The minutes of the meetings of March 7, 21, 22 and 28, 1966 were approved on motion of Councilman Gallagher, seconded by Councilman Miller. Motion carried. On motion of Councilman Blake, seconded by Councilman Miller, the claims against the City for the month of April were ordered paid subject to the approval of the Admin- istrative Officer. Motion carried. -------•----•---------•-------------•----------- •- •----- ••-- -- •--- •------ - - - - -- 1. Communication from Mr. H. Forrest Wood, 1220 Monte Vista Place, requesting that the -City Council eliminate the two hour parking on Monte Vista Place was held over to tae April 18, 1966 City Council Meeting at the request of Mr. Wood. 2. Mrs. Emmons, operator of the Blue Bell Motel, appeared before the City Council on behalf of her claim against the City for loss of income by her caused by the inconvenience of the contractor doing the Lower Higuera Assessment District work. Mrs. Emmons stated that due to tae poor management of the project, her customers, ' who are mostly truckers, could not find any place to leave their trucks while stay- ing at her motel and therefore have moved on to other areas where they can park their vehicles. She feels that the contractor is responsible for her problems due to the way the work was accomplished. . Mr. Houser, City Attorney,- stated he did not feel this was a legitimate claim against the City but was more properly a claim against the contractor and recommend- ed that Mrs. Emmons' claim be forwarded to both the City's insurance carrier and the contractor's insurance carrier. On motion of Councilman Miller, seconded by Councilman Gallagher, that the Emmons claim be referred to the contractor and the contractors insurance carrier with a request that an• answer be forthcoming from the insurance company by April 18, 1966. City's carrier to be notified also. Motion carried. 3. Dropped from the agenda at the request of -Mr. Montes, 4. Mayor Whelchel stated to the City Council that he had been meeting with various groups of interested citizens regarding the need for additional studies in the City for housing of low income families. He stated that some of the citizens' groups that he had been meeting with felt that studies should be introduced as to the desirability of the City participating in the Federal Housing Program particularly the rent subsidy program for apartment and ' rental units. Mr. H. Fryer, Sr. appeared before the City Council stating that he felt that a study group of this type should be appointed to look into the ramifications of the Federal Housing Program to see if some facilities could be acquired by the City through participation in the Federal Housing Program. He continued that he felt there was a need for housing in the community for the low income citizens. He suggested that the following persons be named to a committee. to study the possibility of reactivating the City's Housing Commission. F. McNamara Mel McDonald Cecil Evans H. I I I City Council Minutes April 4, 1966 Page 3 This proposal was discussed by the City Counci.k and the Council felt this would be a good addition to the Civil Defense Organization to have an inventory of the major pieces of construction equipment available for use during an emergency. On motion of Councilman Gallagher, seconded by Councilman Miller,'the Mayor was authorized to sign the agreement on behalf of the City. Motion carried. ' 7: At this time the City Council held a public hearing on the proposal to accept the 1965 National Electrical Code. Mr. Chapman, Planning and Building Director, presented a list of changes and clari- fications to the proposed ordinance presented by the Electricians Union and the Society of Professional Engineers. Mayor Whelchel declared the public.hearing open. Various members of the Electricians Union appeared before the City Council recommend- ing the changes as suggested by their organization. We R. Dickey, representing the'$ociety of Professional Engineers, appeared before the City Council and discussed the changes recommended by his organization. Mayor Whelchel declared the public hearing closed. On motion of Councilmen Miller, seconded by Councilman Gallagher, the following ordinance was introduced and passed to print. Ordinance No. 3450 an ordinance adopting the "National Electrical Code; 1965" with amendments by reference. Passed and adopted on the following roll call vote: AYES: Emmons Blake, Frank Gallagher, Arthur F. Spring, Donald Q. Miller, Clell W. Whelchel NOES: None ABSENT: None S. At this time the City Council held a public hearing on the recommendation of the Planning Commission to amend the building set back line ordinance on Foothill Boulevard between Broad Street and Santa Rosa Street. Mr. Romero, City Engineer, appeared before the City Council stating that this request was being made on the basis that Council policy on sidewalk width in the College Square area had changed from the 10' and 11' width in effect when the original ordinance was passed to a current 6' standard, and the proposed action would formalize this policy by bringing the map into conformity. The Planning Commission recommended that this change be made by the City Council. Mayor Whelchel declared the public hearing open. Mayor Whelchel declared the public hearing closed. Mr. Romero, City Engineer, explained that he and Mr. Helwig, engineer for Shell Oil Company, had come to a general agreement that Shell Oil Company would install curb, gutter, and sidewalk on its own property at the proposed street widening line and pave out Santa Rosa Street without cost to the City.
