HomeMy WebLinkAbout07/08/1960,, JUL 8 =u SPECIAL CALLED MEETING July 8, 1960 - -- 5:30 P. M. CITY HALL A Special Called Meeting of the City Council was held with Mayor Fred M. Waters presiding. ROLL CALL: Present - Kenneth W. Jones, Gerald W. Shipsey, Fred M. Waters. Absent - Donald Q. Miller, J. Barry Smith. ------ - - -- - -- City Clerk Fitzpatrick read the Lindero Investment Company application -for variance addressed to the City Planning Commission. City Clerk Fitzpatrick then read the following communication from the City Planning Commission relative to the variance request from Lindero Investment Company: "Attached hereto is an application of Lindero Investment Company requesting a variance of 1 foot front yard setback requirements on-18 lots within subdivision Tract No. 138. As you are aware, this request was referred by the Board of Adjustments to the Planning Commission for action on their July 6, 1960 meeting. 'In accordance with the unanimous vote of the commissioners present at the meeting, this matter is being referred to your honorable body for determination without a recommendation from the City Planning Commission." It was moved by Gerald W. Shipsey, seconded by Kenneth W. Jones, that the one - foot variance be granted. On the question, Mayor Waters asked that the following statement be read and entered into the official records of the City: " The variance Mr. Flagg is requesting for the Lindero Investment Company could ' well have been resolved long before the houses were completed, sold and made ready for occupancy and thus saved considerable anxiety and wasted time to the Lindero Investment Company, the new occupants of the homes, to the city in general and to the City Planning Commission and the City Council in particular. As a result of this and past similar problems where Planning Commission and City action is required to correct numerous errors made both by the City Engineer and City Building Inspector and or the Sub - divider, I will make the following recommendations. 1. That the city Administrative Officer provide positive and definite assurance to the City Council that the Council have the best qualified personnel in both the City Engineers Department and the City Building Inspector's Department commensurate with-the salaries now being paid for such services. 2. If in the city Administrative Officers judgement the city of San Luis Obispo does not have qualified and competent personnel in these departments to meet the standard that this Council wishes to maintain that he replace whatever personnel necessary at any and all levels in order to attain a high and more desirable standard. 3. That the city Administrative Officer report in writing to the City Council his action taken. ' 4. It is my recommendation that the variance be granted under protest." Administrative Officer miller stated that this was the first time he had knowledge of the Mayor's recommendation. He also stated that if he felt the personnel mentioned were incompetent, he would have taken action before this time. He also asked that to clarify the directive, he wished to know whether or not the Council as a group approved the Mayor's recommendation that he look into the matters expressed therein. By common consent of the City Council, Administrative Officer Miller was instructed to make the study. Mr. Miller agreed to do so and report back to the City Council at his earliest opportunity.
