1. The City Council and Highway Officials discussed the matter of acceptance by the
City of the approach to the Madonna Road overpass by relinquishment to the City
by the Division of Highways.
The Highway Officials, afrar discussion, stated that it was their policy to place
sidewalks along the roadway when and if the City or adjacent property owners
Improve their property with -sidewalks.
Mayor Davidson asked Mr. Foley to write a letter to the City Council stating it
was the highway Denar~wnt's policy to place sidewalks on their property when
the City or adjacent property owners improve their property with sidewalks.
2. The City Council and i$ ghway Officials then discussed the installation and locatiL
of signs directing the motoring public to multi;)le exits in the City of San Luis
Obispo from 101 Freeway. The signs to be placed at the north City limits will
be placed along the highway north of the first off -ramp or Buena Vista Street.
The State Officials recommended that the sign on tilt south City limits should be
placed south of the Madonna interchange stating next eight (8) exits are for the
City of San Luis Obispo.
The City Council, in previous discussion, had suggested that the south sign be
placed south of Prado Road so that the motoring public would be sent tobusinesses
along South Higuera Street.
The Division of Highways then suggested that the "Business Route" sign be placed
south of Prado Road and not south of Santa Fe :oad where it is presently located,
three (3) or more *Hiles south of the developed portion of San Luis Obispo.
The Highways Officials stated that by placing the business route sign of Prado
Road it would take care of the business traffic on South Higuera Street.
Mr. Case, Traffic Engi.aeer, stated that if the City Council wished to change the
location of the business rign .from Santa re to Prado Road, it would take a
Council resolution which ;could have to be approved by the American Associati- of
Highway Officials who are attempting to standardize business routes on a
Nationwide basis.
The City Council and highway Officials discussed the matter of signing the
various exits to the City in light of best service to the motoring public a:)" tc
motorists having business in the City off the highway.
The Highway Officials stated that they realized that political pressures were
being placed on the City Council to direct traffic to each and every motel,
restaurant, and service station, but that their duty, a, Highway Officials, was
to try to serve the motoring public to the best of their ability.

Mr. Case, Traffic Engineer, suggested that instead of a "Business Route" sign.,
that maybe the State could place a sign stating "Road -Side Business" south of
Prado Road and place the "Business Route" sign at Marsh Street.
After further discussion, the- Couneirmtated that they would consider request-
ing the following as a result of this discussion:
1. Multiple exit sign be placed south of Madonna Road,
2. Road -side business sign placed south of Prado Road.
3. Business .route sign be placed south of Marsh Street.
3. The City Council and Flighway Officials discussed the location of the stop
sign at the Buara Vista off -ramp from 101 Freeway.
Mr. Case, Traffic Engineer, stated that it was State policy to favor the line
or route of traffic which the majority of traffic would take, which in this
case is the off -ramp and stopping west 'pound traffic on the overpass from
Monterey Street and east bound from Loomis.
Mr. Foley also stated that originally the stop sign stopped traffic on Buena
Vista and allowed free flow of traffic over the overpass, but at the request
of the City of San Luis Obispo, the present traffic pattern was established.
4.. Mayor Davidson brought to the attention of the Highway officials the problem
of the proposed realignment or reconstruction or relocation of Highway No. 1
through the City of San Luis Obispo. He stated that everyone in the community
knew that the ,Division of Highways was planning either a new location or
realignment of Highway No. 1 and that many developments which are proposed
and pending in the northwest end of the City are apprehensive as to the final
route picked by the State of California and urged that the State Division of
Highways set a public hearing as soon as possible and adopt a route through
1 the Citv so that the City Government and public would know ghat these plans
were and could then proceed with other developments which cannot be done at
this time due to the uncertainty of routes.
Mr. E. R. Foley, District Engineer, stated that all the route studies have
been made by his district and that they are now in Sacramento being studies at
the Highway Commission and as soon as the :-;%commended studies have been
approved, he would bring these plans to the City Council for their information
and comments. After these have been presented to the Council, taking into
account suggestions, criticisms, and complaints of the Council, they would
be resubmitted to Sacramento for their considerati,3n and as soon as returned,
the local District Headquarters would ruvlic hearings preferably in the
Council Chambers, at which time a presentation in dc-Lail would be presented
for the Council and public's information. At this public hearing every facet
of the proposed route location would be discussed and shown on sketches, maps,
etc.
The City Officials and the public present would be given ample opportunity
to discuss and critize each element of the plan..
Mr. Foley continued thrt he understood the City'e anxiety over this matter as
many of the City streets would be disrupted and new traffic patterns would be
initiated, but he would do all be could to hove this plan along as rapidly as
possible. He also states that widening now being conducted on Foothill Blvd.
' would not be destroyed by any of the alternates.
Mr. Case, Traffic Engineer, explained the ^teps that the Division of Highwr
must go through before filial approval is given to a Highway route and the
State may acquire land for rights -of -way.
On motion of Councilman 1•1helchel, seconded by Mayor. Davidson, the meeting
adjourned at 2:55 P. M. to reconvene at the City Hall as soon as possible

"The five artists' sketc'3cs :could be in black and .•rhite but could be
colored locally, perhans on a volunteer basis by the. art association.
Councilman Graves is checking on t_'.e feasibility of using a silk screen
process after the reproduced sketches have be.en bound. The ot:;.er alterna-
tive would be to have Blake Printery reproduce the sketches in three
colors, at a cost of 4120 for 100 sets.
CONCLUSION
"After talking ?r_th ayor Davidson and Couuncilman Graves, ,y suggestion
would be that we order 100 copies at $350.00, and if ire find that rre
need more later, order another 100. It was also felt that, by inviting
the participation of the art association, we would be bringing them
into the ,.)icture, thereby sti.nulatinb further intercS t and sum -)port for
the project.
"It would be mu further suggestion that we mace a nominal charge of
$2.00 a copy except for Council, Corvassion and staff members and under-
write the difference of 4)1.50. There are :ponies available in the �,Iission
Plaza budget for this purpose.
The City Council discussed the suggestions of Administrative Officer
i- Iiller, and tlayor Davidson stated that he had found a lot of enthusiasm
throughout the comminity for the ,,lission plaza project and all the
people t;iat he has had an opportunity to talk to stated that they were
very interesiled in the Prcject, but i:ould like an opportunity to read the
report in order to s;;e t'rh ::.t segment of t:.:e proposal would be ap,3lied
to themselves or tc their _coups.
Mayor Davidson suggested L %at the City Council purchase 200 copies at
X2.7 each and then sell them to the public at .36C each.
On motion of A-yor Davidson, seconded by Ccunciltiroman ;icPdeil, the City
was authorized to purchase 200 copies of the Smith & V]illiams report
or the - lission. Plaza project and then sell them for w3.50 each. .lotion
carried.
2. The following letter was received from Dr. Harper, County Health Office;.
"Please be advised that a downstream release irom 6anlinas Reservoir may
soon be authorized by the U. S. Army.
"As we have indicated on previous occassions, such release tends to
jeopardize the quality of the domestic water by introducing, turbulence
and eddies in the Reservoir. "Short circuit" currents are also prob-
ably induced, reducing or eliminating the hypothetical 100 day detention
period in the restricted zone. (This detention tine is based on
theory and has never been proven.)

"Therefore, we recommend extraordinary chlorination during release and
for at least 7 days after release ceases as a precautionary measure diret-
ed at assurinb continuous delivery of pure water. Higher levels of
chlorine than normally utilized may produce disa;reeable tastes and odors,
but the water will be useable and this appears to be the only available
measure under the circi=Btances. You should confer orith the State Depart-
ment of Public Health 'before changing chlorine dosage."
1 E. P. Thompson, Water Superintendent was instructed to see to it that
aM protective actions are taken to protect the potability of the water
supply during and after the downstream release.
3. Mr. '. M. Houser, City Attorney, presented for the Council's consideration
s communication of 5epteraber 11, 1963 '.;o Ralph Scott, Deputy Attorney
General of the State of California regarding; Fish and Game cooperation in
developing plans for fis!iing at ::hale stock Reservoir.
:Mayor Davidson explained that the Whale mock Dam was built for a safe
and pots a water supply for Cal Poly, Hen's Colony, and the City of
San Luis Obispo and that in order for the City to pay their share of
the overcosts, which a"o,,mted to v�0,000, many necessary things were left
undone that were needed in the City for the welfare of the community and
he believed that any staff time and money spent for recreational studies
should be spent on recreational development in the City or be close there-
to for the use of its citizens. He stated further that he would not
agree to the expenditure of any City funds for development of plans of
recreation at the Whale Rock Dam.
Councilman Whelchel stated that he did not agree with the C ouncil
policy regarding recreation at Whale dock as he believed the City should
allow some fishing on Whale Rock Darn on a limited basis and that the City
should cooperate u-th the County Sportsmen's Association as long as no
' City funds are e:x;�ended. He continued that he did agree that full re-
creation, boatit:g, etc., shoul;� not be allc:red on t:ie lake, but did be-
lieve that some s;ora fishing could be done without ai,y great expenditure
of funds.
,'Mayor Davidson stated thiat the Whale Rock Coinnission has stated that
they wo cooperate with any responsible agency that tirould prepare a
plan, make the improvements, an(. cst-blish an operation and maintenance
fund for the operation of recreation on the Whale Rock Reservoir,
The City Council then discussed the overall :natter of fishing and re-
creation a t.e Hhale dock Dam and obligation the City had to finance
recreation at only the City's expense.
On motion of Mayor Davidson, seconded by Councilwoman McNeil that the
letter of City Attorney Houser of September 11, 1963, be accepted.
Motion carried.
