joining the zone so that progress
could be made on mutual growth of the coastal area. Further, Mr. Kimball stated
he was sure that the Feather River acqueduct water would be rather expensive and
that the local area could develop water through the formation of this zone. Also,
he warned that the Feather River watermight not arrive in tte county for at least
10 years. Supervisor Kimball then briefed the Feather River program for the group.
Supervisor Lee stated that in his discussions with Supervisor Drake of the coastal
area, that Mr. Drake urged that the City come in Zone 4 and put the Whale Rock
►gj Project in the zone so that all the coastal area could make use of the water from
the dam.
The group then discussed the possibility of a coastal area joining in on the use of
water from the Whale Rock Project if the City was a member of the zone area.
Mayor Waters stated.that the City miust be protected on its financial investment
on the project. =
Administrative Officer, Richard D. Miller, said first priority for water was to
the Cayucos area water users who were guaranteed 600 acre feet a year plus an
option to buy additional amounts of water for ten years. On the City's inclusion
in the zone, he said careful study should be given the problem of overlapping
debt and its effect on the City's credit rating. He stated further, that in
going to the peopleof San Luis Obispo for approval of a $3,900,000 bond issue,
assurance had been given of a definite waw r source for 30 or 40 years, and it
was important that these water rights not be jeopardized.
Supervisor John Ruskovich said there was "'some reluctance to include the City in
Zone 4 since it was felt many City residents would be likely to vote against
bonding themselves for further water development along the north coast.
Councilman Miller stated he did not believe that the City Council has as yet made
up its mind whether the City should be in or out of the zone. Further, the City
should consider that maybe the Whale Rock Project would not develop any or enough
water for the needs of the City, and that the City may need additonal water from
other areas in the zone, in order to continue its growth, Further, he suggested
that maybe a county -wide district for water development would be a godd idea.
Water Superintendent Thompson, upon questioning of Mayor Waters, recommended that
no action be taken by either the City or County until after the bond election for
the Feather River Project, and also that no action be taken on this district until
studies of costs and engineering for proposed projects are presented to all
parties involved.
Councilman Jones urged that the City and
