Graves, ,ir., Miss Margaret McNeil, Donald Q. Miller, Clell W. Whelcbsl City Staff Present: J. H. Fitzpatrick, City Clerk, P. Chapman, Director of Planning and Building; W. Flory, Superintendent of Parks and Recreation;. W. M. Houser, City Attorney, R. D. Mayor Davidson announced that the purpose of the meeting was to receive a report prepared by the State Department of Parks and Recreation entitles, "Feasibility of a Recreation and Park District for the San Luis Obispo Area ", prepared by Mr. Ferdinand A. Bahr, Park & Recreation Consultant. J. H. Fitzpatrick, C.ta Clerk, read the letter of transmittal from the Division of Recreation forwarding the feasibility report to the City Council. Mayor Davidson then introduced '.'r, Ferdinand A. Bahr who then presented his report on the feasibility of a a= creation and park district for the San Luis Obispo area. (see repor:: dated February, 1964, in File No. F 505) Mr. Bahr also explained how the Park & Recreation District might be formed and boundaries of the district as e.••.*isioned by him, the type of election that would be required to form the district, and methods of appointing or electing the director of the proposed district. On motion of Councilman Graves, seconded by Councilman Whelchel, that the City Council review the report with thanks to Mr. Bahr and hold the report for additional study. 15otion carried. Mr.. Bahr then stated that he offered his services and those of his division if any additional information is needed to implement his recommendations. Communication from the Civic and Fine Arts Association of San Luis Obispo requesting that the City Council not take any action on this report immediately, but to refer it to a Council committee who could then meet vW a committee already appointed by the Civic and Fine Arts Association to implement the recommendation of Mr. Bahr. The Mayor stated that he believed the entire Council was very interested in the progress of this program and stated that when the Civic & Fine Arts Association sub - committee was ready with their recommendations they :ould ask for a meeting with the entire Council in order to present their recommendations 1 to the whole group at one time. Mrs. Fabbri, President of the Civic & Fine Arts Association of the City of San Luis Obispo, thanking the City Council for their attention to this report and stated that her group will work very closely with the City Council in order to accomplish this fine program of the City of San Luis Obispo. Mayor Davidson thanked Mrs. Fabbri for the urging that her group had made to the Council to have this most important report prepared and presented for their consideration.
