RESOLUTION N0. 635 (1960 Series), "A Resolution Directing the Filing of
Condemnation Action on Behalf of the Parking District" was passed and
adopted on motion of Gerald W. Shipsey, seconded by J. Barry Smith on
the following roll call vote:
AYES: Kenneth W. Jones, Donald Q. Miller, Gerald.W. Shipsey,
J. Barry Smith, Fred M. Waters
NOES: None
ABSENT: None
6. Administrative Officer Miller reported to the City Council that the City
had received the final completed Cal Poly sewer--agreement.
7. Administrative Officer Miller presented for the Council's consideration
an agreement for preparation of a population estimate for the city by
the State Department of Finance.
RESOLUTION NO. 636 (1960 Series), "A Resolution Authorizing Population
Estimate by the Department of Finance" was passed and adopted on motion
of J. Barry Smith, seconded by Kenneth W. Jones on the following roll
call vote:

J. Barry Smith, Fred M. Waters
NOES: None
ABSENT: None
8. Administrative Officer Miller presented for the Council's information
a communication from Kenneth Beck, County Road Commissioner, regarding
chlorination system at the Santa Margarita booster plant and requesting
permission of the district engineer, U. S. Army, to delete chlorination
at the booster plant and set up a private system.
Mr. Thompson, Water Superintendent, will report on this matter to the
City Council.at a.future meeting.

Donald Q. Miller at 11:40 p.m.

The City Council met in special called meeting with Mayor Fred M. Waters
presiding.

Absent - None
CITY STAFF PRESENT - Administrative Officer Miller, Water Superintendent
Thompson, Planning Director Abraham, City Attorney Houser, City
Engineer Romero and City Clerk J. H. Fitzpatrick. Also present
was Fen Truebridge, Reporter from the Telegram- Tribune.

REVIEW OF FIELD TRIP TO WHALE ROCK
Mayor Waters reported on the field trip taken by the City Council to
the Whale Rock Project and explained.the problems encountered to date,
particularly the dam footing, the drag line problem and the road re-
location. All these items have increased.the cost of the dam.
The Mayor discussed with the Council the possibility of:retaining
an expert consultant on water problems to represent the City on.
this type of matter in the future.
Administrative Officer Miller presented the latest estimates by the
State for required augmentation funds to complete the dam and pipe-
line.
Mayor Waters requested that the City Council consider the retention
of a consultant for water development.
DISCUSSION OF BEL -AIR MANOR SUBDIVISION
Mayor Waters reviewed the subject subdivision from the time the City
first became involved at the request of the County Planning Director
to the-present time.
City Engineer Romero explained various alternatives to be considered
for sewer development to serve not only the Bel -Air Manor tract, but
also the proposed Industrial Annexation.
The subdivider met with the Council and discussed cooperative sewer
development between the City and the development organization.
Mr. Cueto stated, if he annexed to the City, that as the subdivider
he would adhere to the minimum City standards for subdivision design
and take the sewer along Edna Road to Tank Farm Road.if.the City
could take over from there. The.Council agreed to have an answer
by its next meeting on March 7, 1960;
LAGUNA LAKE DEVELOPMENT & SKINNER SUBDIVISION MASTER PLAN
Mayor Waters reported to the Council on a meeting held with Mr.
Skinner and City staff regarding the development of his subdivision
in relation to the over -all development of the Laguna Lake area-for
recreational purposes.
Administrative Officer Miller reported on studies made to date by
engineers and Mr. Skinner for over -all development of recreation
on not only his property, but adjacent property.
Administrative Officer Miller asked permission of the Council to
solicit a proposal from Mr. Fred L. Hector regarding the development
of a master plan from the Laguna Lake area which planning proposal
had been recommended to the Council by the Laguna Lake Citizens'
Committee.
The meeting adjourned on motion of J. Barry Smith, seconded by Gerald W.
Shipsey at 9:50 p.m.
