Councilman Whelchel then asked that the Traffic Committee also study the possibility
of establishing a crosswalk on Higuera Street between Santa Rosa and Osos Streets.
31. On motion of Councilman Miller, seconded by Councilman Graves, the meeting adjourned
to Wednesday, June 12, 1963 at 7:30 P.M.

4. The City Council met with representatives of the Wood's Animal Shelter Society regarding the
contract with the Society for furnishing the City of San Luis Obispo animal control, pound
service and animal patrol service for the City of San Luis Obispo.
Mayor Davidson explained that the City Council had requested this meeting with representatives
of e Society as the City Council individually and as a Council had received many complaints
from the public relative to poor service being performed by the Society in violation of its
contract.
Mayor Davidson then cited examples where the Society had not complied with the provisions
of the contract..
Mr. Schneider, President of the Wood's Animal Shelter Society, appeared before. the. City
ounci an presented for the Council's information problems that they have had in the
Society in trying to furnish adequate'service to both the City and County 7 esidents in accord-
ance with their respective contacts; particularly in regard to emergency animal calls and
patrol service. He added that the Society has just added more competent help and hoped that
they would be able to comply with all requirements of the contract.
He continued that the Police - Department had been very cooperative with the Society, but that
it had'been impossible to have the City Attorney's cooperation in preparing complaints to be
issued to chronic violators of the Dog Ordinance. He stated that without -this legal cooperation
on the part of the City Attorney, it was impossible to control the chronic violators of the Dog ,
Ordinance.
Chief Schofield explained some of the problems involved in preparing a complaint and in
collecting the necessary evidence to prosecute a case in the local court. �.
He stated further that it was extremely difficult if not iiiipossible to present evidence in'this
judicial district in order to be considered by the judge.
Mr. Schneider stated that on behalf of the Society he would promise to do a better job now that
additional e p had been procured, and that they would try to do as good a job as possible for
the City and if the Council heard any complaints regarding the service, he would appreciate
hearing of it so that the Society could follow through in clearing them up.
