Planning Commission and discuss the matter before taking action on it.
Motion carried on the following roll call vote:
AYES: Miss Margaret M. McNeil, R. L. Graves, Jr., Donald Q., Miller,
Clay P. Davidson.
NOES: None
ABSENT: Gerald W. Shipsey.
6. The Planning Commission discussed with the City Council the problem presented
by the zoning ordinance allowing student housing in the R -1 zones and re-
quiring a use permit for such use, as,'the use permit makes it mandatory
that the Planning Commission establish parking restriction, etc., and is
a very difficult portion of the ordinance to enforce. The Planning Commis-
sion stated they would continue to study this matter and would make..recom-
mendations to the Council in the near future.::
Mayor Davidson thanked the Planning Commission for the devotion and hard
work, and stated that he hoped this was just the first of many study sessions
between the Council and the Planning Commission.
On,-.motion of Councilman Graves, seconded by Councilman Miller, the City. Council
adjourned to 7 :00 A. M., June 14, 1961, at the Little Chef Drive Inn. .

CITY STAFF PRESENT: Administrative Officer Miller, City Clerk Fitzpatrick.
1. The City Council discussed the acquisition of the Maino Construction. Com-
pany property on Broad Street. The Mayor presented the fact that the City
does not have the necessary funds with which to pay for the acquisition
of the property without curtailing other necessary expenditures and serviees
for the City.
R. D. Miller, Administrative Officer, presented the City Council a report
showing budget items that could be deferred until January 1, 1962, at which
time the City Council could study them again and decide what should be added
to the budget if funds become available at that time.
2. The City Council then proceeded to study the 1961 -62 Budget.
3. The City Council instructed Mr. Miller, Administrative Officer, to investi-
gate the organization of the City Police Department with particular emphasis
on the administration and headquarter6 sections.
Mr. Shipsey left the meeting at 9 :30 A. M.
