1. The City Council met in Joint Study Session with the City Planning Commission to
discuss the following:
A. City Council reviewed with the Planning Commission and staff the capital
improvement budget prepared by Larry Wise in 1964 and discussed the plan as proposed
for 1964, 1965 and 1966 reviewing what hod been done and what should be accomplished.
After discussion the Planning Commission was asked by the City Council to update the
program and present the recommendations of the Commission as soon as completed.
B. The City Council discussed the matter of the Police Station either procuring
land for construction of a new station or possibly temporary location in the basement
of the City Hall.
There were several objections to the use of the basement in the City Hall and it was
the concensus of the Councilmen and Commissioners present that a search be made for
a suitable site for a Police Facility in the vicinity of the City Hall.
' On motion of Councilman Miller, seconded by Councilman Gallagher, that the Mayor
appoint a Council and Planning Commission Committee to study potential sites for the
location of a Police Facility. Motion carried.
Mayor Whelchel appointed Councilman Gallagher and Councilman Blake for this Committee
and the Planning Commission Chairman Schwartz appointed Commissioners Twyeffort and
Franklin for the Committee.
C. The City Council then discussed the proposal for the possible location of the
San Luis Obispo Junior College on the City owned property at Laguna Lake.
The advantages and disadvantages of this proposal were presented by,the Chairman of
the Planning Commission and by Mr. Flory of the Parks and Recreation Department. No
decision was made on.this proposal.
2. Councilman Miller brought up the matter of the terminus of the water development
to be placed on Edna Road to serve the industrial area southeast of San Luis Obispo.
Councilman Miller stated that it was his understanding that the water line and sewer
line were to terminate at Tank.Farm Road but that talking with various staff members
he stated they felt that the water line would terminate across from the Giant Food
Market. He was asking for clarification so the Engineer could proceed with prepara-
tion of plans.
On motion of Councilman Miller, seconded by Councilman Gallagher, that the project
extend the water line out Edna Road to Tank Farm Road to the same terminus as the
sewer line and lift station development. Motion carried.
3. On motion of Councilman Gallagher, seconded by Councilman Spring, the meeting
adjourned to UDnday, March 28, 1966 at 5:30 P.M. Motion carried.
