grant up to a four -inch encroachment to Dalessi to place gunite on
the building, that Dalessi assume.all costs on his building, that the
City retain the right to approve all signs painted on the City's side
of the building, and retain future party wall rights.

Also Present: Mr. Paul Adamson and Mr. Harry Jenks, Consulting
Engineers.
1. The City Clerk read a- proposal from Brown and Caldwell, Consulting
Engineers, to furnish engineering and laboratory services for a water
quality survey for.the City of San Luis Obispo for estimated total
cost of $1,500.
Mr. Thompson, Water Superintendent, recommended to the City Council that
the City accept the proposal of Brown and Caldwell to make the water
quality survey, but that.a limit of $1500 be placed on the project.
The City Council discussed with the Staff the proposal of Brown and
:Caldwell regarding the water quality survey and report to be prepared
for the City. On motion of Councilman Miller,seconded by Councilman
Shipsey, it was agreed.that the City accept the proposal of Brown and
Caldwell with a limit of $1500 as recommended by Mr. Thompson, Water
Superintendent.
2. The City Council discussed writing a letter to the United States
Army Engineer regarding the water supply.from Santa Margarita Labe.
Mr. Houser, City Attorney, explained for the City Council the problems
involved, and again explained the recommendations of Mr. Robert Edmonton,
Consulting Engineer, regarding this matter.
Mr.. Miller, Administrative Officer,presented a draft copy.of the letter
to be sent to the Army Engineer regarding this problem. . ..After discussion
by the City Council the following resolution was passed and adopted author-
izing the Mayor to send a letter to the U. S. Army explaining the City's
present contract with the Army for withdrawing water from Santa Margarita
Lake.
RESOLUTION N0. 845 (1961 Series), was passed and adopted on the following
roll call vote:

3. Mr. William H. Houser, City Attorney,reported to the City Council regard-
ing the proposal of acquiring clear title to that portion of land lying
east of the freeway between the creek and the freeway and between Bianchi
Lane and Madonna Road. Mr. Houser stated that after being "assured by the
local office of the Division of Highways that the City could acquire clear
title to this property upon transfer of a small parcel to the Division of
Highways for the Madonna Road Interchange, he fouddaout that the head-
quarters in Sacramento had not approved the exchange and would require
additional justification from the district headquarters in San Luis Obispo
before proceeding. Therefore, the approval for the exchange of property
was withdrawn by the Division of Highways.
4. Mr. Houser; City Attorney, presented the proposal of the Division of
Highways for acquiring a parcel of land from the City lying along
Madonna Road west of the freeway adjacent to the Madonna Inn property
for construction of a drainage structure adjacent to the interchange.
Mayor Davidson suggested that possibly the City should

Mr. Houser, City Attorney, suggested that he be allowed to talk to the
State Division of Highways regarding the consolidation of transfers of
both items of property at the same time, and to negotiate with the State
on this basis. Councilman Shipsey agreed with Mr. Houser that attempt
should be made to consider both of these items at the same time.
5. Mr. Paul Adamson, consulting engineer, presented his report regarding
preliminary plans for providing trunk sewer facilities to serve the
area outside the City southerly of the City, and then proceeded to
explain the recommendation in his report and the various reasons for
accomplishing same. The City Council discussed with the staff the re-
port of Mr. Adamson for sewer development in the industrial area of
the City. After discussion, Mr. Houser was instructed to write to the
Union Oil Company of California to see if he could find out what the
future plans were for the Tank Farm Property along Tank Farm Road..
Councilman Miller suggested that the City Council plan a meeting for
September 25, 1961, to study this report and to decide which alternative
the City would adopt for future plans for sewer development in the
southerly area of the City. No objections to this suggestion - -study
meeting will be held on September 25, 1961, at 7:30 P. M.
6. Mr. Miller, Administrative Officer, announced the resignation of Mr.
Charles Hinkley, as Building Inspector, effective September 15, 1961,
and announced the appointment of Mr. Frank L. Skiles as Building In-
spector at the third step of the salary range of $592 per month ef-
fective October 9, 1961, and Mr. Miller's recommendation that Mr. Skiles
be considered for the 4th step of the salary range July 1, 1962, and the
5th step the following year, was approved on motion of Councilman Miller,
seconded by Councilwoman McNeil.
7. Mr. Miller, Administrative Officer,•requested the Council's permission
to employ a legal and administrative secretary as was originally approved
in the Budget but taken out when he was trying out a woman in the steno-
graphic class. Mr. Miller stated that the stenographer had not worked
out for himself and Mr. Houser, and that he will have to go to the higher
range to get a competent secretary. Therefore, he wished permission of
theaCity Council to do this, but'also wished to alert the Council to
the fact that the Budget will have to be increased later on in the year
for the additional salary. Total increase: Approximately $350.
Mayor Davidson stated he agreed that the City should pay adequate salaries
in order to get good help in the stenographic classification as this work
