29. Mr. W. T. Parsons, 410 Henderson Street, appeared before the City Council and
requested that his name be removed from the petition requesting improvement of
Dana Alley.

J. H. Fitzpatrick, City Clerk, announced to
the
City Council that the next quarterly
meeting of the Channel Counties Division of
the
League of California Cities is
scheduled for Thursday, December 6, 1962, at
the
Vandenberg Air Force Base.

On motion of Councilman Miller, seconded by
Councilman Shipsev, the meeting was
adjourned to Tuesday, November 20, 1962, at
7:00
P. M. to take part in the Civil
Defense exercise "Alert ". Motion carried.

CITY HALL
The City Council met as the disaster council-in the City Hall Civil Defense Control
Center to take part in the 1962 practice alert of the Civil Defense Organization.
Roll Call
Present: Clay P. Davidson, R. L.-Graves, Jr., Miss Margaret McNeil
Donald Q. Miller, Gerald W. Shipsey
The Civil Defense Staff was present.

1. From 7:00 P. M. until approximately 9:00 P. M. the City Council proceeded to practice
Civil Defense problems with the Civil Defense Staff under assimilated disaster
conditions.
2. Councilman Graves presented the following proposal from John R. Ross, Architect,
for professional services for the design of the City Control Center in the City
Hall basement.
"At the invitation of Councilman Graves, I am submitting the following props
for architectural services in connection with the above subject. I would be
pleased to serve as Architect for a fee of 8% of the low acceptable base bia^
and provide the following services:
A. Conference with appropriate city personnel
B. Contact with necessary government agencies for assistance in planning'.
E. Contract documents - plans and specifications
' D. Employment of required consultants - Mechanical & Electrical
E. Observance of construction
"I understand other work on the City Hall is contemplated in conjunction with
this project. The above proposal includes this and other work which may be
desired.
"I am available to meet with you at your convenience and conclude a contract
for service."
