Roll Call Present: Clay P. Davidson, R. L. Graves, Jr., Miss Margaret McNeil,
Donald Q:. Miller,. Gerald W. Shipsey
City Staff Present:' J. H. Fitzpatrick, City Clerk; R D. Miller, Administrative Officer

1. Mayor Davidson, on behalf of the City Council, thanked Gerald W. Shipsey for his
services to the City during his past term as Councilman and thanked him for the time
spent on behalf of the City and stated that on behalf of the City Council he wished him
well in his future endeavors
The City Council then recessed in order to seat the new Council.
Roll Call Present: Miss Margaret McNeil, .R'. L. Graves, Jr., Donald Q. Miller,
Clell W. Whelchel, Clay P. Davidson
The City Clerk, J. H. Fitzpatrick, administered the oath of office to the recently
re- elected Mayor Clay P. Davidson and Councilman Miller and newly elected Councilman
Clell W. Whelchel.
On motion of Councilwoman McNeil, seconded by Councilman Graves, the public official
bonds of Mayor Davidson, Councilmen Miller and Whelchel were accepted.
' Mayor Davidson then briefly reviewed the City's achievements during the past two (2)
years, stating that much had been accomplished toward making the community a more
forward looking City, a City which expects to keep pace with growing trends in California.
He continued that there was still much to do, but felt that the City Council would meet
the challenge and would conduct the City's affairs in such a manner that when each officer
steps down after his term, that he would have the feeling of having accomplished much
toward making San Luis Obispo the beautiful City it is.
Councilman Graves commended Mr. Shipsey for his service to the City and his work on
the City Council and welcomed Councilman Whelchel to the City Council.
On motion of Councilman Miller, seconded by Councilman Graves, the meeting adjourned
to 12 :00 Nom, Friday, May 3, 1963 at the Motel Inn.
