ADJOURNED MEETING OF CITY COUNCIL & PLANNING COMMISSION
September 11, 1963 - 7:30 P. M.

1. The City Council met in a joint session with the City Planning Commission to
discuss the rezoning of property at the corner of Foothill Boulevard and
Broad Street (Martin Polin) from "R -1" and "R -3" to "C -1 ".
Emmons Blake, Vice - Chairman of the Planning Commission, briefly explained to
the City Council the reasoning and consideration given the request for rezonin,
and also the basis for denial by the Planning Commission.
Mayor Davidson then explained the considerations he gave to the appeal by
Mr. Polin for rezoning of this property to "C -1 ".
Mayor Davidson stated he recognized the need of this business center in this
area which is growing rapidly and also considered the population on the
campus that would use these facilities.
Councilman Whelchel stated his reasons for approving the requested rezoning,
stating that one of the considerations he gave was that this was the best
parcel to be developed for a shopping center due to its size. He also
considered the College Square ShoppingCenter, but believed there is not much
more space available in that development and he believed that additional
"C -1" uses are needed to service the neighborhood. He also stated that while
it was true that there were several pieces of property in the area zoned "C -1"
he believed that they were too small to be adequately developed into neighbor-
hood service use.
The City Council and Planning Commission discussed the matter of denial of
the requested rezoning by the Commission and the approval by the Council of
the appeal by Mr. Polin of the Commission's action.
Councilman Miller stated that he believed that all areas zoned "C -1" should
not be granted unless the suffix "S" is added to the rezoning to allow the
Planning Commission to control the development of the "C -1" areas.
Martin Polin appeared before the City Council and Planning Commission on
behalf of his requested rezoning from "R -1" and "R -3" to "C -11t.
Mr. Polin presented additional statistical data to support his requested
rezoning.
2. The City Council and Planning Commission, City School Board and Laguna
School Board discussed various aspects of the requested annexation by th^
R. C. Skinner Corporation to the Peterson Ranch property west of Los Oso.
Road.
The group discussed the impact of this annexation on the City School Boaz--*,
and the water, sewer, and road problems if this area is annexed to the Ci,.;:.
3. The City Council and Planning Commission discussed the suggestion that the
City ordinance be amended to omit the requirement for a garage or car port
in "R -1" zones and require only all- weather off - street_ parking spaces.

4. Councilman Miller presented the following statement for consideration by the
City Council and Planning Commission:
"Our City has been and will continue to be asked to pass on land use decisions
applying to off campus student housing. Our planning commission and the
' city council has made slight progress in the area of answering some basic
questions needed to be known by developers of off campus housing.

First, we have not resolved the thorny problem where such housing should be
located in our community. We have talked on the subject, but have not taken
affirmative action. Second, student density- -how many square feet will be
allowed for each student in a dormitory. Third, the number of off - street
parking spaces for students. Should it be one for one or one for four in a
girls dorm? Fourth, the problem of open area and landscaping.
Our City should have these standards now. The public has the right to know
what areas will be set -aside for off campus dormitories. The decision of
location will cause public indignation. Experience has borne this, but
decisions must be made. These decisions must be founded on the best interest
of the community. Lets face up to our responsibility - we are a college,
town."
Councilman Miller urged that the City Council and Planning Commission get to
work and make some provisions for student housing and do it now even though
this would cause local neighborhood opposition which he realized could be
quite unpleasant, but stated that it was the Council and Planning Commission's
duty to establish student housing with adequate and fair safeguards not only
for local residents in the neighborhoods, but also for the students themselves
The City Council and Planning Commission discussed the matter of student
housing in the City and what standards this housing should meet in its
development in the community.
Mr. John Evans appeared before the group and discussed some of the considerati
the citizens' group had made in their objections to the student housing as
proposed for the Dollie Adams property.
On motion of Councilman Miller, seconded by Councilman Graves, the meeting
adjourned at 11:00 P. M. to 1:30 P. M., Thursday, September 12, 1963.
